Contractor employees may be denied access to the military installation by the installation law enforcement officials if it is determined that such entry may be contrary to good order, discipline or the security of the installation. The installation may bar Contractor employees from entering the military installation under the provision of Title 18, Untied States Code Section 1382. Employees may be required to complete background investigation in order to obtain passes.

PERSONNEL: This is a service contract and shall require contractor employees to identify themselves as contractor personnel by introducing themselves, or being introduced as contractor personnel, and displaying distinguishing badges or other visible identification for meeting with Government personnel.

HOLIDAY CLOSURES: The Contractor shall comply with the Government's instructions concerning which days the commissary will be closed in observance of the holidays and/or other activities as determined by the Store Director. Because some holidays may fall on a day that the commissary is normally closed, the Government will determine and advise the Contractor, at least 2 weeks in advance of the holiday, of the date the commissary will be closed in observance of the holiday and if an alternate delivery day is required.

CLOSURES FOR INCLEMENT WEATHER, EMERGENCY OR OTHER CONDITIONS: The Store Director will inform the Contractor when the commissary is closed due to inclement weather, emergencies or other conditions. Information on inclement weather closures that occur before or after normal business hours may be obtained from the local radio/TV stations. Delivery tickets must be completed in the same manner as the initial delivery. Contractor has the option to not return pallets, meat racks and display racks from Fort McCoy to Great Lakes until the next scheduled pick up time at Great Lakes, if it is determined to be more convenient and cost effective for the contractor. This option is not permissable for any perishable/nonperishable retail items.

EMERGENCY DELlVERIES: In cases of emergency or disaster, the Government may contact the contractor if a need exists for additional pick-up and deliveries to and from the Great Lakes Commissary to the Fort McCoy Commissary. Additional deliveries shall be approved by the contracting officer and added to the contract by modification.

PRODUCTS: Products shall be transported on pallets and meat racks/display racks. There will be an estimate of 4 to 7 metal meat racks (approximately 15" X 30" X 70" tall and/or 20" X 26" X 70" tall), 2-3 pallets of Produce, and 1-2 pallets of Grocery delivered to the Fort McCoy Commissary. On the return trip to Great Lakes Commissary, approximately 4-7 metal meat racks/display racks, and 2-3 pallets of cardboard and/or product will be transported from the Fort McCoy Commissary to the Great Lakes Commissary. It is the contractor's responsibility to provide any material handling equipment (which may include a hand truck and pallet jack) in addition to tie-down restraints and ensure that all products are properly loaded and secured to preclude any damage in transit. Special care may be needed for special order products to avoid damage and ensure quality (i.e. cakes and sushi products). Product weight will not exceed 26,000 lbs.

LOADING: All loading/off loading of merchandise shall be the responsibility of the contractor. Products shall be placed on loading dock on pallets or meat racks by the Government personnel at the Great Lakes or Fort McCoy Commissary (estimated 30 minutes for Government to place pallets and meat racks on loading dock, count total number, obtain contractor signature, and seal the truck).

OFFLOADING: The Government personnel will take delivery of the products at the Fort McCoy or Great Lakes Commissary from the tail gate or loading dock (estimated 30 minutes for the Government to take the pad lock/seal off, verify the number of pallets, boxes, and meat racks, obtain Medical Food Inspector approval, and obtain contractor signature).

VEHICLE SECURITY: The Government will secure the transport vehicle with a Government furnished seal strip when loading is completed at the Great Lakes or Fort McCoy Commissary. The contractor will sign a receipt for the number of pallets and meat racks loaded. The Government will remove the seal strip upon arrival of the transport vehicle at the Fort McCoy or Great Lakes Commissary and the contractor will again sign receipt for the number of pallets, boxes, and meat racks unloaded.

TEMPERATURE OF TRANSPORT VEHICLE: The interior temperature of the transport vehicle must be maintained between 32 and 38 degrees Fahrenheit and verified with a temperature monitor in back of truck. Any product that is rejected at the delivery point by the Medical Food Inspector because of improper internal vehicle temperature or unsanitary internal vehicle sanitation will be the responsibility of the contractor and damages will be assessed based on the sale value of the merchandise rejected.

TRUCK MAINTENANCE: The contractor is responsible for all maintenance on the refrigerated truck as it is a contractor owned vehicle. In the event of a vehicle malfunction or breakdown, the contractor is required to provide a substitute vehicle so as not to interrupt the mission or cause damage to the product.

DELIVERY TICKETS: The contractor shall furnish a delivery ticket at time of each pick-up and delivery. The Delivery Ticket for pick up at the Great Lakes Commissary shall list the quantity of pallets and meat racks to be picked-up. The delivery ticket at the Fort McCoy Commissary must be signed by the Store Director (or Designated Representative) for acceptance of shipment. One copy of the validated delivery ticket shall be left with the Government representative.

ELECTRONIC INVOICING: The WAWF (Wide Area WorkFlow) system is the method to electronically process vendor payment requests and receiving reports and is required under this contract.

The contractor shall follow the Wide Area WorkFlow Payment Instructions referenced in Clause 252.232-7006.
