The contractor is authorized to invoice monthly for actual costs incurred. All invoices shall be provided to the Contracting Officer’s Representative (COR) for review/certification prior to submission for payment. 2. Contract or Task Order Title. Project Manager Mission Command (PM MC) Systems Engineering and Technical
Assistance (SETA) Support Contract
3. Background. PM MC develops, deploys, and transitions into sustainment integrated mission command and situational awareness capabilities to the Army and joint forces. PM MC provides intuitive, adaptive mission command and situational awareness capabilities for the command post and platform that enable mission execution by commanders and leaders at all levels to be more effective, agile and decisive. PM MC delivers capabilities across the warfighting functions of movement and maneuver, command and control, fires, sustainment, protection, intelligence, and engagement. PM MC uses an agile and effective development process to achieve both near-term deliveries to current systems and longer-term development to enhance mission command capabilities. Presently PM
MC’s portfolio consists of four functional (management) divisions and five Product Management Offices, as follows:

3. Readiness Management Division (RMD)
4. Technical Management Division (TMD)
5. Mission Command Support Center (MCSC)
6. Product Manager Tactical Mission Command (TMC)

4. Objectives: The Contractor shall provide Systems Engineering and Technical Assistance (SETA) support to
Program Executive Office for Command, Control and Communications Tactical (PEO C3T), Project Manager
Mission Command (PM MC), for all assigned programs, current and future, in the areas of Technical/Engineering
Management, Logistics and Readiness Management, Business Management, and overall Program Management.
The Contractor shall provide support to all PM MC Divisions and Product Management Offices, as defined in the
Performance Work Statement (PWS).
5. Scope. The Contractor shall provide a broad range of activities and services in support of PM MC’s mission as defined in the Performance Requirements listed in Paragraph 6.
6. Performance Requirements.
6.1 Task 1 – Program Management Support
The Contractor shall support the following program management requirements.
6.1.1 Subtask 1 - Program Management.
The Contractor shall provide the technical and functional support required for the Program Management by this
Performance Work Statement (PWS) including personnel management, quality assurance, progress/status reporting, schedule development, integration, and status reporting, risk identification/handling/mitigation strategy, and program reviews. The Contractor shall provide the centralized administrative, clerical, documentation, and related functions needed to develop work products and demonstrate completion of activities required. The Contractor shall assign organize, plan, schedule, implement, control, analyze, and report on all elements of the contract. The contractor
Program Manager (PM) shall have resources and authority to ensure efficient and timely program execution and shall be the focal point within the contractor's activity for all required program tasks. The PM shall be the primary contact through which communications, work assignments, and technical directions flow between the Government and the
Contractor. The Government reserves the right to approve any personnel changes to those positions designated as key personnel. The contractor shall provide a list of resumes for review upon request of the Government for non-key personnel.
All contractor employees shall comply with the PEO C3T Manpower Information Retrieval and Reporting System
(MIRARS) reporting requirement. MIRARS is required to account for all personnel in the event of an emergency or catastrophic event. Each contractor employee is required to report his/her location by 0915 local time. The system is not a time and attendance system. All contractor employees shall continue to comply in the event the policy is updated.
The Contractor shall provide a Contract Management Plan (CMP) and control process that demonstrates management visibility and effective coordination from contract startup, through the cost-effective delivery of high-quality services, to transition and closeout. The Management Plan shall include all elements and processes the
Contractor will use for successful execution of this contract to include Transition-In, Startup, Schedule
Management, Subcontractor Management, Quality Control, Issue Escalation, Risk Management, Transition-Out, and
Closeout. The Contractor shall submit a Management Plan to the Contracting Officer (KO) and COR. The
Contractor shall submit this report No Later Than (NLT) the tenth (10th) business day of the month following the end of the reporting period, which shall be the last day of the previous month. The Government will have five (5) business days to review and request revisions or accept the report. (See CDRL B001).
