ENCLOSURE 1
Question #1: Can they provide a floor plan and specific planograms for each of the areas of responsibility (i.e. specific shelf layouts with SKUs listed for the product)? They should be able to provide this as this will be how stockers will know where the product goes on the shelves.
Response: The type of floor plan and specific planogram referenced above will not be provided, as an attachment of the solicitation; however, prospective offerors may go to www.commissaries.com and follow the steps below, to access aisle/product specific information for the Fort Belvoir Commissary:
Step 1 – Go to www.commissaries.com Step 2 – Click on Store Locator
Step 3 – Click on Alphabetical Listing
Step 4 – Click on Fort Belvoir
Step 5 – Click on Floor Plan
Information relative to which specific products are contractor-responsible, will be provided to the awardee of resultant contract.
Question #2: Are counts required when product is delivered to the commissary and/or when product is placed on the shelves?
Response: Yes, counts occur at delivery, prior to stocking, and after stocking.
If so, are they manual or electronic? If electronic, what methodology and equipment is required?
Response: Counts are manual.
Can they provide samples of build-to plans for products?
Response: No, samples of build-to plans for products will not be provided.
Given that product orders will be variable over time and dependent on customer purchases - can the commissary provide 6 or 12 months’ worth of actual commissary deliveries or contractor actuals for stocking, broken down by category including overwrites?
Response: The workload for this requirement was developed using actual workload data outputs for the 12-month period prior to solicitation issuance. No other actual workload data will be provided.
Question #3: What program is used for labeling shelves? Is this Government furnished or contractor furnished? Note: Typically, such programs are part of the point of sale equipment in such stores.
Response: No answer is provided for the question above, as the type of program used for labeling has no relation to contractor responsibilities under the PWS for the Fort Belvoir Commissary.
Question #4 The government is responsible for segregating, sorting and staging 60% of the cases to be stocked by the Contractor by 10pm. How is the 60% determined/prioritized by Government?
Response: This is a statistical decision determined by the Government. The times reflected should not impede the contractor’s ability to complete night stocking operations prior to the end of the window of opportunity.
