L1 – INFORMATION TO OFFERORS

L1.0 Program Title and Objectives The objective is to obtain a broad range of Systems Engineering and Technical Assistance (SETA) Support Services for Program Executive Office Command, Control, and Communications – Tactical (PEO C3T), Project Manager, Mission Command (PM MC).

The offeror shall supply SETA support services across multiple engineering disciplines, logistics, business, acquisition, and administrative functions for all assigned programs, current and future.

The Government intends to award a Cost-Plus Fixed Fee / Cost Reimbursable contract. This contract will have one 12-month base period and four 12-month option periods.

The award will be made to the offeror whose proposal represents the best value in accordance with the evaluation criteria defined in Section M, Evaluation Factors for Award. The Government reserves the right to make no award at all.

L2.0 General Instructions

L2.0.1. This section of the Information to Offerors provides general guidance for preparing proposals as well as specific instructions on the format and content of the proposal. The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions. The offeror is required to perform all aspects of the Performance Work Statement (PWS), and Contract Data Requirements List (CDRL) if awarded the contract. Non-conformance with the instructions provided in this Information to Offerors may result in removal of the proposal from further evaluation.

L2.0.2. The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. Offerors shall assume that the Government has no prior knowledge of their capabilities and experience and will base its evaluation solely on the information presented in the offeror's proposal.

L2.0.3. Elaborate brochures or documentation, binding, detailed art-work, internet hyperlinks, or other embellishments are unnecessary and are not desired.

L2.0.4. The offeror shall make a clear statement in Volume I cover page that the proposal is valid for a minimum of 120 days from the proposal due date.

L2.0.5. In accordance with (IAW) FAR Subpart 4.8 (Government Contract Files), the Government will retain one digital copy of all unsuccessful proposals.

L2.0.6. Portions of the successful offeror’s proposal may be incorporated into the contract as an attachment in Section J.

L2.1 General Information

L2.1.1. Point of Contact.

The contracting officer (KO) and the contract specialist (CS) are the sole points of contact for this procurement. Address any questions or concerns to the KO and CS. Written requests for clarification must be sent to the KO at the email address located in Section G.

L2.1.2. Debriefings.

The KO will notify unsuccessful offerors of the source selection decision in accordance with FAR 15.503. Upon such notification, unsuccessful offerors may request and receive a debriefing. Offerors desiring a debriefing must make their request in accordance with the requirements of FAR 15.505 or 15.506, as applicable. Excluded offerors are only entitled to one debriefing for each proposal.

L2.1.3. Discrepancies.

If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the KO in writing.

L2.1.4. Electronic Reference Documents.

All referenced documents for this solicitation are available on www.SAM.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

L2.1.5. Communications.

Exchanges of source selection information between Government and offerors will be controlled by the KO or CS. Evaluation notices and responses will be transmitted as emails and will be treated as source selection information. The subject line of the email shall be titled: “RFP HC1084-23-R-0003, Contractor Name, Source Selection Information See FAR 2.101 and 3.104.” Questions/comments are due no later than 10:00AM CT on May 08, 2023. Questions submitted after the deadline may not be answered. The email address for the KO and CS are contained in para L2.1.1, Point of Contact, above. Questions/comments will only be responded to if received in email and only when submitted on Attachment L1, Solicitation Questions and Answer Template in Section L.

No information concerning this solicitation or requests for clarification will be provided in response to offeror initiated telephone calls. All such requests must be made in writing and submitted as directed above. All questions/comments provided in a timely manner will be answered in writing and provided to all offerors. However, written inquiries may not be answered when requests are received by the Government points of contact after the original due date for receipt of questions as specified in this solicitation. The timeframe for submitting inquiries will not be extended as a result of an extension to the due date for the receipt of offers unless authorized by the KO.

L2.1.6. Award without Discussions.

The Government intends to award without discussions. Therefore, the offeror’s initial proposal should contain the offeror’s best approach/terms for technical, management, and price; however, despite this intent, the Government reserves the right to conduct discussions if the Source Selection Authority (SSA) determines they are necessary. If the SSA determines that discussions are necessary, a competitive range will be established. In the event issues pertaining to a proposed contract cannot be resolved to the SSA's satisfaction, the Government reserves the right to withdraw and cancel the solicitation. In such event, offerors will be notified in writing.

L2.1.7. Organizational and Consultant Conflict of Interest (OCCI).

