About this file

This document is a Sole Source Justification for a mobile sterile processing (SPS) unit lease for the VA Connecticut Healthcare System's West Haven Medical Center. The Department of Veterans Affairs intends to sole-source a 5-year contract with STERIS Corporation for a mobile trailer that provides critical sterile processing services during facility renovations, with a base year from 03/10/2025 to 03/09/2026 and four subsequent one-year option periods. The total contract value will maintain pricing from the previous contract, with a 4.87% inflation adjustment for option years.

The justification highlights the unique requirements for continuing with the existing STERIS trailer, including specialized infrastructure connections, water-tight seals, and staff familiarity with the current unit. The government determined that competitive procurement would require costly modifications and potential service disruptions, making STERIS the only viable vendor. The solicitation (36C24125Q0273) is restricted under FAR 13.5 Simplified Procedures for Commercial Items, with responses due by 10:00 AM EST on 3/10/2025, to be submitted via email to the contract specialist.

VHAPG Part 813.5 Simplified Acquisition Procedures for Certain Commercial Items Request for Sole Source Justification >SAT $7.5M under FAR13.5

DEPARTMENT OF VETERANS AFFAIRS

SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL ITEMS IN

ACCORDANCE WITH FAR 13.5

Acquisition Plan Action ID: 36C241 25 AP 21

Contracting Activity: Network Contracting Office 1, Regional Procurement Office East on Behalf of the Department of Veterans Affairs, VISN 1, West Haven VA Medical Center 950 Campbell Avenue West Haven, CT 06516 2770. Funding 689 25 2 7201 0022.

Nature and/or Description of the Action Being Processed: This action is a new, firm fixed, sole source requirement. The VA Connecticut Healthcare System, West Haven Campus has a need for continuation of services for a mobile sterile processing (SPS) unit onsite under contract GS 30F 022GA 36C24124F0087, to ensure the reliable, and continued operation of the medical center sterile processing service. The SPS department must be operational and fully functional to support current patient care needs. The rational for sole source is that an open competitive contract would bring in an entirely new physical trailer to the already built dock and passageway. Continuation rental of a mobile reprocessing unit (trailer) for a period of approximately 60 months is required while the existing sterile processing area is still under construction.

Period of Performance: (1) Base Year plus (4) Option Years Base Year: 03/10/2025 – 03/09/2026 Option Year 1: 03/10/2026 – 03/09/2027 Option Year 2: 03/10/2027 – 03/09/2028 Option Year 3: 03/10/2028 – 03/09/2029 Option Year 4: 03/10/2029 – 03/09/2030

Description of Supplies/Services Required to Meet the Agency’s Needs: The STERIS Mobile SPS Trailer is a stand alone trailer system that provides a complete alternate Sterilization site for the facility. It contains both a dirty and clean processing space. It provides its own critical water, steam generation and isolation areas for proper processing. The current STERIS SPS mobile trailer unit has been a critical piece of the West Haven, CT medical center since 2020. This unit is self sufficient and allows SPS to maintain full operations when their main location is under renovations, repairs, or other equipment failures. The trailer unit has provided this critical redundancy on countless occasions at West Haven. Estimated Total Value including Base and All Option

Statutory Authority Permitting Restricted Competition:

FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106 1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): Only One Responsible Source (STERIS Corportation) can be utilized for continuing these services. The rational for sole source is that an open competitive contract would bring in an entirely new physical trailer to the already built dock and passageway. There would be an immediate cost to modify the existing trailer infrastructure to a new unit. Trailer entry & exit points would have to be reframed and sealed, all the utility connections would have to be studied and re connected. New electrical requirements would demand new conductors and switchgear. There is also the unique Sterile Space requirement of this trailer. The seals from the building egress to the trailer unit are tightly sealed. There has been continuous work to ensure this connection remains watertight. STERIS had added a large custom membrane to provide additional water protection. As any slight movement or finite changes occur, water penetration into this sterile space is expected. Keeping the existing unit in place will not jeopardize the water protection and air tight connection already established. The imminent cost in physically installing a new trailer unit would overshadow …the more beneficial choice in keeping the existing STERIS unit in place with a new contract. A new Trailer would incur hours and weeks of training for the SPS staff. The strength of the existing Steris trailer is that the SPS staff can transition to the Mobile Trailer unit at a moment’s notice. All of their equipment and protocols are in place to easily utilize the Steris Unit. Having to re train, modify, re stock and familiarize the SPS staff to a new unit would only jeopardize their ability to maintain Sterilization service for the entire Medical Facility. This directly affects everything from routine treatments to emergency surgeries.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: There is very limited competition available meeting the same criteria and performance as STERIS in these capabilities. As stated, a new vendor would also incur major site adjustments that would quickly elevate costs with no real benefit to the government in either cost or performance. West Haven’s FMS COR, Cornelius Finnegan IV researched alternate venders such as, Odulair, or Belimed that would not provide a feasible alternative with respects to time, cost, and most importantly, service support. Other alternate vendors present a 3rd party development of mobile units using equipment and parts sourced from several vendors. There is simply not enough available competition to match the continued performance of the STERIS mobile unit in place.

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The anticipated cost of this new lease will be considered fair and reasonable in comparison to previous proposed pricing from STERIS Corporation for the current lease ending on 03/09/2025 under contract number GS 30F 022GA 36C24124F0087. The base year of this new contract will be the same pricing for the previous year under the contract mentioned above and moving forward for each option year there will be 4.87% which is reasonable with inflation.
