TSG Support Contract Industry Day questions

1) During the industry day it was explained that DTRA liked SEALs. However, the verbiage in the SOW prevents the hiring of SEALs. This could be intentional, but if not the language needs to be cleaned up. The only position that a SEAL could fill is the senior instructor special operations/EOD. Line item 7.1.2.5 however says SFQC grad or service school equivalent for EOD. Please clarify.

a) EOD stipulation has been deleted from para 7.1.2.5

2) Tasks 1,2,4, 6 & 7 all make similar statements that start with, “The contractor shall…” Please clarify if this should be, “The personnel the contractor provides shall…” or if all of these tasks are to be performed by the company in addition to the TSG personnel being provided. Please clarify.

a) These tasks would be performed by the contractor provided personnel.

3) Throughout the SOW there are references to Section J of the RFP. There is no Section J in the RFP.

a) The references are in the RFP and most refer to the SOW, which will be included as an attachment (Section J) to the final RFP. The other reference is to the list of Government Furnished Equipment (GFE) / Government Furnished Property (GFP) which will also be included as an attachment (Section J) to the final RFP.

4) There are references to GFE, GFP, CAP and a listing for each. There are no lists provided.

Please provide a list of all equipment and property the government will provide and a breakdown of the equipment the contractor will have to provide.

a) See attached lists of GFE/GFP and CAP.

5) CLINs do not match (Pg 2-11 have the full CLINs pg 59 has a table) they do not match. Please clarify the CLINs.

a) See revised RFP

6) CLINs ending in 1 and 4 both say “TSG Support” CLINs ending in 1 are CPFF, CLINs ending in 4 are FFP. There is no explanation of what is to be priced for either CLIN. Please clarify what is in each CLIN.

a) See revised RFP

7) CLINs ending in 2 are for CDRL and there is no supporting data to provide a cost for? Please clarify what these CLINs are for.

a) The cost associated with producing/delivering the required CDRLs.

8) The SOW has 11 tasks, but none of the Task are linked to a CLIN. Please clarify which CLIN(s) these tasks are assigned to for estimating purposes.

a) CLINs X001 refer to Tasks 1-11. CLINs X003 includes the CDRL requirements of Task 9.

CLINs X003 (Travel) is overarching and applies to all travel costs required in support of Tasks 1-11 and the SOW.

9) Section B, Page 3 of 68: Item # 0004 for the base year contract as well as subsequent option years (1004, 2004, 3004, 4004) is listed as a FFP item. Can the government identify which portions of the cost the contractor shall consider FFP?

a) See response to question #6 above.

10) Section L.6.6.1, Page 57 of 68: Would the government consider identifying the number of hours required for the PM position to ensure all contractors cost proposals are equally measured against one another?

a) The contractor shall propose recommended level of effort/hours for this position based on the Tasks, Minimum Qualifications, and Position Descriptions of the Contract SOW.

The contractor shall also propose the duty location of this individual, to include the Government site at Ft Belvoir or a contractor site.

11) Section L.4.1, Page 50 of 68: In Section L.4.1, the government requires a summary of data for ALL personnel proposed. Is "ALL" those persons who will begin working on the contract in the base year?

a) Yes, only those who will begin working in the base year.

12) Section L.1.3.5.1, Page 44 of 68: Will the government consider removing the requirement for two-column page formatting?

a) No

13) Section L.1.3.8 (d) Electronic Media, Page 45 of 68: Would the government consider revising the requirement "all text must be searchable" to "All text, with the exception of scanned letters and documents” must be searchable. All scanned letters and documents that are not searchable must include searchable text headers." to allow contractors to include scanned letters in support of proposal requirements, while maintaining the government's ability to easily locate information.

a) The section will be changed to reflect "All text, with the exception of scanned letters and documents, must be searchable. All scanned letters and documents that are not searchable must include searchable text headers."

