PMO Job Descriptions Program Integrator
· Acts as a senior acquisition advisor to RD-TT leadership by providing staff assistance on all matters pertaining to rapid C-IED initiative acquisition and program management activities
· Develops detailed project plans, tasks, milestone dates and schedules to ensure proper sequencing of events and budgets throughout the life cycle of the rapid acquisition programs/projects. As a Senior Technical Advisor for CIED Program Management, has cradle to grave responsibilities for assigned programs, and oversight responsibilities for non-assigned programs
· Responsible for training IDB contract staff on basic and intermediate Acquisition processes, rapid acquisition processes, and procedures to ensure accountability for sustained project development and to meet federal procurement and regulations adequately
· Convenes regular information planning sessions, maintains productive interaction with all C-IED stakeholder entities, reports on the status and progress of work accomplished to date, and reviews completed work of others to ensure all deadlines and priorities are met
· As a Senior Technical Advisor for C-IED Program Management, the Program Integrator (PI) is responsible for the expert oversight/coordination of assigned programs
· Coordinates with Service Program Managers for JIDO funded programs to facilitate acquisition strategy to include development, evaluation, fielding, employment and ultimate transition to Service Programs of Record (PORs) or other disposition
· Ensures that solution developments are in alignment with JIDO strategic plans, and defines objectives and tasks to support the goals of the JIDO mission. Continually monitors and reviews all assigned initiatives to ensure that resources are consistent with goals and objectives to be accomplished assuring any changes are made in an expeditious manner
· The PI is responsible for expert quality control/quality assurance of external contractor performance toward achieving milestones and objectives (deliverables)
· The PI allocates project funds through contractual elements consistent with progress, and measures and monitors performance to ensure commitments of all parties are maintained
· Facilitate preparation of formal, joint service requirements documentation and oversight of all actions to address potential doctrine, organization, training, materiel development and facilities (DOTMLPF) impacts, including development of concepts of operation and tactics, techniques and procedures, and preparation and execution of new equipment training
· Participate in all required RD System Reviews (RSRs) of assigned initiatives
· Participate in the development and maintenance of the technology roadmap, and analysis and selection of currently available or proposed technologies
· Serve as the primary interface between funded Service Program Managers and the JIDO to coordinate technology development, production, evaluation and fielding
· Supervises system-of-systems analytics providing input for joint DOTMLPF management. Coordinates selection, execution, and integration of future analyses and simulations. Coordinates for verification, validation and testing (VV&T) of emerging technologies
· Oversees the technical and operational evaluations of all technologies to ensure that evaluations give a true representation of system performance in accordance with intended operational environment and concept of operations
· Work with the contractor's PM and the subject matter experts of the proponent to formulate policy and make decisions concerning matters that impact IDB programs
· Work with JIDO offices to formulate short- and long range budgetary and planning requirements based on current and projected capability development requirements
· Represents the IDB and gives briefings at the general officer level and at conferences with Service commands and/or private industry as a consultant on C-IED matters pertaining to the assigned mission/functions of the IDB
· As required fills in for the Branch Chief or Deputy in his/her absence
· Performs other duties as assigned
Systems Integrator
· Monitors project cost, schedule, performance, milestones, and key events for multiple RD-TT projects
· Coordinates with Service and Interagency Program Managers for RD-TT funded projects to facilitate acquisition strategy to include development, evaluation, fielding, employment and ultimate transfer to service and interagency partners for lifecycle management
· Responsible for the justification, development, execution, and sustainment of JIDO Counter-Improvised Threat capabilities
· Serves as technical portfolio subject matter expert to maintain oversight and coordinate efforts of assigned projects while identifying and recommending actions to ensure each Counter-Improvised Threat project meets or exceeds cost, schedule and performance parameters
· Develops Alternatives of Analysis (AOA’s) and conducts novel market research to support Improvised Threat solutions and Course of Action (COA) generation
· Prepares executive level General Officer/Flag Officer (GO/FO) briefing presentations in support of informational and decisional authority boards
· Authors quality acquisition support documentation, staffs and initiates timely workflow actions for sustainable capabilities, warfighter employment and solution protection
· Submits weekly/monthly summary of deliverables in support of contract performance requirements
· Leverages rapid acquisition policy guidance in support of customer decision making
· Identifies Risk and implements risk mitigation strategies to projects
· Manages task order contract deliverables and uploads to appropriate databases and repositories
· Performs other duties as required
Nuclear Survivability Program Manager Job Description Purpose: Provide programmatic leadership for DTRA/DoD programs for assessing the effects of EM threat environments, including electromagnetic pulse (EMP) and high power microwave (HPM)/radio frequency (RF) threats, on DoD electronic equipment, systems and critical infrastructures. Incumbent plans, manages and evaluates R&D activities.
