About this file

This document contains a question matrix and answers related to a draft pre-solicitation for Defense Collaboration Services support. The pre-solicitation is seeking proposals for an IDIQ contract to provide engineering, software development, and software integration support for an enterprise collaborative services program serving 500,000 customers. Key requirements include maintaining open source software, conducting cybersecurity assessments, and expertly supporting the program's security posture within the Risk Management Framework. The initial task order will provide foundation and maintenance support. The ceiling for the single-award IDIQ is $49.5 million over five years of ordering. Proposals are due within approximately 30 days of posting the final RFP to the FBO system. The question matrix contains clarifications to the draft documents such as confirmation of period of performance and pricing sheet details.

1RFP82Section L - Instructions, Conditions and Notices to BiddersL.2.2 Proposal Organization – Staffing Summary Spreadsheet82Can the Government confirm whether there is a page limit for the Staffing Summary Spreadsheet (TAB D); and, if so, the specific page limit?Government changed "Price Summary Spreadsheet " from 12 pages to No Limit.
2RFP; TO1, TO2 and IDIQ PWS'sRFP: 89; 100;Section L - Instructions, Conditions and Notices to Bidders;
Section M - Evaluation Factors for AwardL.4.2.2.3.1.2 Criteria 2;
M.2.1.3.2 Criteria 2 ; IDIQ PWS; TO 0001 PWS; TO 0002 PWSPWS's: 0General Questions: The pass/fail requirement, and related PWS specifications, that require the Offeror "to provide a current and active Capability Maturity Model Integration (CMMI) Services (CMMI-SVC) Level 3 certification and Capability Maturity Model Integration (CMMI) Development (CMMI-DEV) Level 3 certification by the Prime at time of proposal submission" -- unncessarily restrict competition and are inconsistent with the Sources Sought, Pre-Solicitation Notice, and RFP FBO synopses that required the contractor to use "the Capability Maturity Model Integration (CMMI) Level 3 (Services or Development) or ISO 9001 Certification." As shown by the Quick Reference Guides for CMMI-DEV and CMMI-SVC that are available on the CMMI website, there is considerable overlap between the requirements of CMMI Level 3 Services and CMMI Level 3 Development. Also, ISO 9001 is a widely recognized substitute for CMMI Level 3 Services, and contains more rigorous requirements than CMMI Services Level 3. Will the Government revise the Solicitation so that offerors can either: provide any one of the three certifications listed in the FBO synopses (i.e., CMMI Level 3 Services, or CMMI Level 3 Development, or ISO 9001); or, alternatively, CMMI-Development Level 3 certification and either CMMI Level 3 Services or ISO 9001 certification? If the Government's answer is "no," can the Government explain why neither of the alternatives in our question will meet the Government's minimum requirements.No, the government will not revise the solicitation to allow CMMI-DEV L3, CMMI-SVC L3, or ISO 9001. “CMMI-DEV is used to improve engineering and development processes in an organization that develops products. CMMI-SVC is used to improve management and service delivery processes in an organization that develops, manages, and delivers services.[1]” As the DCS PMO, moves further towards DevSecOps, we are seeking contract firms that are appraised as CMMI-DEV L3 and CMMI-SVC L3 to ensure that the offeror has mature processes to provide efficient development of software products for an enterprise service and management of an enterprise service.
3RFP91Section L - Instructions, Conditions and Notices to Bidders / L.4.0 Volume II - Technical ProposalL.4.2.2.4 Part E– Offeror Schedule of Service Summary Spreadsheet91We believe the government is requesting an LOE summary in terms of LCATS and # of FTEs associated with each LCAT for: (1) ID/IQ PMO support, (2) TO1 (per CLIN), and (3) TO2 (per CLIN). While the information provided under Part E, Volume II needs to be consistent with information provided in Volume III, the three attachments (4, 13, and 15) contain pricing information that seems to be for Volume III only. Can the Government clarify and provide separate template for Volume II part E if there is a standard template it wants Offerors to use.1. See revised Section L.4.2.2.4 Part E. 2. For Volume II Sewction E "Letters of Intent" there is no standard template provided. However, signatures from the proposed personnel are required.
4RFP91Section L - Instructions, Conditions and Notices to BiddersL.4.2.2.4 Part E– Offeror Schedule of Service Summary Spreadsheet91In the subsection describing the requirements for Volume II - Technical Proposal -- L.4.2.2 specifies that the Volume should be organized into six Tabs: A-F. However, Section L.4.2.2.3 TAB C - Technical Evaluation (pgs. 88-91) is followed by Section L.4.2.2.4 Part E - Offeror Schedule of Service Summary Spreadsheet (page 91)...the latter does not specify any of Tabs A-F. Can the Government confirm that L.4.2.2.4 Part E refers to TAB D - Staffing Summary Spreadsheet?Section L.4.2.2.4 of the RFP Has been updated to reflect the correct Tabs.
5RFP93Section L - Instructions, Conditions and Notices to Bidders / L.6.0 Volume IVL.6.1 General93Paragraph #1 in Section L.6.1 states that the "Offeror shall submit no more than three (3) total...2 of the 3 past performance must be submitted where the Prime for this proposal was a Prime on the referenced contract."

