With the RFP documents, can DTRA furnish an anticipated training event schedule that respondents can price or a detailed set of pricing assumptions? If so, please provide.

DTRA will be providing a detailed set of pricing assumptions. Pricing assumptions will provide as much detail as possible to include: training courses, number of instructors, travel duration, travel location, vendor requirements, venue, translation/ interpretation requirements, expected execution fiscal year (FY) and Quarter, course development requirements, printing requirements, catering, and student travel for CONUS/OCONUS training. Exact dates for anticipated training events are unknown at this time.

With the RFP documents, can DTRA provide assumptions as to the locations, number of travelers, and frequency of required travel to plan, develop, and execute events? If so, please provide.

DTRA's pricing assumptions will include a list of the training locations, travel and training duration, number of instructors, and anticipated course dates.

With the RFP documents, can DTRA provide assumptions as to the number of OCONUS students anticipated for each training event? If so, please provide.

DTRA's pricing assumptions will include anticipated OCONUS students. Historically, courses have had anywhere between 25-30 students.

4 General General Will respondents need to include in their proposal responses demonstration of recent past performance on projects of similar scope and complexity?

Yes, Past Performance will be assessed. Details will be provided in the draft L&M to be released.

5 General General Does the government anticipate competing this opportunity using a Best Value Tradeoff process or using a Low Price Technically Acceptable process?

This will utilize best value trade-offs.

6 General General Can the government please clarify the anticipated contract type? Will it be a cost-plus contract, a fixed price contract, or a hybrid?

The IDIQ will allow for Cost, CPFF, and Firm Fixed price CLINs, however it is anticipated that the majority of the task orders, to include the sample task will be CPFF.

7 General General Will some level of NIST and CMMC compliance be required for contract award? Yes, it is expected that the contractor will be in compliance with DoD certifications regarding NIST and CMMC.

8 General General Will the government consider increasing the woman-owned small business participation goal of this procurement?

Socioeconomic Subcontracting goals will be based on the results of market research.

9 Sample TO PWS Section 4.2.1-4.2.2 - Training Development & Delivery, pages 6-7

Will the government consider establishing a bidder's library and including such items as a sample Training Support Package and Program of Instruction to aid industry in gauging the level of effort involved in the preparation and delivery of these courses.

DTRA will provide a bidder's library or reading room to be determined based on the amount of information we are able to provide. We anticipate providing a sample scoping document as well as samples of courses already developed. This will also be outlined in our pricing assumptions.

Historically, how many instructors participate in each course delivery event?

The amount of instructors depends on the scope of the course and the modules. It is also dependent on the country.

On average we do not anticipate any more than 2-3 instructors per event.

Is the contractor expected to provide role players as part of the training delivery? No. The contractor is not expected to provide role players as part of the training delivery.

Are the courses listed in the sample task order the full list of courses that may be taught under the CSCEP program? If not, will the government release a full list of courses, with expected instructor expertise, content, equipment, experience, etc., as well as the number of hours/days that each course is expected to run?

Yes, the list of courses included in the sample task order represent DTRA's current understanding of this requirement, however courses may change due to changes in requirement identification by the GCCs. The full catalog of CSCEP training offerings will be provided. This will allow industry to understand the potential future requirements and have an understanding of these. The list will include: full list of courses, with expected instructor expertise, content, equipment, experience, etc., as well as the number of hours/days that each course is expected.

Can the government please clarify the training facility requirement? In the SOO, Section 2.6, page 4, the government lists "Provide a facility for training and logistical support" as a contract objective. However, the Draft TO PWS Section 4.6 lists an optional requirement for a Training Facility. Will the government require contractor to have a training facility within twenty miles of DTRA at contract award?

Based on input from industry we are focusing on the immediate program need and are removing the optional requirement. Any optional training facility, as identified in the Draft TO PWS section 4.6 will be addressed at a later date through the issuance of a change order or a new task order. The Sample Task PWS will be updated to reflect the removal of this requirement. The optional enhanced training facility will remain part of the IDIQ SOO.

14 Sample TO PWS Section 5.3 - Personnel Requirements, What is the historical level of effort in terms of FTEs?

DTRA will provide the number of events, the number of instructors per event, facility and shipping needs, contract/task order program management needs. Offerors are expected to provide their tailored solution for the stated requirements. Not all FTEs are required to be full time.

The requirement is full and open. The DTRA Office of Small Business Programs assisted with the industry day registration.

16 SOO General What is the Period of Performance for this acquisition?

The IDIQ will have a five year base ordering period with a five year option ordering period. The performance of individual task orders issued under this IDIQ, are permitted to go up to 12 months beyond the end of the ordering period.

17 SOO General Will this be a single award or will there be multiple awards? This will be a Single Award IDIQ.

18 SOO General What partner nations will be engaged?

The list of partner nations is dependent on which countries are identified each cycle. The list of countries identified in the industry day slides only reflect which partner nations the program has engaged with in the past.

19 SOO 2.4 Have gap assessments already been conducted for partner nations?

Yes, gap assessments for this program are conducted by the government prior to providing the requirement to the performer. The purpose of this IDIQ will be to provide training, implementation support, and equipment based on the outcomes of those assessments.

20 SOO General Will this be in coordination with other similar/ongoing/planned efforts, either within DTRA or other organizations conducting CWMD capacity building?

Potentially, however CSCEP events are coordinated and conducted under a 333 Authority that is different than any other DTRA directorates.