Major Duties:
1. Provides technical support to the Chief, High Altitude Electromagnetic Pulse (HEMP) portfolio on aspects of EM effects on electronic equipment/systems and critical infrastructure the support DoD functions and missions.
2. Coordinates program planning with appropriate DTRA and DoD activities. Prepares budget estimates and justifications to obtain required funding. Conducts program development in a manner that produces recommendation of only those activities that will provide the results for the highest priority needs within the constraints of funding. Carefully monitors program progress to recommend redirection or termination of existing activities to achieve the greatest possible return for the DoD investment.
3. Initiates procurement actions for implementation of research programs by DTRA and recommends R&D activities appropriate for military service organizations. Arranges for logistical and operational support; selects contractors and Service laboratories to accomplish work. Reviews progress reports; visits sites of research and test activities.
4. Ensures that results of research and test activities are appropriately documented and provided to major users. Personally writes a portion of documents in his/her area of expertise. Reviews publications prepared by others and provide written comments on policy and technical accuracy.
5. Attends DoD, national, and international meetings as DTRA representative.

2. Supports government to integrate, demonstrate and deliver a suite of consistent models, tools, references and data to U.S. and Allied nuclear weapons effects stakeholders

Scheduling and Planning Program Manager Scheduling and Planning Project Manager to apply his/her project management and acquisition planning talents as part of the RD-EC Team. The candidate will provide acquisition, programmatic, planning and scheduling support onsite to the Test Support Division RD-EC at Kirtland AFB, NM in the Defense Threat Reduction Agency (DTRA) under the Advisory and Assistance Services (A&AS) contract. The candidate will function primarily as a division planner/scheduler working directly with the RD-ECI Resource Integration Office to provide planning/scheduling/resource allocation project management capabilities to support Research, Development, Testing & Evaluation (RDT&E) programs requiring RD-EC test team to execute tests, experiments, and demonstrations. This will include management and facilitating the Senior Review Panel, the Master Test Schedule, and other meetings to determine test team composition and test scheduling. It will also include participation in the Project Review Panel (PRP) a screening process for acceptance of new test events requiring RD-EC test team participation.
The successful candidate will have experience with and an understanding of Department of Defense Acquisition System (DOD Directive 5000.01) and preferred experience with DoD and DTRA Acquisition Processes. The successful candidate will apply experiential knowledge to: a) develop and update the master test schedule; b) assist in allocation of resources to support test programs; c) monitor and track DTRA and external test program funds; d) conduct spend plan management in the DTRA Spend Plan Management and Reporting Tool (SMART) for test programs; e) monitor and track allocation of the DTRA RDT&E program funds and external RDT&E program funds; f) prepare and maintain test event management reports; g) support overall management of Research and Development (R&D) programs related to cost, schedule, and performance; h) perform research and gather data to respond to RD-EC, the Research and Development Directorate (RD), and other DTRA taskers or suspenses; i) prepare required acquisition paperwork for submission into the Defense Agencies Initiative (DAI) financial system; and j) perform various analyses as directed by RD-EC.
The successful candidate must possess the following requirements (required):
· Experience: 2-5 years professional experience in assignments of successive responsibility culminating in a minimum of 1 year as a project manager preferably in an acquisition-related field. Candidate will have a minimum of one year experience working with the DoD preferably in Research, Development, Testing and Evaluation and as such, familiarity with the Acquisition Life Cycle and various contracting/procurement methods the government uses to acquire goods and services.
