SUMMARY OF CHANGES

The following have been added by full text: PROVIDE RESPONSES TO QUESTIONS

April 25, 2011

TO: All Prospective Responders

FROM: Hector G. Vega, PMP, CM, Contracting Officer

HQs, DoDEA, Procurement Division

4040 N. Fairfax Drive

Arlington, VA 22203

SUBJECT: The following thirteen (13) questions were received in DoDEA Procurement Division within the time period specified in the solicitation document Request for Quote # HE1254-11-T-0013 for Perpetual Licensing, Grades 4-12 Online Courses.

1. Question: In the SF 1449, what do the QTYs in CLINs 0001-0003 represent? Are these the number of courses?

If so, what courses do you mean?

Answer: The quantities in the CLINs represent the estimated number of courses per type that will be required.

Please refer to sections 3.1 and 4.1.3 regarding courses needed.

2. Question: In the SOW, 4.1.3 lists eight curricular areas. Given the fact you are considering online courses for

Gr. 4-12, this seems vague. In order to calculate and provide a bid, we will need to know specifically which courses you require and at what grade levels.

Answer: Please see item #3 below.

3. Question: In the SOW, 4.1.4 indicates you will announce the specific, exact course title AFTER a contract award, at the time of the Post Award. Again, it is necessary to provide specific course information to vendors.

If this information is not provided, it will not be possible to calculate a total.

Answer: DoDEA would like the flexibility to know what courses can be offered by each vendor. Most vendors have a course catalog that outlines what is available. Market research indicates that pricing is usually according to the CLINs outlined in this solicitation. Therefore, it should not be difficult for qualified vendors to calculate per course pricing. This is NOT a solicitation to develop customized courses. Vendors should be prepared to offer courses from among its existing or planned array of courses.

4. Question: In the SF 1449, CLIN 0004 Professional Development (Face-to-Face) indicates a QTY of 2. What does the 2 represent? Does this represent TWO days of Face-to-Face training by the Contractor’s Instructional

Design Team as described in the SOW 4.2.2?

Answer: 2days/16 hours.

5. Question: In SOW 4.4.2, Instructional Design Professional Development, (40 hours of training) you indicate, “Instructional design professional development shall be conducted via video or web conference with 2 days of

Face-to-Face training at DoDEA HQ as required.” Which method of training do you mean video, web conference, or F2F? If there is an anticipated two days of F2F training at HQ, what is the length of each training day?

HE1254-11-T-0013

Answer: Training shall consist of approximately 40 hours depending on need. This includes a required two-day F2F training of approximately 16-18 hours. Other training may be conducted by video or web conference.

6. Question: If the F2F training, as described in 4.4.2 relates to CLIN 0004, then where have you allowed for a costing of the 40 hours of training via video or web conference?

Answer: CLIN item 4005

7. Question: In SOW 4.4.1, Content Professional Development, (20 hours of training via video or web conference), where do you allow for a costing of this training?

Answer: See Amendment #2

8. It appears you are asking for an estimated 60 hours of video or web training between 4.4.1 and 4.4.2, yet you indicate a QTY of 6 in CLIN 0005. What does the QTY of 6 represent?

9. Question: Option Years 1-4, CLINs 1004 and 1005 (Professional Development) indicate QTYs of 1 and 3 respectively. What do those QTYs represent? Are you asking for Professional Development each year of the contract?

10. Question: In Option Years 1-4, you indicate different QTYs for AP (Qty of 1), Non-AP one semester (Qty of

1), and Non-AP two semester (Qty of 6). Please indicate what courses you are referring to. This is necessary information to formulate a cost.

Answer: Please see response to Question #1.

11. Question: In the SF 1449, CLIN 0006, Content Modification Fee, please indicate what the QTY of 60 represents.

12. Question: Please explain why the Content Modification Fee changes from a QTY of 60 in the Base Year to a

QTY of 20 in the Option Years.

Answer: Because the number of courses is significantly less in the Option Years

13. Question: What do you mean by the term Content Modification Fee?

Answer: Vendor ID assistance to modify courses if needed. This would most likely be represented cost/hour.
