STATEMENT OF WORK

DEFENSE THREAT REDUCTION AGENCY

CONTINGENCY AND EXERCISE DEPARTMENT

TECHNICAL SUPPORT GROUP PERSONNEL SUPPORT CONTRACT

1.0 SCOPE

1.1. The Defense Threat Reduction Agency’s (DTRA) Technical Support Group (TSGs) are worldwide, military led, rapidly deployable teams that provide the Combatant

Command (COCOM) and other US Government Agencies the low-visibility search capability to counter chemical, biological, radiological, and nuclear (CBRN) threats.

TSGs provide equipment, training, scientific (on-site Subject Matter Expertise), technical, and operational support to COCOMs’ apportioned forces, and, if necessary, can augment their personnel. TSGs are comprised of military, civilian, and contractor personnel. Due to the unique TSG mission and associated operations, TSGs are often required to work extended hours in a field environment under austere conditions during operational responses to contingencies with extensive domestic and international travel.

Efforts often require physical exertion over long periods, such as walking and moving heavy equipment over 80 pounds. Some operational support missions may require limited exposure to chemical, biological, radiological, and nuclear (CBRN) hazards. The

TSG mission sets may occur in hostile environments worldwide and it may be necessary for contractor personnel to be armed for force protection. Some TSG personnel will be permanently assigned to overseas locations. TSG contractor personnel will be located

(permanently and/or temporarily) in the National Capital Region (NCR) and within the

U.S. EUCOM, U.S. PACOM, U.S. CENTCOM, and U.S. AFRICOM Areas of

Responsibility (AOR), as well as deployed to other locations domestically or overseas for training, exercises, and contingency operations.

2.0 OBJECTIVES

The contractor shall perform the following efforts:

2.1 Provide support to DTRA/SCC-WMD and/or COCOM CBRN WMD search training, exercises, and operations in all operational and physical environments (air, land, and sea).

2.2 Provide contractor personnel with education and experience in chemical science/engineering.

2.3 Support requirements in planning, development, and assessment of equipment as required, meeting mission requirements in support of NIMBLE ELDER Modernization efforts in the area of WMD search.

2.4 Support all deployable TSG operations, activities and actions, which can last more than 179 days in duration.

2.5 Support Outside of the Continental United States (OCONUS) rotations.

3.0 TSG SUPPORT REQUIREMENTS

TASK 1: TRAINING MILITARY AND/OR CIVILIAN PERSONNEL

TSGs train, equip, and directly support COCOM or USG departments/agencies (D/As) designated forces to conduct CBRN search operations. TSGs conduct training in classroom and field locations utilizing specialized WMD detection equipment provided to designated COCOM and/or D/As personnel. This training is planned to be conducted in all operational and physical environments. In support of these TSG training requirements, the contractor shall develop, coordinate, and conduct training for military and/or civilian personnel. In-house training will include establishment of individual team member training templates, establishment and execution of long-range training plans, review/revision of training presentations, and development and implementation of

Tactics, Techniques, and Procedures (TTPs), Standard Operating Procedures (SOPs), and

Programs of Instruction (POIs). The Government shall take ownership and data rights to any and all training materials and products developed by the contractor during performance of this contract.

TASK 2: EXERCISES

The contractor shall plan, coordinate, conduct, and/or support exercise events. Each TSG will conduct approximately 8 training/exercises (two per quarter) away from home station per year.

TASK 3: OPERATIONS

The contractor shall support and conduct real-world operations in support of COCOM missions in all operational and physical environments to meet program requirements.

Support to military and/or civilians include operational performance of the TSG mission in all operational environments, including hostile ones.

TASK 4: FIELD TEST AND EVALUATION

The contractor shall support field testing and evaluation of CBRN WMD search equipment and related communications systems as required to meet program mission requirements in support of NIMBLE ELDER modernization efforts.

TASK 5: ON CALL DUTY STATUS

In order to ensure personnel are logistically capable of meeting COCOM requirements to deploy, the contractor shall ensure that ALL overseas contractor personnel (whether permanently assigned or in temporary duty at the overseas TSGs) are in an On-Call Duty

Status. The contractor is responsible to ensure this coverage is 24/7 throughout the period of performance of the contract. On-Call personnel shall be required to be within phone contact during off-duty hours and must ensure their logistical surroundings enable personnel to respond and arrive at their OCONUS TSG location within 6 hours of notification, unless their absence is previously authorized by the TSG contractor Task

Leader (TL) and coordinated with the appropriate TSG Chief. On-Call status does not require contractor personnel to remain on the premises during non-duty hours, nor does this restrict free use of time while on call.

TASK 6: ELECTRONIC EQUIPMENT HANDLING / MAINTENANCE

The contractor shall set up and operate sophisticated electronic equipment (i.e., CBRN search equipment, including man-portable detection systems and vehicle-based detection systems) and perform basic equipment troubleshooting and maintenance. Additionally, the contractor shall provide training to personnel on the operation of this equipment, including in an austere field environment.

TASK 7: COMMUNICATIONS EQUIPMENT

The contractor shall maintain a dive capability/locker (equipment) in accordance with the guidelines for the occupational, safety and health standards (OSHA) for commercial diving operations [29 CFR Part 1910, Subpart T]. The contractor shall maintain dive certifications for four (4) CONUS-based contractors.

TASK 11: EXPANSION SUPPORT (OPTIONAL)

Based on growing WMD threats globally, there may be a requirement for additional TSG support in new locations, potentially including, but not limited to NORTHCOM (NTSG), SOUTHCOM (STSG), and in the Republic of Korea (KTSG). The contractor shall be prepared to provide CONUS and/or OCONUS support for TSG expansion support requirements for all identified tasks within the contract.