Each offeror shall specifically identify in its proposal whether or not any potential or actual OCCI, as described in Federal Acquisition Regulation (FAR) Subpart 9.5, exists for this procurement. If the offeror believes that no OCCI exists, the OCCI response shall set forth sufficient details to support such a position. If an offeror believes that an actual or perceived OCCI does exist on this procurement, the offeror shall submit an OCCI plan with the proposal, explaining in detail how the OCCI will be mitigated and/or avoided.

L2.1.8. DD254, DoD Contract Security Classification Specification. Offerors must complete Block 6 of the attached DD254 with the appropriate information for their companies. Completed DD254’s must be submitted with proposals provided in Volume V. Security classification requirements must be met at time of award. If an offeror’s proposal does not meet security classifications at time of proposal submission and that offeror is the apparent awardee, the Government reserves the right to contact that offeror prior to award to ensure security classification requirements are met. If the offeror/apparent awardee cannot meet the security classification requirements at that time, then the offeror will no longer be considered for award.

L2.2. Organization/Number of Copies/Page Limits.

The offeror shall prepare the proposal as set forth in the Proposal Organization Table (Table L1 below). The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified in Table 1. The contents of each proposal volume are described in the information to offerors paragraph as noted in the table below.

L2.2.1. Page Limitations.

Page limitations shall be treated as maximums. If exceeded, the excess pages will not be read or considered in the evaluation of the proposal. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of the proposal. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this solicitation. Each page shall be counted except blank pages, cover pages, tables of contents, glossaries or those identified in Table L1, Proposal Organization, as having no limit.

L2.2.2. Page Size and Format.

L2.2.2.1. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches, not including foldouts. Pages shall be 1.0 - line spacing. Except for the reproduced sections of the solicitation document, the text size shall be no less than 10 point Ariel, Times New Roman, or Courier New font for all text. The technical volume of the proposal shall be submitted as both an MS Word 2007 or newer file and as an Adobe PDF document. Use at least 1 inch margins on the top and bottom and ¾-inch side margins. Pages shall be numbered sequentially by volume. These limitations shall apply to both electronic and hard copy proposals. It is the sole responsibility of the Offeror to ensure that the electronic files submitted are virus free and can be opened and read by the Government. Proposal submissions shall not be locked, encrypted, or otherwise contain barriers to opening. The Government is under no obligation to seek clarification regarding electronic proposal submissions if submissions cannot be opened or accessed.

L2.2.2.2. Legible tables, charts, graphs and figures shall be used wherever practical to depict organizations, systems and layout, implementation schedules, plans, etc. These displays shall be uncomplicated, legible, and shall not exceed 11 by 17 inches in size. Foldout pages shall fold entirely within the volume, and count as a single page. Foldout pages may only be used for large tables, charts, graphs, diagrams and schematics not for pages of text. For tables, charts, graphs and figures, the text shall be no smaller than 10 point Ariel, Times New Roman, or Courier New font for all text included in a table. These limitations shall apply to both electronic and hard copy proposals.

L2.2.3. Cost or Pricing Information All cost or pricing information shall be addressed ONLY in the Cost/Price Proposal Volumes. Cost tradeoff information, workhour estimates, and material kinds and quantities may be used in other volumes only as appropriate for presenting rationale for alternatives or design and tradeoff decisions.

L2.2.4. Cross-Referencing To the greatest extent possible, each volume shall be written on a standalone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity

L2.2.5. Cross Reference Matrix. The offeror shall prepare a Cross Reference Matrix cross referencing all RFP requirements to the location of the offeror’s responses in their proposal. The Cross Reference Matrix provides reference information but is not evaluated. The offeror’s format is acceptable.

L2.2.6. Indexing.

Each volume shall contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing shall be used to identify sections.

L2.2.7. Glossary of Abbreviations and Acronyms.

Each volume shall contain a glossary of all abbreviations and acronyms used, and with an explanation for each.

L2.3. Electronic Offers.

Submitting proposals via email: In order to respond to this solicitation, the offeror shall email a copy of its proposal to the KO and CS not later than the time and date specified in this solicitation. In accordance with FAR 52.215-1, Instructions to Offerors, the offeror's proposal submission will be considered complete when all volumes are received.

L2.4. Distribution.