6.1.2 Subtask 2 – Kickoff/Post Award Meeting - The Contractor shall host, plan and provide a Kickoff/Post award meeting within 15 calendar days of Award. The meeting shall incorporate the staffing and transition plan to include all operational areas of the services to be provided. The meeting can be in person, virtual or a hybrid to include key
Contractor personnel, COR and the Contracting Team. The Contractor shall be responsible for providing a schedule and agenda to be planned and discussed after award supporting CDRL B005, “Meeting Agenda – Kickoff Meeting.”
The Contractor shall be responsible for providing and distributing a meeting report, IAW CDRL B006, “Report, Record of Meeting Minutes” for the Kickoff/Post Award
6.1.3 Subtask 3 – Management Reports – The Contractor shall provide a monthly performance report that covers all operational areas. The Contractor’s Progress and Status Report (CDRL B002) shall contain, at a minimum, an overall schedule, the status of funding, accomplishments completed, any potential problems, any purchases or travel made in support of the contract and any lessons learned during the month and identification of key personnel and personnel reassignments including personnel to be added or removed from the contract. (See CDRL B002)
The contractor shall provide a monthly Contractor Funds Status Report (CFSR) and Funds and Man-Hour
Expenditure Report. The report shall be of sufficient detail to determine contract expenditures, burn rates, funding requirements, and to assess Contractor cost and schedule performance; utilizing the Government provided template, and it shall include:
1. A detailed spreadsheet containing all Contractor (and Subcontractor) costs incurred, including invoiced amounts and outstanding commitments by month and cumulatively.
2. A baseline spend plan that reflects the amounts agreed to in the contract.
3. A current spend plan that reflects changes in costs and/or schedule.
4. A summary page that shall include Operational Area, CLIN, Labor Expense, Material Expense, Other
Direct Costs (ODC), Travel Costs, Fees, and an Estimate to Complete for each category. This information shall be provided by month, for the current reporting period and cumulatively for the period of performance, including options if exercised.
Man-hour expenditures shall be reported for all Contractor and Subcontractor employees who directly bill the contract. Cost reports shall be sufficiently detailed to enable the Government to determine whether costs incurred are reasonable relative to work completed. The reporting shall include the total quantity of hours billed by Contractor labor category, be cross-referenced to the Government provided labor category list, Attachment A “Labor
Categories,” and report labor costs associated with this expenditure. (See CDRL B003 and B004)
6.1.4 Subtask 4 – Program Management Review - The Contractor shall host a Program Management Review
(PMR) of all operational areas on a quarterly basis, either in person, or virtual, or provided as a paper brief. The first
PMR shall occur within three months of award. The PMR shall require the attendance of the contractor key personnel, technical personnel, COR and Contracting Team.
The PMR shall include, at a minimum, schedule and cost information, technical performance and associated metrics, program status (including staffing), logistics, engineering activities, information assurance, training, lessons learned, risks, and any issues with current performance. The Contractor shall be responsible for providing a pre-meeting package, CDRL B007, “Meeting Agenda/Quarterly Program Management Review.” The Contractor shall be responsible for providing and distributing a meeting report, CDRL B006, for the PMR.
6.1.5 Subtask 5 – Transition Out Plan - The Contractor shall deliver a Phase Out Transition-out Plan 120 calendar days prior to the end of the contract, or at an earlier time, if necessary and as directed. This plan shall provide detailed procedures to enable the incoming contractor to assume these services without interruption or degradation of service. The Contractor shall transfer all operational materials to the Government and to the incoming contractor including diagrams, user guides, technical topology and architecture, password lists, and programmatic information to ensure the outgoing transition does not degrade or interrupt performance. The
Contractor shall also describe in the Transition-out Plan the labor categories and labor hours in each category it will provide during the transition for an effective, seamless knowledge and responsibility transfer of operations. The
Contractor shall conduct a formal contract closeout process, including transition-out activities, to ensure continuity with the succeeding contractor. (See CDRL 008)
6.2 Task 2 – Mission Support
6.2.1 Subtask 1 – Engineering Support - Provide the technical and functional activities as required for
Engineering Support of all tasks specified within this PWS. The Contractor shall provide engineering, support to develop technical approaches, define and design architectures, and support ongoing PM MC Programs, fielded systems, future programs and systems, and externally fielded systems IAW DoDI 5000.88.
