Q1. We have been reviewing the requirements for this solicitation and would like to understand the expected level of effort. We see that the current requirement is being provided by two contractors and will be combined into one contract. Is the current level of effort estimated at $4.3M over the life of the contract? Is the current level of effort for the first year based on 10 FTE's?

A1. This requirement is to establish an IDIQ vehicle to issue task orders up to $25M. We have provided task order 0001. At this time we anticipate other task orders to be issued, however, there is no guarantee until the requirement is defined. We anticipate as provided in paragraph L.5.4.1 that up to 10 FTEs for task orders are to be issued. Until further requirements are identified, DTRA cannot provide any further information.

The current level of effort defined for task order 0001 is provided in L.5.4.2.

In the future, please reference the page number and paragraph you are specifically requesting information.

Q2. Is there an Incumbent for this effort, or is this a new requirement?

A2. Yes, Delta Research Associates and Computer Sciences Corporation.

Q3. The prime contractor currently holds an Interim Top Secret Facility Clearance and we can hold Top Secret personnel. Our teaming partner, subcontractor, holds a Top Secret Facility Clearance. Will the Interim TOP Secret Facility Clearance meet the facility clearance requirement?

A3. You must hold a final clearance at proposal submittal.

Q4. Please confirm that the size standard for this effort under NAICS Code 561110 is $7M.

A4. Yes, refer to FAR Clause 52.219-1 Small Business Program Representation within the RFP.

Q5. In regards to the facility clearance which this solicitation requires a Top Secret Facility Clearance, if an organization comes in with a team of companies competing, are all organizations required to have TS Facility Clearance or at least just one?

A5. All companies are required to have the TS Facility Clearance.

Q6. Our company is currently in the process of obtaining a Top Secret Facility Clearance as a result of a contract award from a cabinet level agency. Our subcontractors for this recent award, who will be teaming with us on HDTRA1-09-R-0015, are also in the process of obtaining a Top Secret Facility Clearance. Are we eligible to compete and be awarded a contract for HDTRA1-09-R-0015?

A6. Refer to paragraph L.2.5.5.

Q7. We are interested in knowing the government’s logic for changing this requirement from NAICS code 561210 to 561110?

A7. The NAICS code of 561210 was challenged by other small businesses (SDVOSB) when the presolicitation notice was issued. After a review of the U. S. Small Business Administration Table of Small Business Size Standards Matched to North American Industry Classification System Codes, we noted the following:

A) If one or more activities of Facilities Support Services as defined in paragraph (b) (below in this footnote) can be identified with a specific industry and that industry accounts for 50% or more of the value of an entire procurement, then the proper classification of the procurement is that of the specific industry, not Facilities Support Services.

B) "Facilities Support Services" requires the performance of three or more separate activities in the areas of services or specialty trade contractors industries. If services are performed, these service activities must each be in a separate NAICS industry. If the procurement requires the use of specialty trade contractors (plumbing, painting, plastering, carpentry, etc.), all such specialty trade contractors activities are considered a single activity and classified as "Building Footnotes and Property Specialty Trade Services." Since "Building and Property Specialty Trade Services" is only one activity, two additional activities of separate NAICS industries are required for a procurement to be classified as "Facilities Support Services."

Because more than 50% of the procurement falls under NAICS 561110, the NAICS code must be 561110.

Q8. Upon a detailed review of the subject solicitation and in an attempt to submit the requested past performance information 15 days prior to the date set for receipt of proposals, we are seeking clarification of the Section 2 – Present and Past Performance Information, Attachment L-1 requirement for 2 pages per reference. Specifically, is there a 2 page narrative to be included with the 2 page form (L-1) for a total of 4 pages or only the 2 page form (L-1) that includes a brief narrative on the second page?

A8. Only the 2 page form L-1 that includes a brief narrative.

Q9. Can DTRA provide a breakout of current or proposed positions and classification levels for your sites at Eglin AFB FL and Albuquerque, NM?

A9. Not at this time. The requirement has not been defined yet.

Q10. We understand that Attachment L-1, PRESENT AND PAST PERFORMANCE INFORMATION forms are due on 1 October, is this correct? Will you accept them electronically or must they be mailed?

A10. Yes, via email. Also refer to paragraph L.4.3 SECTION 2, PAST AND PRESENT PERFORMANCE INFORMATION (Attachment Form L-1).

Q11. Attachment L.2 ORGANIZATION’S PERFORMANCE QUESTIONNAIRE has a response date of September 14, 2009. Would like to confirm that these are due NLT October, 15, 2009.

A11. Refer to paragraph L.4.4 SECTION 3, PAST PERFORMANCE QUESTIONNAIRE (Attachment Form L-2). Attachment L-2 must be received directly from the offeror’s customer, prime and subcontractors, reference prior to or on the date proposals are due via email.

Q12. We would like reconfirmation that the Prime Contractor and ALL Sub-contractors must hold a current Top Secret facility clearance.