Proposals shall be addressed to the KO and shall include a copy to the CS at the following email addresses: kevin.l.poore.civ@mail.mil and nina.v.smith5.civ@mail.mil. Proposals must be received in the KO’s and CS’ inbox before the deadline specified on Standard Form (SF) 33 block 9 in Central Time in order to be considered timely.

L3.0. Volume I Executive Summary.

In the executive summary volume, the offeror shall provide the following information:

L3.1. Narrative Summary.

The narrative summary of the entire proposal should be concise, to include addressing the significant risks, and highlighting any key or unique features, excluding cost/price. The salient features should tie in with Section M evaluation factors/subfactors. Any summary material presented here shall not be considered as meeting the requirements for any portions of other volumes of the proposal.

L3.2. Table of Contents.

Include a master table of contents of the entire proposal.

L4.0. Volume II – Technical/Management Volume.

L4.1. General.

The Technical/Management Volume should be specific and complete. Responses will be evaluated against the technical/management subfactors defined in Section M, Evaluation Factors for Award. Using the instructions provided below, provide as specifically as possible the actual methodology to be used for accomplishing/satisfying these subfactors. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation.

L4.2. Format and Specific Content.

Offerors shall provide a detailed approach demonstrating their knowledge and understanding of the PWS requirements for each of the following subfactors.

(1) Subfactor 1 - Task Execution Approach

(2) Subfactor 2 - Management Approach

(3) Subfactor 3 – Transition Plan

Proposals shall indicate the offeror’s approach to meeting or exceeding the Government’s requirements.

Offerors that parrot back the requirements of the RFP and/or PWS, without providing a specific approach, may be rated as technically unacceptable and ineligible for award.

L4.2.1. Technical/Management.

In the Technical/Management volume, address the proposed approach to meeting or exceeding the minimum performance or capability requirements of each technical/management subfactor, as well as the risks in the proposed approach in terms of technical/performance, cost, and/or schedule.

L4.2.2. Volume Organization.

The Technical/Management volume shall be organized according to the following general outline:

L5.0. Volume III - Small Business Participation Factor.

L.5.1 General: Submissions for this volume are indicated below.

L.5.2.1 Subfactor 1: Small Business Participation Plan

A Small Business Participation Plan template is provided in Attachment L4. The document is for guidance but is not mandatory for use by Offerors.

All Offerors (both large and small businesses) will be evaluated on the level of proposed participation of U.S. small businesses in the performance of this acquisition. The Government will assess if small business participation meets the Minimum Quantitative Requirements (MQRs) of this requirement as identified in the paragraphs below. The Small Business Participation Plan is an actual commitment document that addresses the extent of small business utilization in the performance of a contract as outlined in DFARS 215.304(c)(i). The Small Business Participation Plan specifies the details of how the Offeror will maximize the utilization of small businesses within this acquisition. The Offeror shall articulate how small businesses will participate through performance as a small business Prime Offeror and/or ‘first tier’ small business subcontracting only. Second and third tier small business subcontractors will NOT be considered towards the total small business participation percentage in this factor.

All Offerors, including those who are DoD Comprehensive Test Program participants, shall submit a Small Business Participation Plan as a part of their proposal. The final Small Business Participation Plan and the Minimum Quantitative Requirements (MQRs) will be incorporated into Section J of the awarded contract and monitored as a measure of contract compliance and execution and results of it may be used in Contractor Performance Assessment Reporting Systems (CPARS) assessments. The Small Business Participation Plan shall not reference the Subcontracting Plan or any other volume for information; all information required within the Small Business Participation Plan shall be contained within the tab for that element.

For the purposes of this Small Business Participation Plan, Offerors shall use their total proposed price for the “Total Contract Value” (TCV). That TCV shall be used when calculating percentages and dollars.

Offerors shall provide the following:

a. The total combined dollars and percentage of work to be performed by the prime contractor, any large business subcontractors, and any small business subcontractors.

Note: The Small Business Participation Plan measures the percentage of the TCV while the Subcontracting Plan measures the percentage of the subcontracted dollars. Small Business Offerors will be required to report achievements against their Small Business Participation Plan while “Other Than Small Business” Offerors will be required to report results against both sets of goals during contract execution.

b. The total percentage of participation to be performed by each small business category. The percentage of work performed by small businesses that qualify in multiple small business subcategories should be counted in each category. For example, if a company is a Women-Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB), the dollars subcontracted to that company should be counted for Small Business, WOSB and SDVOSB.