The Contractor shall be required to attend a variety of unclassified and classified meetings with the Government and other Contractors and may be required to generate technical reports and studies, or draft deliverable documents in support of PM MC’s requirements. The Contractor shall submit these reports IAW CDRL A001, “Technical
Reports-Study/Studies.”
For each meeting with the Government, the Contractor may be required to submit meeting minutes and notes (See
CDRL B006, “Report, Record of Meeting Minutes.”)
6.2.2 Subtask 2 – Research and Development Support - The Contractor shall perform a wide range of R&D support to position PM MC to create, integrate, and deliver technology-enabled products and collaborative solutions that fulfill the U.S. Army’s needs and that are compliant with program requirements and objectives, measures of performance (MOP) and measures of effectiveness (MOE), interoperability requirements, and similar Program-Wide responsibilities. The scope of this task includes evaluation and integration of needed technologies. In support of the
R&D task, the Contractor shall perform the following activities, including, but not limited to:
1. Conduct network system engineering analysis
2. Define and design architectures
3. Evaluate communications protocols and network performance supporting Data/Voice/Video/Telephony information exchanges
4. Execute and interpret traffic analysis
5. Analyze, design and develop network management systems/capabilities.
6. Analyze and develop Defensive Cyber Operations techniques.
7. Provide support for Cloud development.
8. Provide Data Engineering support
9. Provide commercial and military standards support
10. Provide support identifying and tracking technical risks
11. Analyze new and emerging technologies in hardware and software, and determine the applicability to PM
MC capabilities and systems
6.2.3 Subtask 3 – System Integration Support - The Contractor shall perform a wide range of system integration services to ensure the PM MC products meet program requirements and objectives, interoperability requirements, configuration management requirements, and similar Program-Wide responsibilities. In support of this task, the
Contractor shall perform the following activities, including, but not limited to:
1. Perform integration/interoperability configuration of Command, Control, Computers, Communications, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems into existing vehicles, systems and platforms.
2. Provide interoperability analysis and support including definition, analysis, testing and management of system interfaces, managing of communications protocols, data models and exchange methodologies, network dependencies, and multinational/coalition information exchange mechanisms and agreements.
3. Support design Integrated Product Teams (IPTs), providing written analyses and recommendations to address challenges.
4. Integrate system with hardware and/or communications platforms
5. Prepare system integration information to aid in New Equipment Training programs
6. Evaluate new technologies and perform systems engineering work to determine integration effort, viability, and capability gain
7. Perform lifecycle integration that involves customers in the design process and ensures the system developed is reliable, maintainable and operationally available throughout its life
8. Provide technical support related to reliability, maintainability, operational availability, and human factors engineering for assigned products
9. Assess Technology Readiness Levels (TRL)
6.2.4 Subtask 4 – Technical Documentation Support - The Contractor shall produce and update a wide range of engineering and technical documentation to ensure PM MC Products are accurately and appropriately documented in accordance with program requirements. In support of this task, the Contractor shall perform the following activities, including, but not limited to:
1. Support the development of systems engineering documentation System Engineering Plan (SEP), Software
Requirements Specifications (SRS), Software Version Description (SVD), Interface Control Documents
(ICD), Tactical Internet System Description Document (TISDD), Database Design Description (DBDD), Software Installation Descriptions (SID), Configuration Management (CM) etc.) IAW applicable DoD and
Army standards.
2. Support the development of an Information Support Plan (ISP); Net Ready Key Performance Parameter;
Critical Test Parameters; and Spectrum Supportability Risk Assessment, including DD Form 1494a.
3. Support the development of systems architecture documentation (All Viewpoint (AV), Capability
Viewpoint (CV), Data and Information Viewpoint (DIV), Operational Viewpoints (OV), Services
Viewpoint (SvcV) Systems Viewpoint (SV), and Standards View Point (STDV)).
4. Provide written evaluations of system concepts, system designs, and system support program proposals with the goal of recommending actions for optimizing system performance to include evaluations of technical and product performance.
