Questions and Answers
****The answer below supersedes the previous answer given in Amendment 0002.*****
29. Phase 7A of the phasing plan indicates that ½ of the frozen food cases are to be removed and then replaced at one time. Then following this phase the other ½ of frozen food in Phase 8A is removed and then replaced at one time. This is a considerable amount of frozen food sales area to lose. Is this phasing plan accurate? Can the contractor actually take out ½ the department at one time?
Answer: The provided phasing plan is only a guide. The contractor will have to coordinate with the store to develop a phasing plan that the store can agree to.
58. Please clarify question #18. Is moisture mitigation to be made a part of this proposal?
Answer: Yes, for the entire sales floor.
59. AS PERTAINS TO THE SECURITY/ ACCESS CONTROL SCOPE: Per ET101 – ET1016, none of the drawings have any markups except duress buttons. There are no markups for: motion detectors, key pads, door contacts or any other relevant IDS parts. Keep in mind, that in the one line diagrams, parts are listed, but not shown as locations. Please ADVISE?
Answer: Refer to E-401 details 3 and 5. Only “new” devices are shown on plans. Keyed note 3 on detail 3 E-401 indicates that contractor shall re-route all existing alarm equipment (magnets, motion detectors, etc.) to the new panel location.
60. Per Amendment #2, Drawing sheet CS-501 - Detail 1 depicts the asphalt pavement section as 1.5” of surface course on 1.5” intermediate course, on 8” aggregate base course. This is conflicted by note 1 just below Detail 1 which denotes the intermediate course as 2.5” thick. Please advise as to the correct thickness.
Answer: There are two different conditions identified in Detail 1/CS-501 as follows:
1. Detail 1 indicates a section for areas of “new” asphalt paving (currently non-paved areas; i.e. islands that are being removed and replaced with paving).
2. Note 1 is specifically applicable as stated “IN AREAS WHERE ASPHALT PAVEMENT IS BEING REPLACED”, which is the existing parking lot where only the asphalt is being removed and repaved with the 2.5” intermediate course and 15” surface course.
61. Regarding the Reznor gas fired unit heaters, The "F" unit, which is scheduled, is a "gravity vented " unit, but the specs are calling for a "separated combustion" type unit which would be our UDAS. Which unit is the AE requesting?
Answer: Use the scheduled unit.
62. Please reference sheet R-603 of the contract drawings. According to the condenser schedule the fins of the condenser shall be copper. This specification is usually reserved for areas within 30 miles of the coast line. Copper fins will have a considerable cost impact to this project. Will the government accept aluminum fins?
Answer: Aluminum fins are acceptable
63. It has been DeCA’s criteria to have 50%/50% split condensers. According to sheet R-603, condenser schedule, the split condenser is not required. Is this in error?
Answer: Comply with drawing schedule on R-603.
64. According to sheet R-101, note 12 the new RMCS shall be functional throughout all phases of this project. On pass projects the government has not relied on the RMCS until training and certification has been issued. One of the numerous reasons that the RMCS should not be activated for the store personnel until certification has been issued is alarms will be generated when certain features have not been connected. Since the VIP is not set up until after the training, the store employee will not have means to verify what the problem is. They will only know that the remote buzzer has sounded. Will the RMCS actually have to be on line throughout the project? If the RMCS is required to be operational, will the contractor be reimbursed for responding to erroneous calls placed by the commissary personnel?
Answer: RMCS is not required to be operational during the construction phase of the project.
65. Please reference Div.23 90 00-37, Part 3 Article 3.13 par B. This provision appears to require a labor and parts warranty of one year after final acceptance. Div.23 90 00-37, Part 3 Article 3.13 par C-2 and C- 3 appear to require a labor and parts warranty of 90 days after final acceptance. After 90 day it requires a one year parts warranty only. Please clarify which is correct.
Answer: Paragraph B is a guarantee of general work and overall product quality. The installing contractor will be responsible for correct installation and product defects.
Paragraph C is the warranty for emergency repairs and equipment required for product failures within 90 days (as defined in sub paragraph 2) and 91 through 365 days (as defined in sub paragraph 3).
66. Sheet A107 notes a phase 1F, however none is shown on floor plan. Confirm requirements.
Answer: Yes, there is a phase 1F. See Revised GC101.
67. Note 10 on GC100 indicates all work not noted in phasing plans to be completed during non-operational times. Confirm that asphalt paving can be completed during normal hours of operations.
Answer: Yes, asphalt paving can be done during normal hours of operations, but the phasing plan is the minimal requirement.
