V. Evaluation
1. Responsive qualification submissions received by the closing date will be evaluated based on the following factors:
a) Technical (listed in descending order of importance)
1) Specialized Experience and Technical Competences
a. Submittals must demonstrate the recent specialized experience and technical competence of the prime firm and all consultants in the services required for projects of a similar nature to the Navy NAF Construction Program. Describe the prime firm and consultant’s experience working together. A “project” is defined as either a stand-alone contract
Public Notice Page 4 of 6 or a single task order under an IDIQ contract. Services of projects submitted must have been completed within the past ten (10) years.
b. Describe how the prime ensures quality consistently across the entire team and how the quality of the subcontractor’s work is assured. Describe internal quality assurance procedures and indicate effectiveness. Address the team’s Quality Control (QC) processes for checking documents for errors, omissions, and quality and incorporating and tracking review comments. The qualification submission submitted in response to this request will be evaluated as part of the quality evaluation. Include an organizational chart with specific position titles, which indicates all authority and communication lines for the prime and consultants, and a description of capabilities and equipment.
2) Professional Qualifications
Identify the qualifications of all key personnel for the prime firm and consultants. The evaluation will consider the experience, education, training, certifications/licenses, and longevity of the team for all key personnel.
3) Past Performance The information provided in the submission may provide the major portion of the information used in the NAFI evaluation for past performance. The NAFI however, is not restricted to the information provided by the submission and may use other sources to assess past performance information such as the Past Performance Information Retrieval System (PPIRS), Architect- Engineer Contract Administration Support System (ACASS), and inquiries with previous customers/owners. If the A-E firm received any less than satisfactory past performance evaluations from customers/owners, it is incumbent upon the A-E firm to provide an explanation of the rating and what the A-E has done or will do to preclude less than satisfactory ratings on future contracts. No less than five (5) or more than ten (10) Past Performance References (See Section J-2. Past Performance Reference) completed for projects within the last ten (10) years shall be submitted. Performance Survey shall be from the contracting agent and/or their representative responsible for the construction contract administration, or the facility owner/user.
It shall not be from the prime contractor on a design-build or design-bid-build project nor shall it be from a prime contractor to a subcontractor.
4) Capacity
Describe the proposed team’s ability to complete the design of the Admiral Baker South Golf Course. Indicate the firm’s current workload and the availability of the prime and consultants for the specified performance period. Firms must address and demonstrate the capacity to execute the design of the Admiral Baker South Golf Course within the nine (9) month period of performance.
b) Additional secondary technical factors will be considered for the award (listed in descending order of importance below).
1) Knowledge of the Locality
Public Notice Page 5 of 6
Describe and illustrate the team’s knowledge of local conditions or project site features, such as geological features, climatic conditions, local construction methods, or local laws and regulations.
2) Geographic Proximity
Address the ability of the firm to ensure timely response to requests for onsite support. The firm’s general geographical area will be considered in relationship to the location of the project;
provided, that the application of this factor leaves an appropriate number of qualified firms.
3) Schedule
Provide a project schedule (Gantt chart) graphically representing the integration of all significant elements of work in days of effort as required. Generally, schedules that are shorter or more closely conform to a stated NAFI desired performance period shall be favorably considered.
VI. Selection
1. A technical evaluation board will review the factors above and apply the same to all submissions received before making its recommendation for interviews. Interviews will be conducted virtually before the final ranking of the most highly qualified firms.
2. Upon completion of the ranking of the most highly qualified firms, a Request for Price
Proposal (RFP) will be issued to the most highly qualified firm(s) for a proposal that will be negotiated for fair and reasonable prices. In the event a fair and reasonable price is not obtainable through negotiations with an individual firm(s); negotiations will be terminated and the RFP issued to the next highest qualified firm and so on until the NAF obtains a fair and reasonable contract.
VII. Clarifications
Any clarifications shall be requested by email to the Contracting Officer at a’keesha.stark@navy.mil no later than 14 calendar days before the response date and time.
VIII. Submission
1. Interested firms having the capabilities to perform this work must submit the below for the prime firm and all consultants.
a) Volume I, SF 330 Part I
b) Volume II, SF 330 Part II
c) Volume III, Past Performance Reference

ARCHITECT-ENGINEER QUALIFICATIONS OMB Control Number: 9000-0157 Expiration Date: 2/29/2024
STANDARD FORM 330 (REV. 8/2016) PAGE 1 OF INSTRUCTIONS
Prescribed by GSA - FAR (48 CFR) 53.236-2(b)
PURPOSE
Federal agencies use this form to obtain information from architect-engineer (A-E) firms about their professional qualifications. Federal agencies select firms for A-E contracts on the basis of professional qualifications as required by 40 U.S.C.
chapter 11, Selection of Architects Engineers, and Part 36 of the Federal Acquisition Regulation (FAR).
The Selection of Architects and Engineers statute requires the public announcement of requirements for A-E services (with some exceptions provided by other statutes), and the selection of at least three of the most highly qualified firms based on demonstrated competence and professional qualifications according to specific criteria published in the announcement.
The Act then requires the negotiation of a contract at a fair and reasonable price starting first with the most highly qualified firm.
The information used to evaluate firms is from this form and other sources, including performance evaluations, any additional data requested by the agency, and interviews with the most highly qualified firms and their references.
GENERAL INSTRUCTIONS
Part I presents the qualifications for a specific contract.
Part II presents the general qualifications of a firm or a specific branch office of a firm. Part II has two uses:
1. An A-E firm may submit Part II to the appropriate central, regional or local office of each Federal agency to be kept on file.
A public announcement is not required for certain contracts, and agencies may use Part II as a basis for selecting at least three of the most highly qualified firms for discussions prior to requesting submission of Part I. Firms are encouraged to update Part II on file with agency offices, as appropriate, according to FAR Part
36. If a firm has branch offices, submit a separate Part II for each branch office seeking work.
2. Prepare a separate Part II for each firm that will be part of the team proposed for a specific contract and submitted with Part I. If a firm has branch offices, submit a separate Part II for each branch office that has a key role on the team.
INDIVIDUAL AGENCY INSTRUCTIONS
Individual agencies may supplement these instructions. For example, they may limit the number of projects or number of pages submitted in Part I in response to a public announcement for a particular project. Carefully comply with any agency instructions when preparing and submitting this form. Be as concise as possible and provide only the information requested by the agency.