5. Provide support and technical expertise for administering and preparing documentation for PM Mission
Command’s Configuration Control Board (CCB) process, Systems Engineering IPT, and Data Management
Interoperability Group and any supporting working groups.
6. Manage and maintain data and information exchange standards and specifications, as they become necessary to support Army interoperability Data Dissemination Service (DDS) DDS Advertisement and
Publication Profiles (DAPP), DDS Subscription Profiles (DSPs), Unified Specification for Army Battle
Command System (ABCS) Symbology (USAS), United States Message Text Format (USMTF), Variable
Message Format (VMF), and Army Interoperability Certification (AIC) Universal Mission Threads etc.).
7. Provide support for meetings, working groups and briefings to include development and maintenance of action item tracking system for Technical Reviews, Command Reviews, and Quarterly Reviews, Technical
Test and Initial Operational Test and Evaluation (IOT&E) recommendations.
8. Provide technical support for conferences, review task related documents, and develop task related technical papers.
9. Provide technical and operational support in the development of operational requirements documents.
10. Support development of programmatic documentation and briefing materials in support of program reviews and participate in program reviews.
11. Provide technical input to acquisition documentation such as the Acquisition Strategy (AS) and Simplified
Acquisition Management Plan (SAMP), test and evaluation (T&E) plans such as the T&E Master Plan
(TEMP), T&E Strategy (TES) and individual test plans and procedures and provide technical input to the
Lifecycle Sustainment Plan (LCSP).
12. Provide configuration design documents; develop test architecture, plans, procedures, and system validation criteria in support of field tests to validate network configurations and support functional interoperability testing and other exercises, to include Army Interoperability Certification (AIC) at the
Central Technical Support Facility (CTSF) at Ft Hood.
6.2.5 Subtask 5– Software/Hardware Systems Engineering - The Contractor shall perform a wide range of software/hardware systems engineering services to ensure PM MC Products are compliant with program requirements and objectives, interoperability requirements, configuration management requirements, and similar
Program-Wide responsibilities. In support of this task, the Contractor shall perform the following activities, including, but not limited to:
1. Provide necessary engineering support for all systems that fall under the PM MC portfolio (Software, Hardware, Command Post and mounted).
2. Evaluate software and hardware versions and updates in terms of capability, network and initialization impacts (ports and protocols, Light Weight Director Access Protocol (LDAP), LDAP Data Interchange
Format (LDIF), Unit Task Organization (UTO), Master Unit List (MUL), Joint Master Unit List (JMUL)
3. Include design changes and transition of equipment that may be required because of changes to system configuration requirements and/or equipment upgrades and obsolescence.
4. Provide Capability Set Development and/or Common Operating Environment (COE) support to include answering data calls, architecture and thread development, and aligning software schedules across numerous Army activities and events support (e.g. United States Army Pacific Command (USARPAC), Warfighter Exercise (WFX), Integrated Tactical Network (ITN), etc.), to include answering data calls and development of Mission Threads and Software schedules.
5. Review existing product baselines for completeness, consistency, and relevance to current operational requirements. Ensure that relevant architecture products align to the product baselines. Ensure that new requirements are incorporated into the applicable baseline.
6. Provide functional analysis and allocation support, including decomposition to Lower- Level functions, allocation of performance and other limiting requirements to all functional levels, definition and refinement of internal and external functional interfaces, and definition/integration of functional architectures.
7. Provide systems analysis and control support, including trade off studies, architecture and infrastructure simplification, software/hardware integration and consolidation, effectiveness analysis, risk management, configuration management, interface management, data management and performance measurement.
8. Apply technical expertise to assess emerging technology standards and advancements to develop design solutions in compliance with Collapse Architecture, Modular Open Systems Approach (MOSA), C5ISR/Electronic Warfare (EW) Modular Open Suite of Standards (CMOSS), Common Operating
Environment (COE), and Battlefield Functional Area mission requirements.
9. Manage PM Mission Command’s software licensing process. This includes reviewing current requirements, establishing an automated system and related processes to manage these licenses, and providing the PM MC with options to streamline the software license management process.