68. New ACT is shown as 2x4. DECA standard is 2x2. Confirm 2x2 is required?
Answer: 2X4 ACT is to be installed as depicted and noted on Finish Schedule/Legend.

Answer: The transformer will not be replaced. Omit Detail 1/ES502.
73. Sheet ES101 shows site lighting. Is this new or existing? If new can we reuse existing light pole bases, conduit and wiring?
Answer: This is a completely NEW site lighting system. Per note on CD101 “REMOVE EXISTING LIGHTING POLES AND BASES”. Per the Schedule on E-602, these are new heads and poles.
NOTE: While reviewing this RFI, it appears that the detail references on ES101 for 2/ES501 and 3/ES501 are not correct. Please revise detail reference labeled 2/ES501 to read as 3/ES501 (in unpaved areas) and detail reference 3/ES501 to read as 2/ES501 (in paved areas).
74. Confirm quantity and size of sanitary sewer shown on sheet CU101 and P401. It is unclear if the sewer line that parallel the building is new or existing.
Answer: CU101 indicates the existing sanitary sewer lines per the survey on VF101. (Note: the 6" sanitary sewer line running west and identified as existing between grids F&H on P-102 was not picked up on the survey). There are two points identified on CU101 where new sanitary sewer lines connect to the existing on the west side of the building; 1) where the 6" new sanitary sewer line shown from the new grease interceptor & new indirect waste catch basin tie into the existing line (also shown on P- 401), and 2) where thenew 6" sanitary GWV line between grids L&P ties into the existing (shown on P-401).
75. Section 08 71 00 indicates to provide a knox box. Is this required as there is an existing one?

Answer: See General Note 3 on sheet A-600.
77. Section 05 50 13 specifies new loading dock angles. Is this required as we are only replacing the leveler not removing and replacing concrete?
Answer: No.
78. Sections 05 50 13 specifies overhead door frames. Is this required as we are only replacing the doors, not removing and replacing any portion of the walls?
Answer: No.
79. Section 05 50 13 page 1 paragraph 1.1 and 2.16 reference stainless steel wall panels. None are shown on plans . Confirm requirements?
Answer: See elevation 1/ I-201 and 2/A-401. Used at Deli & Bakery behind chicken rotisserie.
80. In reference to Amendment 2, RFI Q&A responses: I believe the responses to questions #9 and #21 contradict themselves. “9. Is Duct Insulation Mastic to be included in the abatement scope of work? The Asbestos Remediation Specification mentions Duct Insulation Mastic in paragraph 1.2, but fails to include or quantify the material in paragraph 1.3 Scope of Work Summary, Item C Materials to be Abated and paragraph 1.8 Scope of Work. If it is to be included what is the quantity?
Answer: All ductwork located in the upper mezzanine area of the building that is sealed with a white covering should be considered to have asbestos containing material as per the Asbestos Remediation of
Floor Tile and Mastic document dated 22 May 2014. ----21. Per the EMC Labs, Inc. report page 13 notes that Layer 3, HVAC Mastic, Off White, is noted as 5% ACM. Per the specification for asbestos remediation 1.8 Scope of Work, there is no mention of removal of the off-white insulation. Answer:
Remediation of insulation is not required as per the Asbestos Remediation of Floor Tile and Mastic document dated 22 May 2014.
Please Advise.
Answer: Mastic containing ACM that is demolished, modified, removed or disturbed in any way as a part of the Work for this project is to be remediated.
81. As pertains to the Security & Access Control Scope of work: Documents note Honeywell for the Electronic Security System (ESS) for this project. They also note an 80 Character Display. Honeywell does not make an 80 character display except in a proprietary unit through ADT (Focus Panel). The largest non-proprietary display that Honeywell makes is 32 characters. Is this acceptable? Please Advise.
Answer: 32 character display is acceptable.
82. Please Reference Drawing E601 -Is the Diesel generator shown on E601 existing to be re-used or is it new? Please Advise.
Answer: The existing generator will not be replaced. Omit Detail 2/ES502.
83. On P-101 at column lines F/23 there are two different notes for the WTV-1 mixing valves HB-2 hose box. Note #19 calls for a Zurn wall access panel for the mixing valve. At location F/23 (and there may be others) it states “WTV-1 / 120dg IN BOX above HB-2”. The Zurn model listed is only an access door it is not a recessed mounting box. Please clarify if the contractor is to install an access door or a recessed box.
Answer: Recess door is required. Note: Revise Keyed Note #19 to revise mounting height of access door from 36”AFF to mount directly above HB-2.
