2) There is no specification offered for the Kitchen Hood. Please provide.
Answer: See attached specification 23 38 13. (Section 23 38 13 will be incorporated into the Solicitation)
3) The drawings are missing the restroom detail for the following restrooms: 26A, 27A, 25B, and 28B.
Answer: Work in these rooms is limited to what is noted on A10.1 – Room Finish Schedule and replacement of the lockers. No details are needed.
4) The Phasing Diagram indicates that Phase 1B will be followed by Phase 2B, 2C, 2D then phases 3B, 3C so forth and so on. The phasing logic will not work with the installation of the resilient tile flooring unless DeCA will accept cutting of tiles where phases meet. Will DeCA accept cut tiles or is the successful contractor to schedule resilient tile flooring out of sync with the phasing diagram?
Answer: The intent is to install the flooring sequentially from west to east across the Sales Area / Checkout without cut tiles. It is expected that work in Phases 2A-9 and 3B-7B will progress more quickly than Phases 2B and 2C because no refrigeration or reconfiguring is involved. Ideally, Phases 2C and 7B conclude at about the same time and the Contractor then moves on to Phase 3C. Flooring work in Phase 2D should be done during store non-operating hours after completion of Phases 3C and 9 in order to maintain tile alignment.
5) Will grinding of the VCT mastic and floor substrate using an orbital grinder and vacuum be an acceptable alternative to the shot blasting?
Answer: No.
6) Is moisture mitigation for the resilient tile flooring supposed to a part of this proposal?
Answer: No, but moisture testing is. If moisture levels test above the acceptable limit of the new flooring manufacturer, mitigation will be added to the project as a differing site condition.
7) Please confirm the information for the Seasons 4 is accurate (Weight/Dimensions/Load/Capacity)
Answer: There was a typographical error in the Dehumidification Unit Schedule on M6.1 regarding the equipment weight. The indoor unit should be 11,250 lbs instead of 32,000 lbs per the information provided from Seasons 4. The outdoor unit weight was correct at 5,500 lbs.
There was a typographical error regarding the indoor unit dimensions. They should be 321-1/2”L x 90”H x 96”W per the information provided from Seasons 4
The cooling/heating load/capacities are correct per the information provided from Seasons 4
8) Is the existing RMCS to be temporarily installed outside to the temporary racks or will manual temperature checks be performed by the store immediately following installation of the temporary compressor racks?
Answer: Either the existing RMCS or the new RMCS shall be used to control the temporary refrigeration unit(s) with the same functionality as the existing refrigeration units.
9) The specifications require Micro Channel Condensers. Is this correct?
Answer: No, this was a mistake in the specifications. Micro channel style condensers are no longer permitted by DeCA. Use the basis of design condenser as scheduled.
10) The drawings indicate Type 1 and Type 2 Glazing however the door schedule doesn’t indicate which door receives which glazing. The specifications also include a Type 3 & 4 which are not mentioned on the schedule. Please advise which glazing type is to be used for which door.
Answer: See A10.1 – Door Schedule – Door Types and A1.1 – Keyed Note 24.
11) Please confirm glazing is to meet blast criteria but the framing/connections for the sliding automatic entrance doors will not.
Answer: Correct.
12) Is a full time safety officer (no other duties) required on this project?
Answer: Yes
13) Is the small business size standard correct at $33.5 million?
Answer: No. It has been revised to $36.5M.
14) M2.0 Refrigeration Phasing Note A. Is it required to extend the existing Comtrol (RMCS) monitoring system and sensors to the temporary refrigeration units? If so, Comtrol is obsolete and no longer available. What controls will the temporary racks have and will they communicate with the existing Comtrol system?
Answer: Either the existing RMCS or the new RMCS shall be used to control the temporary refrigeration unit(s) with the same functionality as the existing refrigeration units.
15) R5.4 detail 3 note 2. What upgrades are required to the existing electrical panels to be current with NEC?
Answer: No modifications are needed to the existing panels to bring them up to current code. The second sentence of note 2 may be disregarded. Existing panels may be reused and overcurrent protective devices replaced as necessary to match new equipment.
16) E2.1 General Note G. What is the actual amount of temporary loading available (to be verified by the contracting officer at the time of the bid)? Will a temporary generator be required, what size will it be, how long will it be in operation?