10. Provide certified Software developers or software engineers who understand the Agile software development framework and methodologies and who can develop and review software source code written in common commercial programing and scripting languages to include but not be limited to C, C++, Java, Java Script, Python, Power Shell and Hypertext Preprocessor (PHP.
11. Use systems engineering expertise to develop solutions to challenges caused by technology insertion and new product integration.
12. Provide reliability, maintainability, operational availability and human factors engineering support for PM
MC’s products.
13. Conduct architectural studies/analyses to determine security, integration and interoperability requirements of present and future interrelating telecommunications/automation systems in joint collaboration with adjacent project and program managers.
14. Conduct performance/feasibility analysis of a specific concept or technique to include the application of techniques and the modeling of established design and performance characteristics.
15. Provide systems engineering support to include automated techniques for the design or modification of existing equipment and systems.
16. Provide assistance in the preparation and development of requirements definition, preliminary planning and the evaluation of alternative technical approaches and costs.
17. Provide management and technical support for lab set up, management, maintenance and operations.
18. Use systems engineering expertise to develop solutions to challenges caused by technology insertion and new product integration.
19. Provide engineering design services to include mechanical, electrical, safety, logistic and manufacturing, system engineering and test.
20. Provide technical and architectural networking support to analyze PM MC Data and traffic flow to include model development.
21. Provide global satellite beam coverage analysis and link budgets.
22. Design Interface solution with Readiness Division.
23. Use systems engineering expertise to support Data Fabric, deployment of Cloud based solutions and associated networking and storage solutions.
6.2.6 Subtask 6 – Test and Evaluation - The Contractor shall perform a wide range of test and evaluation services to verify and validate that PM MC Products are compliant with program requirements and objectives, interoperability requirements, configuration management requirements, and similar Program-Wide responsibilities.
In support of this task, the Contractor shall perform the following activities including, but not limited to:
1. Plan for and participate in, testing and events involving program systems.
2. Develop test strategies in collaboration with U.S. Army Test and Evaluation Command that are based on
DoDI 5000.02; AR 73-1; DoDI 5000.89; and Director, Operational Test and Evaluation policies.
3. Assist in acceptance testing, confidence testing, problem troubleshooting, field-testing and lab risk reduction testing.
4. Support various test events including at Aberdeen Proving Ground (APG), Central Technical Support
Facility (CTSF) (Ft Hood), Ft Sill, Ft Bliss and other locations as required (TDY if required).
5. Assist PEO C3T in the maintenance of CONUS test facilities including the System Integration and Test
Laboratory (SIL) at CTSF in Fort Hood, test labs/facilities at APG, MD, Ft. Sill, OK.
6. Provide test support and documentation as needed for all Joint Interoperability Test Command (JITC) certification and Army Interoperability Certification (AIC) testing.
7. Provide test support and documentation as needed for all Capability Set Development Testing, Developmental Testing (DT), Operational Testing (OT), Operational Assessments (OA) and Joint
Warfighter Assessments (JWA).
8. Provide support and documentation as needed for planned Joint, Allied/Coalition test experiments, demonstrations and War fighter exercises.
9. Assist in the development review and implementation of test plans, procedures and documentation to support various stages of testing for all initial and updated increments/releases and components of systems for a Material Release.
10. Translate system requirements into test cases.
11. Develop automated software test tools to drive the application, control the execution of tests and then analyze the results to compare actual and predicted outcomes.
12. Perform data reduction and analysis of data collected in system-of-systems test to inform root cause analysis and gain insights into system behavior and performance.
13. Provides technical support and test analysis for the trouble-shooting, debugging and research of Test
Incident Reports (TIRs) discussed at the Data Authentication Group (DAG) and resolved, and adjudicated at the Executive Scoring Committee (ESC).
14. Provide support to first article testing, independent verification and validation, simulation and modeling, system safety, quality assurance and training.
15. Assist in the planning and execution of coordinated test programs and the preparation of Test and
Evaluation Master Plans (TEMPs) and Test and Evaluation Strategies (TES).
