MEMORANDUM TO OFFERORS

Subject: Draft Request for Proposal HDTRA1-20-R-0002

1. This posting includes the Defense Threat Reduction Agency (DTRA) DRAFT Request for Proposal (RFP) for Advisory & Assistance Support (A&AS) to provide the Research and Development Directorate programmatic, financial and policy expertise. It is DTRA’s intent at this time to conduct this selection as a small business set aside under NAICS 541330, Engineering Services, size standard $16.5M.

2. Offerors are instructed to read the entire RFP and all attachments. Please note that for the requirement of holding a facility clearance, the draft RFP allows offerors to obtain this during the transition period following award, if it is not yet attained by the time of proposal submittal (or by time of award). This choice places notable risk upon DTRA and as such, DTRA is interested in feedback from industry in using this approach. The intent is to preclude an unnecessary barrier to competition if the risk can be reasonably mitigated.

3. The DTRA contracts team will hold final one-on-ones (in lieu of an industry day), approximately one week following this release date, at its Dulles, VA facility. Submit request to receive a time / date reservation to DTRA’s email address NLT 2:30 PM, 31 January 2020. The contracts team will respond as soon as facility space is confirmed.

4. Submit comments and questions regarding the RFP, any of its attachments, or the acquisition in general, to DTRA’s email address NLT 4:00 PM, EST, 18 February 2020.

5. DTRA’s email address is dtra.belvoir.al.mbx.dtra-rd-services@mail.mil. Use this address for all email communication.

5. Following this iteration of RFP, DTRA’s intent is to post its final RFP in the March timeframe.
