All revisions are highlighted in yellow.

4.

Incorporate a revised Attachment 6, Direct Labor Summary (DLS) to reflect the revised square footage due to changes at Exhibits 4-6-1 and 4-6-2.

5.

The date for receipt of initial proposals (sealed) is re-established as February 11, 2015, at 3:00 p.m. (EST).

ATTENTION PROSPECTIVE OFFERORS:

Reference is made to solicitation HDEC08-15-R-0003 for shelf stocking and custodial operations for the Fort Belvoir Commissary, located at Fort Belvoir, Virginia.

The following additional questions and answers, pertaining to the above-referenced solicitation, are provided for your information. Offerors are cautioned that these answers do not alter the solicitation. Only the amendment to the solicitation will change the requirements or any other content of the RFP. In the event of an inconsistency between statements contained in any amendment on the solicitation and this document, the amendment shall take precedence.

ENCLOSURE 1

Question #1: In the PWS Exhibit 4-6-2, it lists locker room square footage as 151 square feet. One locker area measures approximately 10 x 15 (or 150 square feet). There are 2 such areas. Could you verify the square feet measurements of these areas?

Response: As a result of a re-measurement, the total square footage is 250. Attachment 2, Performance Work Statement (PWS), has been revised to reflect the correct square footage. In addition, Attachment 6, Direct Labor Summary (DLS) has been revised to incorporate the revised square footage.

Question #2: In the PWS Exhibit 4-6-1, it lists 34,001 square feet of VCT space without a title. Is this the measurement for the remainder of the sales area? If this is the remaining sales area, it appears measurably larger than this figure. Please confirm the area name for which the 34,001 square feet of VCT is included in the PWS? Also please confirm the total square feet for the sale area.

Response: The VCT space without a title is the Sales Area. As a result of a re-measurement, the total square footage for the Sales Area is 36,455. Attachment 2, PWS, has been revised to cite the commissary area/item and the correct square footage. In addition, Attachment 6, DLS, has been revised to incorporate the revised square footage.

Question #3: During the site visit, it was mentioned that the steps and upstairs admin areas were included in the measurements. However, I do not see them listed on the map or mentioned in the PWS or in Exhibit 4-7. Are these areas included in this proposal? If so are the measurements included in the admin square footage?

Response: As a result of a re-measurement, the total square footage is 543 for the admin area and steps to include dead space between steps. Attachment 2, PWS, has been revised to reflect the correct square footage. In addition, Attachment 6, DLS, has been revised to incorporate the revised square footage.

Question #4: Exhibit 4-6-4 includes 2,508 square feet of outside to the rear of the building. This is usually included with RSHA cleaning which is not included in this solicitation. The map at Exhibit 4-7 reflects no Contractor responsibility on the back side of the building. Is outside cleaning and snow removal required in this area?

Response: In accordance with (IAW) the PWS, the resultant contractor is responsible for cleaning the 2,508 square feet outside at the rear of the building. Pursuant to snow and ice removal, IAW Exhibit 4-6-4, the contractor is only responsible for outside cleaning of snow and ice in the front of the building, which is 9,117 square feet.

Question #5: In Exhibit 4-6-4, the outside area in front of the building for contractor coverage (9,117 square feet) is listed as grass. Then below in snow removal, the same footage is listed, but as concrete? Is the area in the front grass or concrete?

Response: The outside area in front of the building (9,117 square feet) is concrete, not grass. Attachment 2, PWS, has been revised to reflect the correct floor type.

Question #6: PWS 13.1 requires snow removal from all emergency exits, which seems to conflict with Exhibit 4-6-4, where the area identified for snow removal includes only the front of the building. Is the contractor responsible for snow removal from all exits, as per PWS 13.1. Or is snow removal responsibilities only limited to the front of the building as per Exhibit 4-6-4?

Response: IAW the PWS at Exhibit 4-6-4, snow removal responsibility is only limited to the front of the building.

Question #7: Is snow removal pricing included in Custodial Outside Areas, CLIN 0001AE? If not, is it billed hourly?

Response: Yes. The effort for snow and ice removal should be reflected within subline item 0001AE, as it not billed hourly in accordance with the solicitation.

Question #8: In the prior solicitation (HDEC08-09-R-0015 that was awarded to the incumbent contractor), the Government indicated Wage Determination classifications 21140 Store Worker and 11150 Janitor were applicable. Therefore, please confirm the Wage Determination classifications listed apply to this requirement: 21140 - Store Worker I $11.72 and 11150 –

Janitor $11.83.

Response: The various proposal submission documents attachments include labor categories for the sole purpose of showing how the documents are to be completed. Ultimately, it is the contractor’s responsibility to determine which labor categories should be used for the performance of required services, and in doing so, to ensure compliance with the Department of

Labor Directory of Occupations.