16. Provide engineering support for test bed facilities.
17. Evaluate effectiveness of emerging cybersecurity technologies related to artificial intelligence (AI), deep learning, zero-trust model, blockchain, embedded hardware authentication, metadata tagging, cross domain solutions (CDS) and others
6.2.7 Subtask 7 – Exercises, Experiments, and Demonstrations Support - The Contractor shall provide support to both CONUS AND OCONUS military exercises and experiments. The Contractor shall provide technical coordination, requirements management, and all planning for conference attendance. The Contractor shall generate documentation, CDRL A001, to support these exercises, experiments, and demonstrations. The Contractor shall provide technical recommendations and deployment support for PM MC scheduled exercises, experiments, and experiments.
The Contractor shall provide an After Action Report IAW CDRL A001. Work in this area provides support to all
Mission Command systems in support of Army and Joint exercises, experiments, and demonstrations both at
Aberdeen Proving Ground Tactical Systems Integration Facility (TSIF), MD and at other locations, to include overseas locations.
6.2.8 Subtask 8 – Security Engineering/Cyber Security Support - The Contractor shall perform a wide range of security engineering and cybersecurity support activities to validate and ensure that PM MC Products are compliant with program/security requirements and applicable cybersecurity regulations, guidelines, and PEO C3T policies.
According to DoD guidelines security hierarchy will maintain appropriate level of certification in accordance with
DFARS Clause 252.239-7001 Information Assurance Contractor Training and Certification. In support of this task, the Contractor shall perform the following activities, including, but not limited to:
1. Assist in the design, development, test, and evaluation activities related to information assurance, security engineering, systems and network engineering.
2. Provide cybersecurity architecture support.
3. Provide cybersecurity support to certification and accreditation processes IAW DoD 8500.01, DoD
8510.01, AR 25-2 and NIST 800-37.
4. Provide cybersecurity support to security scans and other cybersecurity test events to include but not limited to Cooperative Vulnerability Penetration Assessment (CVPA).
5. Assist in development of cybersecurity policy supporting Risk Management Framework (RMF) system accreditation
6. Assist with continuous monitoring and accreditation tasks across PM MC family of systems.
7. Provide support to the periodic assessment of the quality of security controls implementation against performance indicators, such as: security incidents; government exercises; and operational evaluations.
8. Assist with Cross Domain Solution (CDS) tasks to include, but not limited to, test planning, message testing, training, and Site-Based Security Assessments (SBSA).
9. Perform Cross Domain technology security control assessments, provide CDS engineering support, and related activities, and provide export support for all PM Mission Command systems using Cross Domain
Solutions.
10. Review, analyze, evaluate, and report on the development and integration of cybersecurity related hardware and software technologies into PM Mission Command systems.
11. Support forensic analysis, incident investigation, damage assessments, coordination with the Defense
Computer Crimes Center (DC3) and other related organizations.
6.3 Task 3 – Product Support
The Contractor shall support the PM MC Product Managers, Product Support Managers and Readiness Management
Division in the development and implementation of product support strategies to ensure supportability is considered throughout the system life cycle through the optimization of the key performance outcomes of reliability, availability, maintainability, and reduction of total ownership costs. The Contractor shall support the planning, execution, and integration of all twelve integrated product support elements throughout the lifecycle of the systems and programs within the PM MC portfolio.
The Contractor shall review, advise, prepare, and provide comments to PM MC, when requested, on product support, fielding, training, maintenance, sustainment, and Life Cycle Cost related reports, documentation, change proposals and issues pertaining to Integrated Product Support (IPS) and Product Support Strategies, Public-Private
Partnerships (PPP), Performance Based Logistics (PBL), technical documentation, reliability and maintainability, Manpower and Personnel Integration (MANPRINT), training, provisioning, configuration management, obsolescence, supply chain risk management, Diminishing Manufacturing Sources and Materiel Shortages
(DMSMS), Environment, Safety, and Occupational Health, system safety engineering, and knowledge and database management.