Detailed explanations must be provided when the percentages fall short of the Minimum Quantitative Requirements (MQRs) listed in the solicitation. The Government does not recognize zero percent as an acceptable proposed goal. However, if zero goals are proposed for small business or any subcategory, they shall be supported with a detailed explanation as to why the Offeror cannot utilize small business. If the Offeror does not submit a detailed rationale/explanation, the zero percentage may be deemed unacceptable. All percentages should use the TCV as a baseline. The Small Business Evaluation Board must be able to verify that each percentage is based on the TCV.

MQRs for this requirement are:

Small Business:25% of the total contract value;
Small Disadvantaged Business (SDB) to include 8(a):10% of the total contract value;
Women-Owned Small Business (WOSB):5% of the total contract value;
Historically Underutilized Business Zone (HUBZone) SB:5% of the total contract value;

Service-Disabled Veteran-Owned Small Business (SDVOSB): 5% of the total contract value.

c. List of principal services to be performed by small businesses. This list should include the specific task areas from the PWS and the complexity* (low, medium or high) that small businesses will perform for this specific requirement to include the dollars planned for each small business.

*Complexity: These are presented as guidelines only and should not be construed as replacing requirements in any other section of the solicitation to include labor category requirements.

Low: Does not require technical expertise. May not require employee to have a college degree, may require direct supervision and/or requires less than five years of related experience. Examples: SharePoint Support, Project Management, Non-technical support, acquiring products or ordering materials/SW/HW.

Medium: Requires technical expertise or knowledge. Does require employee to have a college degree, requires little direction or supervision, requires 5-10 years of related experience. Examples: IT Operations, Data Management, IT Support Services, Cybersecurity, Tier I and Tier II Help Desk Support, Program Management, DevSecOps, Operations & Sustainment of existing systems.

High: Requires significant technical expertise or knowledge. Does require employee to have a college degree or advanced degree, requires no direction or supervision, requires ten+ years of related experience. Examples: Engineering Support, Tier III Help Desk Support, Advanced IT Support Services, Systems Engineering work for new requirements, Innovation requirements/work.

List the extent of commitment to use such firms as either enforceable or unenforceable (enforceable arrangements demonstrate commitment vice unenforceable arrangements). Documentation regarding enforceable commitments must be provided. For example: signed teaming agreements, mentor protégés agreements, joint ventures, subcontracting or partnership letters of commitment(s), etc., may be included to support your commitment to small business utilization. Enforceable commitments must be specific to the subject requirement and include signatures by both parties.

d. Describe the specifics on how the Offeror’s firm intends to maximize the utilization of small businesses within this acquisition. What plans of action will the Offeror execute to ensure maximum participation for small business? The Offeror shall articulate how small businesses will participate through performance as a small business Prime Offeror and/or ‘first tier’ small business subcontracting only. Second and third tier small business subcontractors will not be considered towards the total small business participation percentage in this factor.

Note: The percentages and dollar values shall be achievable for the procurement for both the Participation Plan as well as the Subcontracting Plan. For “Other Than Small” Businesses only: The dollar values proposed for small business participation presented in the Small Business Participation Plan shall be consistent with the dollar values presented for small business participation in your Small Business Subcontracting Plan (see L.5.2.2).

L.5.2.2 Small Business Subcontracting Plan (Evaluated only for the apparent awardee immediately prior to award)

A Small Business Subcontracting Plan is also required to be submitted (FAR 52.219-9) for Other than U.S. Small Businesses ONLY (i.e., Large Businesses).

Separate from the Small Business Participation Plan, firms other than U.S. Small Business Offerors shall also submit a Subcontracting Plan meeting the requirements of FAR 52.219-9 and DFARS 252.219-7003 (or DFARS 252.219-7004 if the Offeror has a Comprehensive Subcontracting Plan). The plan, at a minimum shall address the elements set forth in FAR Clause 52-219-9(d)(1) through (15). Subcontracting Plans shall reflect and be consistent with the commitments offered in the Small Business Participation Plan.

Note: Subcontracting Plans will only be reviewed for acceptability for those Offeror(s) deemed to be the apparent awardee(s). If the apparent awardee’s Subcontracting Plan is not initially acceptable, the Contracting Officer may engage in clarifications in regard to the Subcontracting Plan and this shall not be deemed discussions.

L6.0. Volume IV - Cost/Price.

