SECTION C

SPECIFICATIONS/DESCRIPTIONS

C.1 OBJECTIVE:

The objective of this Request for Proposal (RFP) is to consolidate the purchasing of fitness equipment for the Navy Fitness Centers and Deployed Forces Support warehouses located in both CONUS and OCONUS. OCONUS locations may include, but are not limited to Korea, Japan, Europe, Diego Garcia, Singapore, Guam and Bahrain. These locations will include, but are not limited to, seventy-four (74) worldwide installations, thirteen (13) worldwide ports, and 250 ships.

NAFI will have a flexible and cost effective means to obtain fitness equipment quickly and efficiently by issuing a Delivery Order specific to its needs. The procurement is designed to provide NAFI with a wide variety of contractor(s) with expertise in the fitness industry and worldwide logistical support.

C.2 GENERAL REQUIREMENTS:

C.2.1 The Contractor shall provide the specified number of pieces of fitness equipment as set forth in each Delivery Order. The Contractor shall be used for shipping, a delivery location will be provided on each delivery order(s). CONUS shipments shall be received within 90 days.

Equipment going to OCONUS locations must include the shipping company, POC, and order number within 90 days, or delivered to the point of debarkation within 90 days.

C.2.2 All equipment shall be designed for heavy commercial use.

C.2.3 All equipment supplied shall be standard new equipment that is free from flaws and defects. NAFI will reject any surplus seconds, factory rejects, close-outs, or distressed cardio equipment. Shipments of defective or shop worn cardio equipment will be returned at the Contractor’s expense, and the contract will be subject to termination for default.

C.2.4 The Contractor shall ensure that stated performance capabilities of the equipment are certified and warranted. All equipment provided under this contract shall come with all standard manufacture technical and maintenance manuals. All manuals shall be in English, and shall be written for the specific cardio equipment provided.

C.2.5 The Contractor shall have a permanent business as a manufacturer or authorized distributor that carries stock and a reasonable inventory of cardio equipment for commercial use.

C.3 SIGNIFICANT CHANGES IN TECHNOLOGY OR ENVIRONMENT:

In the event that the Contractor replaces an item of equipment in its inventory with a new version or model, and offers such item as a substitute for the version or model originally identified in the contract, the Contracting Officer may elect to treat this as an accommodation shipment and accept the item(s) for the same price as originally listed in the order. Should the Contractor offer an item that incorporates a significant change in technology beyond that already existing in the version or model originally identified in the contract, the Contractor may either offer this as an accommodation at the same price as the item being replaced, or submit a proposal for an alternative price. If the Contracting Officer elects not to accept the accommodation shipment or proposal for an alternative price, the Contractor shall offer to the Navy, on a priority basis, any remaining items of the version or model originally listed in the contract, in new and unused condition, still in inventory, at the original contract price. Under this ID/IQ contract, the Contracting Officer at all times reserves the right to obtain its requirements from any other source if in the best interests of the Navy.

The Contractor is placed on notice that the equipment in this contract will be shipped to and operated in a variety of environments throughout the Navy, both CONUS and OCONUS, and both on shore installations and shipboard. Any averment that the equipment has been subject to a significant change in environment will be examined in light of the fact that the environments routinely encountered by the Navy throughout the world can be harsh and extreme.

The Contracting Officer reserves the right to cancel an order under the contract, or the entire contract, if items are non-conforming to the requirements of the contract; if there is any significant detrimental impact to the U.S. Navy operations due to the function or delivery of the items; or if the items otherwise fail to meet the needs of the Navy (e.g., new model is not PRT approved) and the Contractor cannot resolve the problems or deficiencies in a timely manner.
