About this file

This is an amendment to a solicitation seeking shelf stocking, receiving, storage, custodial, and residual grocery operations services for the Defense Commissary Agency (DeCA) Fort Leonard Wood Commissary in Missouri. The amendment decreases estimated case counts and direct labor hours, provides a revised performance work statement and cost breakdown, and answers prospective offerors' questions. Eligible vendors must submit proposals by December 27, 2019 to provide the services through a base period from July 2020 to June 2021 and four optional one-year extensions. The requirement is set aside exclusively for woman-owned small businesses.

The workload has been revised, therefore, DLS has been revised (dated 2/19/20) and is required to be used by offerors with proposal submission. A revised Attachment 1, PWS, Attachment 3, Volume I, Cost Breakout, and Attachment 5, Direct Labor Summary dated February 19, 2020 are provided.

At such time as coverage becomes required, the Employer agrees to be bound by all of the terms and conditions of the Welfare Fund’s Agreement and Declaration of Trust, as it may be amended from time to time. The Employer further agrees to accept the current and any future Employer Trustees of said Welfare Fund.

Question: Can a copy of the Welfare Fund’s Agreement and Declaration of Trust be provided along with the costs required by the employer.

Answer: This government was not a party in the negotiation of the Collective Bargaining Agreement. 5. (C1-2) Contractor RSHA schedule for Wednesdays is from 7am to 1pm (as opposed to 7 to 4 the rest of the week).

Delivery time on this day is scheduled between 7am and 12pm (C4-16). Any delay on the delivery driver's part will surely cause the contractor to work outside of their allotted schedule to complete the offloading, transporting and storing processes.

Questions:

a) Is there a significant reason that the contractor should be aware of regarding this different schedule on Wednesdays?

Answer: This has been corrected to 7 AM to 4 PM.

b) Will contractor be compensated for any additional time past 1pm and by what process?

Answer: See 5(a) above.

6. Exhibit 2.2 list government furnished equipment that will be shared equipment (C2-4). This includes 1 forklift.

7. On C4-12, Restroom Cleaning, Maintenance and Resupply, it states that the contractor is responsible for replacing burnt out light bulbs.

Question: Will the contractor be required to supply these light bulbs as well or will the government make them available as needed?

Answer: The government will provide the light bulbs; however, in accordance with paragraph 4.6.2.1.1., the contractor is responsible for replacing burnt out light bulbs.

8. On C4-22, Preparations, Precautions and Trash Removal for Produce Department, It states that the contractor will break down equipment prior to cleaning.

Question: Is this correct and if so, will the government provide training for how to break down and re assemble this equipment?

Answer: Yes, it is correct. The government will provide training on how to break down and reassemble the equipment.

9. Attachment 2, Wage Determination. There have been revisions to this agreement since this original signed document that is provided in Attachment 2. The title indicates that it should be Revision 7 Dated December 26, 2018, but it is the original signed agreement form 2015. The revisions involve large cost factors like health insurance.

Question: Can DeCA please provide the most recent copy of the Agreement or the amendments to the original?

Answer: As reflected in Attachment 2, WD dated 12/26/2018, the U. S. Department of Labor Employment Standards Administration Wage and Hour Division has endorsed The Collective Bargaining Agreement between Crescent Resources LLC and Local 780, Motion Picture and Video Tape Laboratory Technicians, Allied Crafts and Government effective July 1, 2015 through June 30, 2020. Terms and Rates applicable to the Collective Bargaining Agreement has been incorporated under Wage Determination 2012-0098, Revision 7, Date of Last Revision:

12/26/2018 and is still current. However; the awardee, upon issuance of contract award, will negotiate with Local 780 for the new terms and rates.

10. On C1-5. 1.4.1 Quality Control – Does DECA want a copy of this Quality Control Plan submitted with the Offerors

Will the Government allow the Contractor to begin Night Custodial tasks (i.e., cleaning of break rooms, restrooms, office areas, and other non-sales floor areas) prior to the start of the time listed on the Store Operations Hours/Contractor Work Schedule table on page C1-2 of the PWS but not prior to the Commissary closing time and with respect to Night Stocking operations?

Answer: All custodial tasks shall be performed during the window of opportunity specified within the chart which follows paragraph 1.2.1., Store Operational Hours/Contractor Working Schedule; however, paragraph 4.6.2.2 specifies that "the Store Director and the Contractor may mutually agree that the Contractor can do certain night custodial tasks (window cleaning, cleaning offices, cleaning underneath end caps) during hours of daylight or during commissary operating hours. The criteria for any such agreements are that they facilitate completion of the tasks and do not add to contract costs or interfere with day stocking/custodial tasks.)."

14. Is the Contractor responsible for supplying and replacing light bulbs as needed throughout the commissary?

Answer: The government will supply light bulbs; however, in accordance with paragraph 4.6.2.1.1., the contractor is responsible for replacing burnt out light bulbs.

15. Is the Contractor responsible for using the Government Furnished Reach Forklift to store pallets anywhere other than on the warehouse floor?

Answer: Yes. However; the contractor may be required to share the equipment listed at Exhibit 2-2 with commissary employees and vendor stockers.

16. Can we use less than 12 Pt on the document? The 30 Page limit at 12Pt is causing a slight issue with our response.
