3. Signature: The proposal shall be signed by an official authorized to bind its organization.

4. Content Requirements: All information shall be confined to the appropriate file. Offerors who elect to provide oral presentations virtually shall provide a vendor hosted solution/forum for the virtual presentation. This solution shall be included in the vendor’s proposal Part 2b Digital IT Components as well as a copy of the MS Power Point slides they will use for the oral presentation. Lastly, Offerors shall indicate whether they will present in person or virtually in Part 2f of their proposal.

2. Time Limitation: Presentations shall be limited to 2 hours. The Contracting Officer (CO) will facilitate the proceedings and a time keeper from the Government’s team will be instructed to begin, and end the session.

Offerors are cautioned that the presentation will be concluded at the end of the allotted 2 hour time frame whether the offeror has finished or not. Once the presentation has been concluded, the Government will initiate a question and answer (Q&A) session. The offeror should allow for an unlimited time period for the Q&A session.

2. Offeror Participation: No more than six (6) individuals may participate in the offeror’s presentation; only personnel of the offeror’s or sub-contractor in-house staff shall participate. Offerors are cautioned that consultants shall not participate in oral presentations.

Offerors will be notified by electronic mail of the scheduled time of their presentation after Part 2b Digital IT Components are submitted on July 19, 2017. Offerors are cautioned that should they be late for a scheduled presentation, the 2 hour time period will begin at the scheduled start time. For example, if an offeror is scheduled to begin their presentation at 9:00 a.m., and is delayed due to traffic and does not begin until 9:30 a.m., the allotted presentation time would be decreased to 1.5 hours. The CO reserves the discretionary right to reschedule any offeror’s oral presentation.

4. Equipment and Materials: If presenting in person, the Government will provide the facility, a projector, viewing screen, electricity and electrical outlets, and any necessary furniture (tables and chairs) in support of the offeror’s computer generated presentation. Offerors should bring their own laptop for the presentation. The offeror need not supply additional hardcopies of presentation materials at the presentation since copies will already have been provided for Government personnel with Part 2f of the proposal.

5. Materials Limitation: There is no limitation on the number of slides or other written materials that comprise Part 2f of the offeror’s proposal. However, due to the time limitation for the presentation, offerors shall ensure they can adequately present and sufficiently complete the entire presentation within the time allotted. 6. Q&A Session: Offerors are advised that the Q&A session that follows the oral presentation does not constitute “negotiations” or “discussions”. For informational purposes, these two words are interchangeable; when negotiations are conducted in a competitive acquisition, they take place after establishment of the competitive range and are called discussions. The dialogue generated during this session is for purposes of enhancing the level of understanding by the Government through clarification as it pertains to the oral presentation of the offeror’s written Technical Proposal (Part I). Discussions will not be permitted during oral presentations.

7. Location: Oral presentations will be conducted at Navy Lodge Little Creek /Fort Story Joint Expeditionary Base Little Creek, 1125 Gator Blvd. Building 3335, Virginia Beach, VA 23459-3297 on July 31, 2017 at a time scheduled by the Government after Part 2b Digital IT Components are submitted on July 19, 2017.

8. Recording of Oral Presentations: The Government will record presentations on video for purposes of accurately documenting the event and reviewing this information in conjunction with the written Technical Proposal (Part I) for technical evaluation purposes. Information provided by the offeror during the recorded presentation which is not substantively addressed in the written Technical Proposal (Part I) shall not be considered in the Government’s technical evaluation. Videos of offerors’ oral presentations will be retained as part of the offeror’s proposal in the official contract file and proprietary information contained therein as a representation of the Technical Proposal (Part I) will be protected in the same manner as the Technical Proposal.