The Contractor shall assist in the preparation and delivery of product support, fielding, training and sustainment related plans, papers, studies, and trade-off analyses by PM MC. The Contractor shall support the deployment, fielding and training of C5ISR capabilities through various methods including but not limited to DEVOPS, Capability Sets, ITN, and the Regionally Aligned Readiness and Modernization Model (ReARMM) to forces by PM
MC. Support also includes IPS products, services, and staff assistance for the Command and Control Intelligence, Surveillance, and Reconnaissance (C5ISR) programs, Communications and Electronics Command (CECOM), Tank
Automotive Command (TACOM), other US Army Major Commands, units designated for deployment, and
Training and Doctrine Command (TRADOC) Schools/Centers/Mission Command Training Centers (MCTC). This is intended to ensure the efficient coordination and execution of IPS and training programs, and to minimize overall logistics, training, and life cycle costs.
6.3.1 Subtask 1 – Fielding Coordination – The contractor shall coordinate and manage the entire PM MC portfolio of systems regarding Total Package Fielding, New Equipment Training, Delta or Retouch Training, spares distribution, capability upgrades, modernization, and obsolescence or DMSMS mitigation. The Contractor shall coordinate and Produce the Materiel Fielding Agreement (MFA), Materiel Fielding Plan (MFP) Memorandum of
Notification (MON) and New Materiel Introductory Brief (NMIB), Materiel Transfer Plans (MTP) and other subsequent agreements, such as Memorandums of Understanding and Agreement (MOU/MOA) from fielding coordination meetings. The contractor shall assist in validating HQDA approved Modified Table of Equipment
(MTOE), Table of Distribution and Allowances (TDA) or Common Tables of Allowances (CTA) authorizations and preparing, coordinating, revising, approving, and implementing the plans or schedules for deployment, fielding, or distribution of C5ISR equipment IAW those authorizations. Contractors are located at multiple Government sites
(CONUS and/or OCONUS locations). Contractors shall coordinate with fielding personnel to support the Army
National Guard, Reserves, Coalition partners, and Foreign Military Sales (FMS).
6.3.2 Subtask 2 – Warehouse / Integration Facility Support - The Contractor shall develop and maintain a
Supply Support function to coordinate and facilitate the efficient receipt, inventory tracking, fielding, shipping and movement of PM MC and PEO C3T programs’ Government Furnished Equipment (GFE), test and other equipment/supplies in accordance with the designated systems of record. In support of this task, the Contractor shall perform the following activities that include, but are not limited to:
1. Coordinate equipment sent to Army Depots and other Government and Contractor facilities.
2. Manage commercial carrier transportation service(s)/accounts (e.g. FEDEX, etc.) and maintain monthly tracking reports that as a minimum, documents the shipping date, waybill number, destination, related program/project, requester name, shipping cost and shipping contents.
3. In support of fielding and training, the Contractor shall provide support of limited fabrication and manufacturing of equipment such as boot walls, cable assemblies, shelves, racks, mounts, brackets, etc., required to meet the Government requirements.
4. Performs physical task of transporting or storing material or merchandise.
5. Manually loading or unloading trucks, or other transporting devices; unpacking shelving or placing items in proper storage locations.
6. Use, forklift hand trucks and other assigned material handling equipment.
7. Verify materials or merchandise against receiving documents, noting and reporting discrepancies.
8. Conduct cataloging (Expendability, Recoverability, Reparability Category (ERRC) codes.
9. Apply expertise in warehousing operations and property management, to include Receive, Store, Manage inventory, Transfer, Issue, Redistribute, Dispose of assets (installation property, hardware, software, spare parts, incidentals).
10. Determine packaging requirements.
11. Conduct container reutilization.
The contractor shall perform these tasks at multiple locations including, but not limited to, the government owned and operated buildings such as the Mission Command Integration Facility (MCIF) at APG, commercially leased warehouses, Army Depots, unit designated fielding sites, and PM MC designated testing or exercise sites. During performance of this requirement, the contractor may be required to lease commercial warehouse space.
6.3.3 Subtask 3 – Integrated Product Support (IPS) / Maintenance Engineering Support -
Integrated Product Support (IPS) covers all aspects of life-cycle support and is comprised of the following elements:
design interface, sustaining engineering; supply support; maintenance planning and management; Packaging, Handling, Storage and Transportation (PHS&T); technical data; support equipment; training and training support;
manpower and personnel; facilities and infrastructure; Information Technology (IT) Systems Continuous Support;
and product support management.