Answer: DeCA or Civil Engineering to advise if capacity should be different than what was found during site investigation. At time of site visit, the meter showed capacity for an additional 150 kVA. The need and duration of a temporary generator is dependent on the Contractor’s means and methods to meet phasing requirements.
17) E2.2 Keyed note 6. There is no demolition reference to an existing keypad however, note 6 references connecting it to existing wiring. Is this keypad to be connected to an existing security system and if so, what is the current system and who is the contact for alterations? Does the base require a specific vendor for security systems?
Answer: New keypad is to be reconnected to an existing security system. Keypad / electric latch should be in accordance with door hardware specification 087100. The current system and a specific contact for alteration is unknown. Contractor shall be expected to provide a witnessed functional test of new lock equipment.
18) E6.1 General Note c. Is one hour the maximum time power can be shut down for circuit transfers? Will the power shut downs be performed at night?
Answer: Power shut downs should be performed while store is not in operation. Outages of equipment may exceed one hour as long as temperature to refrigerated areas is maintained and other equipment is energized prior to operations needed. Shut downs should be coordinated with the store manager and be expected to take place at night.
19) E6.1 Keyed Note 15. How much temporary power is required? Who determines what will need to be placed on temporary power? Will temporary power require overnight/after hours installation?
Answer: Temporary power is expected namely to support temporary refrigeration equipment as refrigerant is changed. Temporary power to temporary coolers or other equipment may be done at any time, but if it requires interruption to the building power, the outage should be scheduled and performed during non-business hours. The amount of temporary power needs to be coordinated by the Contractor and is dependent on their schedule, means, and methods. Other temporary power (to non-refrigeration equipment) may be used to facilitate phasing work as Contractor sees fit.
20) Please confirm a bid bond is not required.
Answer: Yes, Please see clause 52.288-1 Bid Guarantee and Section L-Instructions, Conditions, and Notices to Offerors or Respondents, paragraph D. Specific Instructions.
21) The information provided in the Summary of Work Section 01 11 00 does not specifically match the breakout required for CLIN items on the solicitation. To avoid misinterpretation and subsequent mis-allocation opportunity of dollars, please provide specific description of CLIN’s requested in the summary of work.
Answer: Delete page 01 11 00 – 8 SUMMARY OF WORK however; no further description will be provided at this time.
22) Is construction and/or demolition allowed to occur during day time hours?
Answer: Yes in most areas. Specific requirements are indicated in Drawing G2.0 – Composite Construction Phasing Plan.
23) Please confirm room 37 be vacated of store materials for contractor’s use in staging/storing equipment and materials as identified in General Note N on G2.0.

25) Temporary Facilities specification requires the contractor to provide a construction trailer for the Government Engineer. The construction staging area indicated on G2.0 is not of sufficient size to include a trailer for Gov and Contractor.
Answer: The staging area is about 42’ x 75’ but can be adjusted slightly as long as it doesn’t interfere with store receiving operations. The government trailer is specified to be at least 12’ x 44’. Two trailers should fit.
26) Will the contractor be provided/allowed to maintain at least 1 dock bay for dumpsters during renovation?
Answer: No
27) 01 50 00-8; the decibel rating for sound is equivalent to a garbage disposal, and thus could be proven required by the Contracting Officer at each phase of the project. The cost and time to construct noise barriers at each phase seem prohibitive to schedule and prudent fiscal responsibility. This also section also discusses IAQ for guidelines that are listed to Hazardous materials – specifications indicate no hazardous materials have been identified in the study, please confirm. Given the scope of work, may the bidding Contractor assume a typical barricade for sales floor phases to include a 4’ plywood framed barrier at perimeter with 6 mil poly to deck and taped at the seams?
Answer: It is not mandatory to construct noise barriers. The Contractor is required to provide “sound attenuation batts and other construction as necessary or perform work after store hours” to prevent noise levels in patron areas from reaching 82db or higher. There are no known hazardous materials. See Drawing G2.0 – Composite Construction Phasing Plan – General Note D for temporary barriers. 6 mil poly is acceptable.
28) Crawl Space:
a. What is the clearance height of the existing crawl space?
b. What is the opening size of the existing crawl space access?