· Skills/Competencies: ability to work independently and demonstrated successful project management, excellent communications at the colonel (O-6) / GS-15 level, and successful multi-year fiscal planning and execution; fully versed in MS Office software suite;
· Behaviors: team player who is not afraid to be accountable and able to take initiative, anticipate requirements, implement self-developed plans for on-time, under budget success with minimal supervision; able to manage and work multiple tasks simultaneously and successfully de-conflict multiple demands from equal stakeholders;
· Knowledge: DOD Directive-5000.01 program management, work experience with DTRA and/or the Special Operations Command (SOCOM) community, at least two years’ experience in DoD acquisition, program management or contracting is required;
· Education: BA degree in management, business, or other related training (e.g., Defense Acquisition Workforce Improvement Act (DAWIA) Project Management)
· Clearance requirement: Top Secret

· Skills: demonstrated successful project management fiscal planning and execution management of annual budgets in excess of $20 million; demonstrated skill in scheduling and planning

Job Title: Technical Project Manager Position description:
A qualified professional Technical Project Manager (TPM) to provide Advisory and Assistance Services (A&AS) support to the Research and Development (RD) Chemical and Biological Department of the Defense Threat Reduction Agency (DTRA). The successful candidate may serve as an action officer and advisor for a science and technology portfolio of projects. The successful candidate will also provide support to, and coordination of, acquisition and planning, programming, budgeting, and execution processes with emphasis on chemical and biological threats.
Specific duties include, but are not limited to:
· Provide assistance with acquisition /contracting strategy for CBRN projects and programs;
· Assist with planning, coordinating and executing stakeholder meetings;
· Assist in setting project and product-level strategy and priorities, ensuring portfolios are responsive and mapped to program goals;
· Establishing and maintaining relationships with relevant internal and external stakeholders in the CBD community;
· Advising the program team on risk assessment and risk management, technology portfolio and pipeline management, business and contracting strategies, technology transfers, and intellectual property management;
· Tracking cost, schedule and performance of biological and chemical defense related technical projects to meet the strategic program objectives;
· Coordinating and consolidating complex, technical, programmatic, and strategic responses to support division initiatives to a variety of internal and external audiences. Instructions may be vague and require independent initiative and background research.
· Developing, reviewing and assessing documentation (e.g., alignment charts; research, development and acquisition plans; technology development strategy; technical and cost reasonableness evaluations, independent cost estimates; purchase request packages, etc.);
· Performing discrete, special interest efforts to solve problems and complete studies;
· Participating in Integrated Product Teams (IPT’s) and serving as technical and programmatic point of contact;
· Creating products for both technical and senior leader audiences;
· Reviewing proposals, technical reports, and statements of work to ensure technical validity and evaluate current and emerging technologies and facilitate cross-communication regarding program priorities and courses of action;
· Understanding capability gaps.
· Consolidating financial measures of progress, and creating representations, for presentation to scientific technical managers
· Assist with managing and developing the PPBE (planning, programming, budgeting and execution) process as well as developing budget/program briefs.
· Assist with developing and tracking budgets and spend plans for a wide-ranging portfolio across multiple fiscal years;
· Assist with tracking project expenditures, supporting the development of funding award documentation and development/maintenance of program review materials;
· Provide analytical, financial and logistical support to the client and be prepared to provide input and insight for internal and external requests for information;
Requirements:
· DoD Secret Clearance;
· Successful completion of a full course of study from an accredited college or university leading to either a bachelors or master’s degree in a Business, Accounting, Management or other equivalent field
· (X) years of relevant (Project Management, Technical, or Financial as applicable) experience;
· Detail-oriented, self-starter with excellent communication and time management skills;
· MS Office proficiency, having strong familiarity with Excel and PowerPoint.
Preferred Requirements:
· Experience in the US Government and CBRNE field at the tactical / operational / strategic levels.
· Formal training in Department of Defense (DoD) acquisition;
· Experience in Research, Development, Test and Evaluation (RDT&E) in chemical and biological defense;
· Ability to analyze and monitor a science and technology R&D program (multiple projects) and respective project performers;
· Prior experience with the CBDP and/or DTRA Acquisition.
· Program Management Professional (PMP) Certification from the PMI
· DAWIA certification in Acquisition or course work
