About this file

This is a Questions and Answers document addressing inquiries regarding a federal solicitation for tent procurement.

The solicitation requires the Extreme Canopy X7 or an equal product. The salient characteristics that equal products must meet include: a 10 feet by 15 feet tent size in Hunter Green color; an adjustable frame height ranging from 8.8 feet to 10.8 feet with locking release pins, tiedown points, and screw-down footplates; tent fabric that is waterproof, fire resistant, ultraviolet resistant, and wind resistant; and a tent frame employing a 2.25-inch hexagonal leg profile. Regarding fire/flame-retardant certification standards such as CPAI-84, NFPA 701, or California Title 19, the document does not explicitly designate these as hard requirements; however, the fire-resistant fabric specification is mandatory.

Amendment 1 consolidates the Contract Line Item Numbers (CLINs) into CLIN 0001 for "Tent" and CLIN 0002 for "Cases" for pricing summary purposes, though all originally specified components remain fully required. Offerors must include the cost of all required components within the unit price for CLIN 0001 as an all-inclusive kit price. The solicitation is designated as Brand Name or Equal, permitting offerors to propose equivalent products that meet or exceed the specified dimensions, characteristics, and performance specifications.

Question Answer

“The solicitation calls for the Extreme Canopy X7 (or equal) on a few of the line items, but I don't see the salient characteristics spelled out anywhere, the specific things an "equal" product would need to match to be considered technically acceptable. Could you let me know what those are, or point me to a spec sheet if one exists?

In particular, I want to make sure I'm not missing anything on the fire/flame-retardant certification side (things like CPAI-84, NFPA 701, or California Title 19) — is that a hard requirement, or just nice to have?”

The frame (tent height) height will be adjustable from 8.8ft to 10.8ft, with tie-down points and screw down footplates.

The height adjustment will have locking release pins. The tent fabric will be waterproof, fire resistant, Ultra-Violate, and wind resistant. The tent fabric will be Hunter Green in color and the tent size will be 10ft x 15ft in size. The tent frame will employ a 2.25-inch hexagonal leg profile.

"Does Amendment 1 supersede the original materials list, and are equivalent products permitted?"