21 SOO 2.5

Does the Building Partner Capacity Department provide any logistical support similar to the TRLS support provided by CTR for some activities, or will this be the sole responsibility of the contractor?

Not at this time. Additional logistical support from the Building Partner Capacity Department resides on its specific contract or task order. The CSCEP program does not utilize TRLS or similar support. All CSCEP logistical support is the reasonability of the performing contractor.

22 SOO 2.7

The SOO notes that the scope may include design, construction and renovations of facilities, but the PWS does not. How much construction work is anticipated?

No construction work is anticipated under the sample task order. The SOO notes that the scope may include design, construction and renovations of facilities for the purpose of inclusion of small scale construction under future task order if the need is identified by the GCCs. There would be early awareness of the need to support this type of capability.

23 PWS 4.6

Given the requirement for a training facility in the DC area, how much CONUS training is anticipated?

The optional training facility identified in PWS 4.6 is no longer a requirement. The PWS will be updated accordingly.

If the requirement is identified in the future a change order will be issued.

Around 80% of training occurs OCONUS and 20% is CONUS. Live Agent Training for now is held OCONUS, the Advanced CWMD Training Courses are held CONUS at the Guardian Centers of Georgia.

24 SOO General Will there by multiple, overlapping task orders and how many are estimated annually? Yes. It is estimated that one new task order will be awarded annually. Task Orders will overlap.

25 General General Are there any citizenship limits on personnel supporting our solution? - Can international partners be used for trainers? -

No, there will be no citizenship limitations when providing a solution. Yes.

26 General General

Will respondents need to include in their proposal responses demonstration of recent past performance on projects of similar size, scope and complexity? What recency and relevancy requirements would they be looking for in the RFP that would not unduly limit competition?

Will DTRA accept teaming partners past performance in addition to the prime? -

Yes, Past Performance will be assessed. Details will be provided in the draft L&M to be released.

27 SOO 2.7

How much design and construction/renovation is anticipated to be needed on an annual basis. Historically, what types of facilities have been constructed or renovated?

Please see response to Question 22.

28 SOO 2.8

What is DTRA’s vision for successful “provision of sustainable CWMD capabilities” at the end of the contract?

The required activities were delivered to or above the standard that is provided within the QASP and in accordance with the mission requirements for equipping and training. Ensure the contractors' actions should fully support the CSCEP mission and not impact DTRA/ US relations in any way.

29 General General

What is DTRA’s anticipated approach to transition from the incumbent contractor to a new selected contractor? (Note: Will they touch on courses that are still in play: will there be a clean break at contract award, and we take over or will the incumbent complete events that may be in development?)

There will be a clean break between task order performance of FY23 and FY24 activities under the current IDIQ/TOs, and the FY25 requirement. Task order performers may be operating in the same country, but supporting different activities. There will not be any handoff of activities being performed under previous task orders.

30 PWS Section 4.5.7 To help respondents determine the square footage requirements for the warehouse, can DTRA provide a copy of the property book for the equipment contained in the warehouse, or a pricing assumption as to how big the warehouse needs to be?

The Government will provide the saliant characteristics of the space needed for training, storage, transshipment, etc.

that will support the requirement. We do not plan to provide a copy of the current property book as it is specific to prior fiscal year requirements.

31 PWS Section 4.2.5 Will DTRA provide an event catalog with event descriptions?

DTRA will provide a bidder's library or reading room to be determined based on the amount of information we are able to provide. We anticipate providing a sample scoping document as well as samples of courses already developed. This will also be outlined in our pricing assumptions.

32 Industry Day Slide 21

Please explain the flow of the events on the slide. Could training events be performed for staff level (Tactical), mid-management (Operational), and Senior Leadership (Strategic) concurrently that then lead to follow-on workshops and subsequent exercises once all levels have been trained?

The purpose of slide 21 is to show the types of engagements that could be provided by this program. It is not representative, in any way, of the actual events that have been identified by the GCC for inclusion in the CSCEP FY25 requirement.

Yes, events could be concurrent. This will be defined by the requirements provided to DTRA by the GCCs and tasked to the contractor for execution. There is no specific flow to the events illustrated.

33 Industry Day Slide 27 Is Industry Day slide 27 the anticipated schedule of countries where events will be conducted over the first three years of the contact?

Yes, the countries identified with an "X" are anticipated for the FY25 task order. The pricing assumptions will expand upon the training and equipping requirements that each country will have.

34 Industry Day Slides 27 and 19 Are the events designated on slide 19 the actual anticipated events that will be conducted in the 12 countries shown on slide 27?

No, slide 19 during Industry Day slides were just an example of how the events can span over the 3 years. The pricing assumptions will give the fiscal year, quarter, and location the expected training will occur.

35 General General Does DTRA envision using US Government Guest Lecturers to participate in training events?

Yes. This is course and country dependent and the government will provide this information as part of the assumptions.

36 SOO 2.4

Does DTRA envision that the contractor will be required to perform surveys of the PNs SOPs and readiness to respond to CWMD incidents such that a gap analysis can be identified that training events will be designed to close?

No, all contract requirements will be provided by the GCC through DTRA. Gap assessments for this program are conducted by the government prior to providing the requirement to the performer. The purpose of this IDIQ will be to provide training, implementation support, and equipment based on the outcomes of those assessments not assess Partner Nation capability.

37 General General What level of clearance is required for personnel performing work on the CSCEP contract? Secret.

38 General General Is there a requirement for cleared translators/linguists for the CSCEP contract? No.