The Contractor shall provide product support and maintenance engineering support to include the assessment of current supportability status of PM MC and PEO C3T programs, and identification of necessary actions/priorities, evaluations, and recommendations, to ensure system supportability throughout its life cycle. This includes, but is not limited to:
1. Support IPTs Providing analyses and recommendations in support of Integrated Product Teams
2. Support test sites for PM MC and PEO C3T programs’ equipment
3. Develop Performance Based Product Support Strategies (PBPSS).
4. Develop and manage the Product Support Strategy (PSS) in the Life Cycle Sustainment Plan (LCSP)
5. Conduct an Analysis of Product Support Alternatives.
6. Participate in market investigation (MI) for commercial items and Non-Developmental Items (NDIs).
7. Recommend support concepts to the PdM and PSM.
8. Identify the short-term and long-term needs for technical data, computer software (including source code), computer software documentation, commercial computer software licenses, and the associated license rights to use that data for the government’s intended purposes in the intellectual property strategy.
9. Conduct and document Life Cycle Costs Analyses
10. Develop support strategies that utilize, Predictive Maintenance, Condition Based Maintenance Plus
(CBM+), Diagnostics, Prognostics, and Health Management, and/or Reliability Centered Maintenance
(RCM).
11. Conduct and document Failure Modes Effects and Criticality Analysis (FMECA)
12. Conduct and document Level of Repair Analysis (LORA)
13. Assist with the development and staffing of Depot Source of Repair (DSOR), Core Logistics Assessments
(CLA) and Core Depot Assessments (CDA) to ensure compliance with Title 10 50/50 rule for establishing organic Industrial Base capability
14. Assist with the development and management of Public Private Partnerships (PPP).
15. Develop and update the System MANPRINT Management Plan
16. Apply Quality Management controls to ensure sustainment of product capability.
17. Conduct Provisioning analysis and develop and staff provisioning technical documentation
18. Perform reliability, availability, and maintainability cost (RAM-C) analyses to establish the system's reliability baseline, model reliability growth, and assess the system's ability to meet supportability key performance parameters (KPP) and key system attributes (KSA)
19. Support root cause analyses of in-service problems such as operational hazards, corrosion effects, reliability degradation, maintainability trend, operational usage profile change analyses, and special considerations for software engineering.
20. Manage maintenance execution to include routine vs. battle-damaged repairs.
21. Manage system modifications to maintain operational capability.
22. Plan and manage Diminishing Manufacturing Sources and Material Shortages (DMSMS) mitigation to include parts obsolescence, technology refresh, technology insertion, and Supply Chain Risk Management
(SCRM).
23. Plan and manage Service Life Extension Programs (SLEP).
24. Forecast demands and Readiness Sparing to procure repairable, repair parts, and consumables.
25. Assist with Managing Classes of Supply, such as Class II, Class VII, and Class IX including coordinating
Army working capital fund (AWCF) requirements with the servicing life cycle management commands
(LCMCs).
26. Develop and manage the Depot Maintenance Support Plan (DMSP).
27. Develop and manage the Depot Replaced System Sustainment Plan (RSSP) (MDAP only).
28. Develop and manage the Depot System Demilitarization (DEMIL) and Disposal Plan.
29. Develop and manage the Depot Preservation and Storage of Unique Tooling (MDAP only).
30. Develop and manage the Depot Materiel Fielding Plan (MFP).
31. Develop and manage the Depot New Equipment Training (NET) Plan.
32. Develop and manage the Materiel Release plan and supporting Material Release documentation package.
33. Develop and manage the Depot Postproduction Support Plan.
34. Develop and manage the Depot Item Unique Identification Plan.
35. Develop and manage the Depot ICS to Objective Support Concept Transition Plan.
36. Develop and manage the Transition to Sustainment Plan.
37. Manage deficiency reporting.
38. Conduct Post-fielding support analysis (PFSA).
39. Plan and manage Retirement, Reclamation, Demilitarization, Disposal, and Material Disposition