14) Section L.5.3, Page 52 of 68: Will the government allow contractors to submit classified past performance? If so, will the government please provide guidance on the preferred method of submission?

a) - Yes. A classified (SECRET) mailbox will be available upon request. Please send request email to: dtra.belvoir.J4-8C.list.tsg-support@mail.mil

15) Section L.6.6.1, Page 56 of 68: Can a contractor bid direct labor costs in support of SOW requirements that are outside of the baseline and option LOE requirements listed in Section L.6.6 of the RFP?

a) Yes, however, any deviations from the Government estimate must be fully supported in the Offeror’s proposal.

16) Section L.6.6.3, Page 58 of 68: Can a contractor bid transition costs that include contractor labor and travel expenses that are outside of the FTE and travel plug number guidance provided in Section L.6.6 of the RFP?

a) Yes. Note that travel amounts provided in the RFP cover only the travel expenses (per diem, air fare, car rental, hotel, etc.) for mission travel. Relocation costs, and applicable burdens, are not included and therefore shall be applied to the amounts provided in the

RFP.

17) Referenced required attachments (e.g., Attachment H: Staffing Matrix, Attachment F:

Present and Past Performance Information Form) were not included in the draft RFP.

a) All required attachments will be included in final RFP.

18) Section L.6.6, Page 57 of 68: To ensure accurate cost for real world operations assistance, and OCONUS support operations, will the government provide plug numbers for hours of OCONUS required per labor category? If not, is it acceptable for the contractor to provide a FFP LoE rate cost per labor category for OCONUS work?

mailto:dtra.belvoir.J4-8C.list.tsg-support@mail.mil

a) As listed in the RFP, the Government estimate for an FTE for all labor categories (except Task Leader) CONUS and OCONUS is equal to 1,960 hours. Any deviations from the Government estimate must be fully supported in the Offeror’s proposal.

19) Section B: Can the government identify which CLIN Defense Base Act (DBA) insurance costs will be billed against in the event that travel to a non-DBA waiver country is required?

a) See revised RFP for DBA CLIN

a) - See revised RFP

24) SOW 7.3: Please confirm the data from this section was not included in the RFP.

a) No data was included for this section. SOW will be renumbered.

25) SOW 6.2: Please confirm that in addition to the requirements identified in section 6.2.4, 6.2.9, 6.2.12, 6.2.19, 6.2.20, that the candidate must also meet the qualifications described in section 7.6 (C/B Support Element Scientist/Instructor).

a) SOW will be clarified on requirements for C/B Support Element Scientist/Instructor.

26) SOW 7.5.1.10: Contractor operator shall have recent experience in EOD. Given the last 14 years has been an extensive C-IED flight supported by a Joint training based on a "Road to War" philosophy, is the government looking for C-IED experience?

a) No. While having those skill sets could benefit the mission, it is not a required experience.

27) SOW 7.5: What is the timeline or who determines meaning of the term "recent"?

a) There is no set timeline. The more recent the experience, the more desirable to the government. However, this is only one of multiple factors that will be considered.

28) Section 9.0: Will the government provide the GFP/GFE/CAP list?

a) Yes.

29) SOW 7.1: Please clarify what appears to be conflicting guidance related to the minimum level 2 ASOT qualified/Master EOD Technician when the Senior Instructor Special Operations/EOD does not mention the requirement of being a Master EOD Technician.

a) There is no requirement for a Master EOD Technician within the SOW.

30) SOW 7.1.2.3: Does the "senior person" have to be an EOD technician?

a) No

a) SOW Section 5.1 is correct. RFP Clause 252.215-9004 will be updated.

33) RFP L.4.1 Section 1: Did the government forget to include the Senior EOD Instructor in the requirement?

a) RFP L.4.1 should read “Senior Instructor Special Operations/EOD” and will be revised.

34) L.6.3.3: Will the government provide Section J in the solicitation?

a) Yes

35) Given the extensive lack of information and inconsistencies requested in the Sources Sought Document, will the government re-release a sources sought request that includes all of the program requirements and re-evaluate this program release as a SDVOSB set-aside?

a) No.

