Questions / Answer for Solicitation HDEC05-11-R-0006

Amendment 1

Question: What is the minimum order size?

Answer: Please refer to 52.216-19, “Order Limitations” in the solicitation document.

Question: Is anything delivered UPS or FedEx?

Answer: The method of shipment is a contractor decision. Delivery terms state that orders must be delivered to the store within 14 days for East and West CONUS, to the shipping point within 14 days for the Pacific Theater locations, and within 21 days for locations in Alaska and Hawaii. (See “Addendum to 52.212-4 ‘Contract Terms and Conditions – Commercial Items.’”) Question: Is each location listed for the Eastern Region a ship to point? Or are there any central ship to locations?

Answer: Each location listed in attachment 2 (which includes the Eastern Region) is a separate ship to point. There are no central shipping locations for the Eastern Region.

Question: Is there a separate usage chart for all category products just for the Eastern Region?

Answer: The estimated usage is included at Attachment 1 for each separate regional area.

Question: Are the usage amounts in the bid solicitation, monthly, quarterly or annual usages?

Answer: Estimated usage amounts in the bid solicitation are annual estimates.

Question: Are the usage totals broken down by region?

Answer: Yes, each tab in Attachment 1 refers to a regional area (ie, regional grouping) and contains usage estimates for that regional area. The use of the term “Region” is used by DeCA to define operational areas. Awards will be based on defined geographical areas, and not specific Regions..

Question: Is there availability of samples? Would we be allowed to go into the commissary to purchase samples.

Answer: Samples will not be provided to any potential offerors.

Please note that other questions are pending research and will be posted in a future amendment.