A12. Refer to A3.

|Q13: We would like to confirm that DTRA desires inclusion of the table from Section B1 in Volume 1 and the Pricing Template, Section J, Attachment 6 in Volume 4, Price Proposal.

|A13: The table that’s in Section B-1 is in Section J, Attachment 6, J-1. Just complete Attachment 6, J-1, not B-1.

|Q14: We would like to confirm that in Section B1 the Labor Categories not listed specifically as TOP SECRET will require a SECRET clearance.

|A14: Yes, but if/when we received a new requirement, there may be a future requirement for a Top Secret Clearance.

|Q15: The last sentence in this paragraph states, “the following labor categories MAY require a Top Secret Level clearance”. My question is: how can we determine if the clearance required will be Top Secret or Secret? When will this information be known?

|A15: When a future task order is issued, it will state the requirement for the security clearance level.

|Q16: Is the Offeror required to “provide a detailed job description of all the labor categories listed to include a minimum the standard job descriptions in L.3.5.4?” Should the Offeror enhance or create new job description for each labor category. The current requirement as it is written is unclear.

|A16: The Offeror should provide a detailed job description of THEIR labor categories as they apply to the RFP. These are minimum descriptions, which are not all inclusive.

|Q17: In the section titled “Resumes” the RFP states “the offeror shall provide 1 resume for all personnel proposed above in L.3.5.2, EXCEPT those marked not applicable (N/A). The Secretary positions Level I, II, and III all say N/A.” Does this mean you’d only like us to recruit the Secretary Levels IV and V?

|A17: The Successful Offeror should be prepared to recruit for all positions in the future, as needed. The future requirements are unknown at this time. We require a resume only from the labor categories stated.

|Q18: L-2 is restricted to 2 pages – however, the administrative information uses up well over a page, leaving very little room for the contract description – can the L-2 page count be increased or the form tightened up to allow more narrative?

|A18: The form should not be changed. Provide the information as required. Just be direct and to the point.

|Q19: Is it the expectation that the vendor provide a list of all current subcontracts or a list of the team subcontracts?

|A19: The prime contractor should provide a list of all subcontractors, description of subcontract work and percentage of effort to be performed.

|Q20: For task order 0001, are there 10 FTEs for the task order or 5 FTEs? The matrix at the top of page 72 and the breakout by year Labor Categories/Hours does not correspond?

|A20: Above the matrix is L.5.4.1 it states that we anticipate up to 10 FTEs for all task orders. There are 5 FTEs for Task Order 0001. We anticipate requirements for new Task Orders shortly after award of the basic contract.

|Q21: Which labor categories require a top secret?

|A21: L.3.5.2 does not state a top secret security clearance is required. It only asks for a detailed job description of all the labor categories listed to include at a minimum the standard job descriptions in L.3.5.4.

|Q22: The basic SOW does not align with the SOW for Task Order 0001. Please clarify alignment?

2.2.1 (4.2.11.1)

2.2.12 (4.2.11.6)

2.2.13 (4.2.12.4)

2.2.14 (4.2.12.8)

2.2.15 (4.2.13.10) does not exist

All of 2.3.1 doesn’t align properly to the Basic SOW

|A22: See the revised attached SOW for TO 0001.

|Q23. If contractor A and B form a Service Disabled Veteran Owned Small Business Joint Venture to bid on this proposal and both have a final Top Secret Facility Clearances does that satisfy the requirement for the Prime to have a Top Secret Facility clearance?

|A23. Yes, but all subcontractors must have a Top Secret Facility clearance too.

|Q24. Page 23, Section 52.204-9 – Is this reference to the eVerify program?

|A24. Yes.

|Q25. Page 65, Section L.3.5.2 identifies 7 resumes which are to be submitted. Task Order 1 requires 5 resumes. Can these be the same where applicable?

|A25. No.

|Q26. Page 69 Section L.4.3 Requests Past Performance (Attachment L-1) be submitted 15 days prior to submission of the response. Do these have to follow the same rules for submission as the final document, i.e. be in multiple copies and CD, be in 3 ring binder, be delivered via USPS or commercial carrier?

|A26. Refer to answer A10.

|Q27. Page 70, Section L.4.4 requires a list of references be provided to the Contracting Specialist. Can we submit a copy of this reference list to the Contracting Specialist with the L-1 submissions?

|A27. L.4.4 refers to the Past Performance Questionnaire (Attachment Form L-2). This has to be forwarded separately from the L-1.

|Q28. RFP Amendment #2 provided Section M in its entirety. However, upon our review we could not determine the difference between the Section M in the original RFP and the Section M provided in the RFP’s Amendment #2. If there was a change, could the change please be indicated in some manner, such as change bars?

|Q28. Yes. Paragraph M.2.1.1 changed.

|Q29. Paragraph 2.5 in the BE SOW that says "the COR will evaluate the contractor's performance, utilizing the Services Delivery Survey (SDS), to determine if the contractor's performance conforms to the terms and conditions of the contract in accordance with the specifications as defined in the SOW." However, the solicitation doesn’t explain the SDS or provide any additional information on it. Can additional information be provided for the SDS?

|A29. This will be provided at time of Task Order award.

|Q30. Just to confirm, the page limit for Past Performance is 2 narrative pages per project in addition to 2 pages per L-1? This is what appears to be stated on p. 18, under L.4.3, second paragraph. It seems a little less clear when looking at p. 4, the page limit table in L.1.2. There I see “2 pages per reference, L-1”. I am not sure whether that is saying in effect 2 pages narrative plus the L-1, or simply 2 pages for the L-1.

|A30. There should be 2 pages for L-1 and 2 Pages for L-2.