L6.1. General Instructions.

L6.1.1. Cost Reasonableness, Realism, and Completeness.

This section is to assist offerors in submitting cost or pricing data that is required to evaluate the reasonableness, completeness, realism, balance, and/or affordability of proposed cost. The Government will verify that all solicitation requirements have been priced, figures are correctly calculated, and prices are presented in a clear and useful format. Note that unrealistically low or high proposed costs, initially or subsequently, may be grounds for eliminating a proposal from competition either on the basis that the offeror does not understand the requirement or has submitted an unrealistic proposal. Additionally, unbalanced costs pose an unacceptable risk to the Government and may be a reason to reject an offeror’s proposal. Cost submissions should be sufficiently detailed to demonstrate their reasonableness and be adequate enough to support and sustain a DCAA audit.

L6.1.2. Estimating Techniques and Methods.

When responding to the Cost/Price Volume requirements in the solicitation, the offeror and associated subcontractors may use any generally accepted estimating technique, including contemporary estimating methods (such as Cost-to-Cost and Cost-to-Non-Cost Estimating Relationships, commercially available parametric cost models, in-house developed parametric cost models, etc.), to develop their estimates. If necessary, reasonable and supportable allocation techniques may be used to spread hours and/or costs to lower levels of the Work Breakdown Structure (WBS).

L6.1.3. Cost/Price Information.

Information beyond that required by this instruction shall not be submitted, unless considered essential to document or support the cost/price position. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Cost/Price Volume. Under no circumstances shall this information and documentation be included elsewhere in the proposal.

L6.1.4. Cost or Pricing Information Requirements.

In accordance with FAR 15.403-1(b) and 15.403-3(a), data other than certified cost or pricing data may be required to support cost reasonableness and cost realism. Information shall be provided in accordance with FAR 15.403-5. If, after receipt of proposals, the KO determines the required conditions of adequate competition do not exist that there is insufficient information available to determine price reasonableness and none of the exceptions in FAR 15.403-1 apply, the offeror may be required to certify its submitted cost or pricing data (see: FAR 15.406-2 -- Certificate of Current Cost or Pricing Data).

L6.2. Volume Organization.

The Cost/Price volume shall consist of the following sections:

SECTION 1 Table of Contents; summary descriptions of estimating, purchasing, and accounting systems; changes to estimating, accounting practices, or Cost Accounting Standards (CAS) Disclosure Statement.

SECTION 2 Cost or pricing information and supporting data, to include estimating methodology.

SECTION 3 Other information such as Government Furnished Property/Government Furnished Equipment (GFP/GFE), long lead costs, termination costs, development/production schedule, inflation rate summary and explanation, life cycle cost, and special tooling/test equipment.

L6.3. Estimating Methodology.

L6.3.1. Estimating System.

Provide a summary description of the standard estimating system or methods. The summary description shall cover separately each major cost element (e.g., Direct Material, Engineering Labor, Manufacturing Labor, Indirect Costs, Other Direct Costs, Overhead, G&A). Also, identify any deviations from the standard estimating procedures in preparing this proposal volume. Indicate whether the Government has approved your system and if so, provide evidence of such approval.

L6.3.2. Purchasing System.

Provide a summary description of the purchasing system or methods (e.g., how material requirements are determined, how sources are selected, when firm quotes are obtained, what provision is made to ensure quantity and other discounts). Also, identify any deviations from the standard procedures in preparing this proposal. Indicate whether the Government has approved your system and if so, provide evidence of such approval.

L6.3.3. Accounting System.

Indicate whether the Defense Contract Audit Agency (DCAA) has determined your accounting system to be adequate and if so, provide evidence of such determination.

L6.3.4. Explanation of Estimating Methods Used.

Explain the methodology used to estimate each cost element. As a minimum, provide the following information for each cost element. If a portion of the required information is not applicable for a particular cost element, so state.

L6.3.5. Labor Categories.

Offerors SHALL bid, for cost purposes, the labor hours reflected in the “PM MC Manpower Summary” excel document in Attachment L2. The Basis of Estimate (BOE) is based on a Full Time Equivalent (FTE) being equal to 1920 hours. This represents the most and highest level of FTEs that can be supported for this contract during the course of performance. Because this is the highlest tier labor mix that could be supported in performance of this contract, the Most Probable Cost determined as a result of the pricing from the BOE will be incorporated into the contract as a total ceiling price for the performance of the contract. The Offeror shall utilize the information in Attachment L2 – HC108423R0003 –PM MC Manpower Summary and the “LCAT Description” tab when determining requirements for each labor category. Realism adjustments for purposes of the total evaluated cost/price will only be made for the Cost Reimbursable CLINs.

