Q4. With the Q&A due by 26 Jun and the close date of this solicitation being 28 Jun is it possible to have this solicitation extended? We ask that the solicitation is extended until ~ July 19th, 2019 to allow vendors proper time to draft their response after seeing the answers to the Q&A.
A4. Due date for proposals has been extended to July 12, 2019.
Q5. Shall the respondents to C.10a and C.10b be required to be direct manufacturers of these training solutions?
A5. No, and on another note there should be no educational piece associated with the tactical lockers
In regards to B.2, Type of Contract (page 2):
Q6. Will this NAF contract be opened up to all NAF entities to include other branches of the military?
A6. Yes, any NAF KO May issue orders against the Navy Fitness IDIQs.
In regards to C.10, a. Training Box:
#1 requires that the training box come in varying sizes:
Q7. Do you want the actual physical training box to come in different sizes, or do you just want to offer different sizes of standardized equipment packages?
A7. Both there should be various sizes of tactical locker and various weight options. All should be included in submission.
Q8. #5 states that there shall be a minimum of 20 pieces of equipment… Can you confirm the exact equipment/accessory package and the quantities of each piece of equipment that are being requested?
A8. Can not provide exact but the locker should include at a minimum: bumper plates, Olympic bars, collars, benches, pull-up bar, racks, med balls, exercise mats, stretch bands, kettlebells, white board.
Q9. #11 states that the “training box must be stable with mechanisms in place to prevent the box from tipping over while in use..” Can you confirm that the external training rig/squat stations shall physically attach to the training box to prevent it from tipping over?
A9. The manufacturer should confirm that. We can confirm that the box would be placed on a stable/flat surface.
Not listed as a requirement, but industry clarification/questions specific to this product:
Q10. Can you confirm if the training box should come with integrated wheels and a designed ‘carry mode’ to assist with movement?
A10. No
Q11. Can you confirm that the training box should come with other training aides that will attach to the squat racks? Examples include: J-Cups (for squats) and D-Ring attachment (for suspension strap training).
A11. All equipment included should be listed in the offer.
Q12. Shall the training box be of height that will allow for it to serve as a jump platform for plyometric training?
A12. All equipment included should be listed in the offer.
Q13. Shall the training box be able to store all equipment required to come with the training box?
A13. Yes
Q14. Shall the training box be required to be assembled with NO TOOLS, or will you accept options that require tools for assembly? We strongly recommend requiring a NO TOOLS box, as tools can be lost and misplaced in shipboard or expeditionary environments, and no tools versions will assemble more quickly.
A14. The offeror should propose the best unit that meets the CLIN
In regards to C.10, b. Tactical Locker (page 11):
Q15. The solicitation states: “The Locker must be water and weather resistant.” Can you confirm that the training locker doors and walls must be able to be secured/closed while the training rig is set up to mitigate water from entering the tactical locker, both when in use and when closed/secured?
A15. No
Q16. Additionally can you confirm that the external training rig shall be required to be hot dip galvanized and powder coated steel to prevent unnecessary rusting?
A16. No should be a part of the offer.
In regards to #4 it states that “training must include a minimum of three squat stations and pull up bars.”
Q17. Can you confirm that for the different size containers that you are looking for an increasing numbers of quantities of squat stations and pull up bars? Example, on an 8’ tactical locker it will come with 3 squat racks and 8 pull up stations. However on the 10’ tactical locker that we offer it comes with 3 squat racks and 10 pull up stations. Then on the 20’ tactical locker that we offer 5 squat stations and 18 pull up stations. Having clarity on the number of squat stations and pull up stations requested is important to ensure all bid responses have, at a minimum, the same functionality.
A17. Yes
Q18. Can you confirm if there is a requirement for a rope climb tower on the external training rig?
A18. Not a requirement can be an option
Q19. Can you confirm if the squat legs shall have adjustable feet to allow for set up on unstable training surfaces?
A19. May be included as a potential solution to solicitation.
In regards to #5 and 6, specific to the equipment package:
Q20. Can you confirm the specific types and quantities of equipment/accessories that are being requested for each size tactical locker? As stated above, ensuring that all bid responses have the same type of equipment will help ensure CNIC is getting the desired functionality.
Additionally, with increasing sizes of tactical lockers we offer a variety of equipment and different quantities.
A20. Can not provide exact but the locker should include at a minimum: bumper plates, Olympic bars, collars, benches, pull-up bar, racks, med balls, exercise mats, stretch bands, kettlebells, white board.
Q21. In regards to #8, can you confirm that the steel shall be required to be, at a minimum, 3” x 3” steel?
A21. No minimum was not identified but quality of steel should be indicated in the submission.
#10 and #11 state that the training box/locker must be stable….
Q22. Can you confirm that the external training rig (squat racks/pull up bars) must be required to be attached to the side walls of the container to ensure safety/stability of the training rig?
A22. No
Q23. Can you confirm that a free-standing external rig and/or an external rig that connects to the roof of the container are not acceptable (these are safety and stabilization concerns; free-standing rigs cannot be guaranteed to be stable in shipboard and expeditionary environments, and ISO containers are not designed for roof connection points, so any external training apparatus that connects to the roof will not be stable enough for user safety and will compromise the integrity of the shipping container) A23. No
Q24. Can you confirm that for user safety and product stability that the legs of all squat stations or training stations must engage the ground/deck for stability?
A24. We can only confirm box will be on a flat/stable surface.
#12 requires that there is offline access to mobile application:
Q25. Can you confirm what training modalities are requested for this mobile application and/or provide more details as to the desired purpose and functionality of this application?
A25. That is up to the offeror, should be included in the submission
Q26. Can you confirm if a vendor does not have a mobile application if they will be deemed technically unacceptable to manufacture the equipment? Industry feedback: A mobile application is not related to the ability to manufacture large steel training equipment.
A26. The mobile application is not a total disqualifier
Q27. Not listed as a requirement, but industry clarification/questions specific to this product:
1. There is no mention of internal storage inside the container. Can you confirm that the external training rig and all equipment shall be able to be stored inside the container?
2. Can you confirm that the inside of the container shall be required to come with wall-mounted custom fabricated internal storage shelves for the training rig and accessories?
3. Other external training rig features that are not listed in the requirement that are available include: landmine attachments, wall ball targets, rope climb towers, climbing wings, etc. Are any of these items requested to come with each variant of the tactical locker?
4. Shall this training solution be required to come with a NATO Air Portability Certificate to ensure that the vendor is manufacturing a product that is safe for MILAIR travel?
5. The box and locker products described reference a product category that is covered by multiple US patents. To ensure the Navy does not procure an item that violates one of these patents, shall vendors be required to confirm that their offered product does not knowingly violate any US patents, and attach a copy of any patents that cover the product in question?
A27. If not a requirement any addition could enhance the offerors submission