36) L 5.3: Given the requirement for offeror to have a minimum of three and a maximum of five references of similar size, scope and magnitude of the TSG Support Services, how will the Service Disabled Veteran Owned Small Business under given NAICS qualify? How will "Best Value" and "Operational Risk" be evaluated when the prime offeror does not possess a minimum of three past performance of similar size, scope and complexity?

a) Per the RFP section M

37) The instructions for the one-on-one sessions were to be a "one-way" discussion to give the government "good ideas/solutions". Directions were reiterated in detail by SBA and CO prior to one-on-one's beginning. Did the government ask SDVOSBs questions during the one-on-one sessions? Will the government be providing a list of these questions?

a) Yes included with the Q&As

38) SOW 6.1.4: "All contractor personnel shall possess a current U.S. Passport with an updated International Vaccination Record and a valid U.S. Driver's license. "Question: Does the requirement for an updated International Vaccination record pertain to the Task Leader position?

a) No. SOW will be revised.

39) SOW 6.2.11: "All TSG members (except for the C/B Support Element Scientist/Instructor) shall be physically and mentally qualified for deployment and performance of duties to include tactical operations in austere, hostile environments and able to maintain Army Physical Fitness Score of 270 or above for each individual's specific age group. "Question:

The TSG mission set requires personnel with a "recent" strong SOF background (per industry day briefing and discussions: SF, EOD and SEAL). Given the extensive global operations against [terrorism] over the last 15 years and the significant number of SOF/EOD veterans being evaluated by the Veterans Administration for service related injuries and disabilities, how will the government evaluate/qualify candidates proposed with Service Related Disabilities? (i.e.... veterans who are rated by the Veteran's Administration with service related disabilities; such as, Sleep Apnea, Traumatic Brain Injuries, back, lower and upper extremity, night sweats, PTSD, etc...) Why does the DTRA TSG Test score of 270 exceed that which is required by Army Special Forces?

a) The SOW requires all TSG Team members to be able to perform duties in all weather and climate conditions and be capable of carrying loads of up to 80 pounds over uneven terrain. All TSG Team members must have full personal mobility. In addition, all TSG Team members (except for C/B Support Element Scientist/Instructor), shall be capable of using Jacobs’s ladders, step ladders, ropes, and climbing skills. Any individual with a Service Related Disability that would otherwise preclude the veteran from serving within the Geographic Combatant Command’s Designated Response Force will not be considered.

b) U.S. Army Special Forces requires a score to enter “initial” training. After that, units (Special Forces Groups) set their own standards. Our requirement is higher than the minimum required for initial training, and also consistent with the current SOW our teams are using today.

40) SOW 6.2.12: "All TSG Team members shall be capable of completing the in-house TSG Critical Task List within 3 months of hire. The Critical Task List includes tasks associated with WMD search operations, communications, mobility, surveillance, and force protection.

Question: Can DTRA provide a copy of the actual list?

a) Yes. See attachment I.

41) SOW 7.1.2.5: "Special Forces Qualification Course (SFQC) or service school equivalent for EOD." Question: During the Industry Day presentation, it was mentioned the employment of former Navy SEALS. This section does not allow for the submission of BUDS as a suitable course. Please clarify if BUDS is a suitable course to demonstrate Special Forces qualifications.

a) See question #1 above.

42) RFP Page 15: Delivery Information - Ship to Address: Bradley Karn. Question: Is this the correct POC? 252.201-9002 Contracting Officer's Representative advised that the COR for this contract is: TBD at Time of Award. Please confirm that responses to RFP will be shipped to the DTRA J4 Contracting officer.

a) Ship to Address is TBD until contract awarded. See revised RFP.

43) RFP L 6.4: L.6.4 advises "The cost proposal shall delineate labor hours, labor categories, indirect costs (to include base and percentage used in calculation), other direct costs, G&A and fee." Additionally, for purposes of preparing a cost proposal, offerors shall make the following assumptions: L.6.6.1 Baseline Requirements for Contract SOW; L.6.6.2 Expansion

Options for Contract SOW; L.6.6.3 Transition Costs; L.6.6.4 Period of Performance and Contract Line Item Structure; L.6.6.5 Travel Costs - Plug numbers provided for travel costs.

Question: Will the government provide a plug number for Other Direct Costs? If not, what ODCs does the government envision?

a) The RFP CLINs have been revised for clarity. Please see revised RFP.