The offeror must provide direct labor supporting documentation for the minimum education and minimum years of experience. The Government will evaluate the realism of proposed labor categories based on data that utilizes the minimum years of experience listed in column G of the PM MC Manpower Summary worksheet (Attachment L2) (Tab LCAT Description) for comparison.

L.6.4. Cost Proposal.

The total evaluated cost/price may include:

· Probable cost of anticipated performance and proposed fee, for cost-plus-fixed-fee work;

(1) Evaluation of options shall not obligate the Government to exercise such options.

(2) The offeror’s cost proposal will be evaluated, using one or more of the techniques defined in FAR 15.404, in order to determine if it is reasonable, realistic, and complete. Additionally, the Government reserves the right, but is not obligated, to review prices for realism. For additional information see FAR 31.201-3. Reasonableness is established through cost and price analysis techniques as described in FAR 15.404. For a price/cost proposal to be complete, all solicitation requirements must be priced, figures correctly calculated, and prices/costs presented in a clear and useful format.

(3) The Government will evaluate the realism of each offerors’ proposed costs. This will include an evaluation of the extent to which proposed costs are sufficient for the work to be performed, reflective of a clear understanding of the requirements, and consistent with the unique methods of performance and materials described in the offeror’s technical/management proposal (FAR 15.404-1(d)(1) and 2.101).

Offerors shall ensure cost proposal includes detailed information regarding the resources required to accomplish the task (e.g., labor categories, labor hours, number of employees for each labor category, rates, travel, incidental equipment, contract access fees, etc.) in accordance with the details in the CLIN Summary (ODCs and travel) and the PM MC Manpower Summary spreadsheet within Attachment L2. No exceptions allowed. The cost proposed spreadsheet shall be a separate document from the technical proposal. The offeror’s proposed estimated costs shall not be controlling for source selection purposes and may be adjusted for the total evaluated cost/price if the proposed estimated costs are determined to be unrealistic. IAW FAR 15.404-1(d)(2), the probable cost may differ from the proposed cost and reflects the Government’s best estimate of the cost of any contract that is most likely to result from the offeror’s proposal. The probable cost shall be used for purposes of evaluation to determine the best value. Again, the final most probable cost will be incorporated into the award as the ceiling cost for performance of the contract. Results of the realism analysis may be used in performance risk assessments and responsibility determinations.

(4) Due to the likely inability of any Offeror to accurately estimate travel and materials/Other Direct Costs (ODCs) associated with this equipment, the Government is providing plug numbers to be used by all Offerors when proposing travel and ODCs. Offerors are instructed to propose plug numbers for ODCs in the EXACT amounts. However, note the actual incurrence of the costs shall be authorized by the Contracting Officer Representative (COR) in writing prior to incurrence and travel and will be paid IAW FAR Part 31.205-46. No profit or fee will be authorized for travel or ODCs. Applicable burdens, e.g., General and Administrative (G&A), may apply to travel and ODCs IAW the contractor’s accounting practices.

The amounts for travel and ODCs shall be the EXACT amounts listed above.

A proposal that fails to bid the plug numbers EXACTLY as provided may be excluded from further consideration.

(5) A sanitized proposal is to be submitted. Sanitized cost proposals shall exclude all company proprietary or sensitive data. An unsanitized proposal is to be provided to the attention of the contract specialist identified in L2.4. Ensure the proposal includes detailed cost amounts of all resources required to accomplish the task (e.g., labor categories, labor hours, number of employees for each labor category, rates, travel, incidental equipment, etc.). The Offeror’s Unsanitized cost proposal shall include a cost build-up identifying all proposed cost elements (e.g., Direct Material, Direct Labor, Subcontractor Labor, Indirect rates, Overhead, G&A, Other Direct Costs, Fee, etc.). The proposal shall include sufficient detail and supporting cost information for each cost element.

i. For direct labor rates, the offeror shall provide screen shots of information such as payroll records, salary survey data, or other estimating techniques. Salary surveys, payroll data, or other estimating techniques for proposed direct labor must clearly identify the proposed direct labor rates. If using salary survey data, ensure the offeror provides the salary survey source, salary survey labor category title, salary survey labor category description, salary survey geographic location, and salary survey education/ experience (if required). If using payroll data or other estimating techniques, ensure personnel with equivalent technical expertise, level of education, and years of experience as required by the RFP are used. The offer shall provide traceability between payroll stubs/salary surveys/supporting data and unsanitized cost proposal (e.g. John Doe is listed as Network Engineer – Intermediate).

ii. For indirect rates, the offeror shall provide their basis of estimate. The preferred method for providing support detail is through the submission of a Forward Pricing Rate Agreement (FPRA) or Forward Pricing Rate Recommendation (FPRR). Absent of FPRA/FPRR, the offeror shall provide Forward Pricing Rates Proposal (FPRP) or approved provisional billing rate letter along with the historical trend for the past three years. If FPRP or approved provisional billing rates do not exist, provide the submission of proposed rate calculations (including detailed pools & bases) and basis of all calculations (e.g. accounts breakdowns, trends, and budgetary data). The basis shall include, at a minimum, three years of historical trend data for each aspect of applicable indirect rates to the Government. If three years of historical data is not available, a justification shall be provided as part of the price proposal;

iii. The offeror shall provide a Defense Contract Audit Agency (DCAA) approved letter of an approved accounting system (if relationship is a cost-reimbursable basis) or, alternatively, a description of the current accounting system in place, including a description the system’s adequacy in determining costs applicable to the contract.

iv. The offeror shall provide their Defense Contract Management Agency (DCMA) and DCAA cognizant points of contact, as well as the offeror’s CAGE code;

v. If the offeror identifies subcontractors in their cost (or technical) proposals regardless of assigned workshare, IAW FAR 15.404-3(b), the prime contractor shall conduct appropriate cost or price analyses to establish the reasonableness of proposed subcontract prices and include the results of these Subcontractor analyses in the price proposal. The offeror shall identify the subcontractor relationship between the prime and subcontractor, and ensure subcontractor(s) provide the following information:

(1) Unsanitized Subcontractor cost proposal, to include a cost build-up identifying direct labor rates, all applicable indirect rates, and profit/fee. Subcontractor costs shall also be substantiated IAW the requirements detailed for prime contractor costs—as described in the paragraphs above. If needed, the subcontractor may submit its cost breakout directly to the Contract Specialist identified in the RFP.

(2) The Subcontractor shall also provide a DCAA-approved letter of an approved accounting system (if relationship is predicated on a cost-reimbursable basis)

(3) The Subcontractor shall provide their DCMA and DCAA cognizant points of contact, as well as the offeror’s CAGE code.

L7.0. Volume V –Contract Documentation.

L7.1. The purpose of this volume is to provide information to the Government for preparing the contract document and supporting file. The Offeror's proposal must include a signed copy of the solicitation and completion of Sections A through K.

L7.1.1. Section A-Solicitation/Contract Form.

Completion of blocks 15A/ B and16 and signature and date for blocks 17 and 18 of the Standard Form (SF) 33. Signature by the Offeror on the SF33 constitutes an offer, which the Government may accept. The "original" copy should be clearly marked under separate cover.

L7.1.2. Section B-Supplies or Services and Costs/Prices.

Completed pricing information in Section B of the RFP.

L7.1.3. Section F - Deliveries or Performance.

Proposed Delivery Schedule. The offeror shall propose the delivery schedule by completing the blanks in Section F of the RFP.

L7.2.3. Company/Division Address, Identifying Codes, and Applicable Designations.

Provide company/division's street address, county and facility code; CAGE code; DUNS code; TIN; size of business (large or small); and labor surplus area designation, if applicable. This same information must be provided if the work for this contract will be performed at any other locations. List all locations where work is to be performed and indicate whether such facility is a division, affiliate, or subcontractor, and the percentage of work to be performed at each location.

L7.2.4 Government Furnished Property (GFP).

The Government plans to provide the items listed in Attachment J-2 of the solicitation as GFP. If the offeror requires the use of Government furnished items other than those specified, the offeror shall provide a listing including quantity, federal stock number, nomenclature, date needed and duration of availability, rental value per FAR 45.1 and 45.2, reason for need, and cross reference to cost/price volume paragraphs which pertain to GFP. The offeror shall also provide the written authorization from the cognizant administrative KO, as applicable. The offeror shall supply this information in the format shown in Table L3.

L7.2.5. Mission Essential Services.

IAW DFARS 252.237-7024, the offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services as listed in attachment J-3 of the solicitation.

L8.0. Past Performance.

L8.1. General.

Past performance will be reviewed by the Contracting Officer as part of a responsibility determination and will not impact the technical evaluation. If overall past performance is found to be unacceptable, this may be cause for the offeror's proposal to be excluded from further evaluation. However, a prospective contractor shall not be determined responsible or non-responsible solely on the basis of a lack of relevant performance history.

Offerors are advised that the Government will use information found in the Contractor Performance Assessment Reporting System (CPARS) for each offeror when making a responsibility determination.

Attachment M1 - Government Data Points – PM MC SETA Realism

M1.0. SOURCE SELECTION

M1.1. General.

M1.1.1. Solicitation Requirements, Terms, and Conditions. Offerors are required to address all solicitation requirements, such as terms and conditions, representations and certifications, and technical/management requirements, in addition to those identified as factors or subfactors. Failure to comply with the terms and conditions of the solicitation may result in the offeror being ineligible for award.

M1.1.2. Basis for Contract Award.

This is a best value trade off source selection conducted in accordance with Federal Acquisition Regulation (FAR) 15.3, Source Selection, as supplemented by the Defense Federal Acquisition Regulation Supplement (DFARS), and the DISA Acquisition Regulation Supplement (DARS). These regulations are available electronically at http://www.ditco.disa.mil/hq/aqinfo.asp and http://farsite.hill.af.mil. The Government will select the best overall offeror, based on integrated assessment of the evaluation factors and subfactors described below.

M1.1.3. Evaluation.

The technical proposal should include all information the offeror wants the Government to consider and evaluate regarding the offeror’s ability to perform all required tasks and conform to all required terms and conditions. The best value determination will be based on the stated evaluation factors.

The Government intends to evaluate proposals and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions or seek clarifications if the Contracting Officer (KO) determines they are necessary. In the event issues pertaining to a proposed contract cannot be resolved to the KO’s satisfaction, the Government reserves the right to withdraw and cancel the proposed contract. In such event, offerors will be notified in writing. In the event a competitive range is established and the KO determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the KO may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition.

M1.1.4. Evaluation of Options.

The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the base period. The offeror shall submit pricing for the base period and all option periods, including option pricing for an additional six-month period that may be authorized IAW FAR 52.217-8. The pricing proposal should include a separate line item for the additional six-month period IAW FAR 52.217-8. These prices shall be identical to the proposed pricing in the six months prior to expiration of the base period, or the final option period, if option periods are present. The total evaluated price will consist of the contractor’s proposed price for the base period, all option periods, the option pricing for the additional six-month period, and surge pricing if requested. Evaluation of options shall not obligate the Government to exercise the option(s).

M1.1.5. Number of Contracts to be Awarded.

The Government intends to award up to one contract(s) for the Program Executive Office Command, Control, Communications – Tactical (PEO C3T), Project Manager Mission Command (PM MC) System Engineering and Technical Assistance (SETA) Services Support; however, the Government reserves the right to make no award at all.

M1.1.6. Rejection of Offers.

The Government may reject any proposal that takes exception to the terms of the solicitation.

M2.0. EVALUATION FACTORS

M2.1. Evaluation Factors and Subfactors.

(1) The following evaluation factors and subfactors will be used to evaluate each proposal.

Factor 1: Technical/Management

Factor 2: Small Business Participation

Factor 3: Cost/Price

(2) Relative Importance of Factors and Subfactors. The relative importance of each factor and subfactor is as follows: In order to be eligible for award, an Offeror must have an Acceptable rating under Factor 2: Small Business Participation. However, in the Best Value Trade-off, ONLY Factor 1: Technical/Management and Factor 3: Cost/Price will be considered. In the Best Value Trade-off, Factor 1: Technical/Management is more important than Factor 3: Cost/Price.

Offerors rated “Unacceptable” for any of the Subfactors under Factor 1 or Factor 2 will not be eligible for award.

M2.2. Technical/Management Factor.

The technical/management evaluation will be evaluated using the ratings listed in Table M1. Each Subfactor will be assigned a color rating according to Table M1. A color rating will not be rolled up nor assigned for the overall Factor 1: Technical/Management.