Can the Government clarify whether the third reference:

1) is allowed to come from a team member?

2) if yes to 1), then it must refer to the team member's past performance as a prime on the referenced contract?The third past performance can come from a subcontractor, and they would need to have been a prime on the contract they are referencing.
6Attachment 160Key Personnel Qualifications and Required CertificationsMultiple0Several developer type of positions require certificaiton in at least one of "certified DevSecOps Professional, certified DevSecOps Expert, certified DevSecOps Architect, or certified DevSecOps Engineer". These certifications are one of many similar certifications for DevSecOps. Can the Government consider either: 1) Adding other equivalent certifications such as AWS or Azure to the requirements to make it more standardized, OR 2) Removing such specific certification requirements, OR 3) allow Offerors' qualified and existing staff to provide required certification within six months of award?The government will accept AWS Certified DevOps Engineer (https://aws.amazon.com/certification/certified-devops-engineer-professional/) certification or Azure DevOps Engineer Expert (https://www.microsoft.com/en-us/learning/azure-devops.aspx) certification for this requirement.
7RFP0GeneralN/A0As the proposal response includes a very comprehensive response including a technical proposal of up to 75 pages:
assuming that answers to questions are received by June 21, can the Government extend the due date to July 22, 2019?The government will extend the due date one additional week.
8RFP83LL.2.2.283Tab C allocates 12 pages for the Pricing Summary Spreadsheet. The RFP attachments #4, #13, and #15 all include required pricing details as part of our submission. Will the Government consider revising the page limitation from 12 to No Limit for the Pricing Spreadsheets?Government changed "Price Summary Spreadsheet " from 12 pages to No Limit.
9RFP23EE.1(a)Please identify which of the data right provisions in the IDIQ are applicable to the work? Is the intent the Govt will own the report or have unlimited rights to them?It is the intent of the Government to own all reports, software, documentation, and other deliverables that are developed as a result of this IDIQ.
10RFP91LL.4.2.2.3.2.1.391Technical Subfactor 3 is in reference to Task Order 1 but the text in the second paragraph states "The Task Order 2 proposal shall...". Will the government clarify if this is a typo and this is in reference to Task Order 1.Correction made to RFP Section L.4.2.2.3.2.1.3 to relflect "Task Order 1".
11RFP15H3H315For the Senior Systems Engineer - Unified Capabilities Key Personnel Position, will the Government consider allowing offerors to demonstrate relevant experience in lieu of the required SBC/UC certifications at time of proposal submission provided certifications are obtained in a timely manner post award.No. Key personnel must have the required certifications at the time of proposal.
12RFP1Due to the fact that we must propose to the IDIQ and two task orders and turn in approxiamtely 75 pages proposal, can the due date for the proposals be extended for two more weeks.The government will extend the due date one additional week.
13Task Order 2 PWS2N/A6.1Successful peformance of Task Order 2 requires strong program management principals, oversight and reporting given the complexity of the technology, software engineering requirements and FFP nature of the work. Was it Governments intent to not include a Task Order Management section for the Task Order 2 PWS like they did for the Task Order 1 PWS?The Offeror shall submit a plan that describes the management approach, organizational resources, and management controls to be employed to meet performance and schedule requirements throughout the PWS execution for the main ID/IQ and any task order issued during the life of the contract. This shall be required and be priced into each Task orders, but not as a seperate CLIN. The Government made the correction to Attachement 14 "PWS Task Order 0002" Section 6.1 Task 1 - Task Order (TO) Management and Attachement 13 "CLIN Pricing Sheet for TO 01".
14Task Order 1 PWS18Section 10N/A18The Period of Performance section references the IDIQ Period of Performance. Attachment 13 (Pricing Sheet) specifies a Base Period Only. Pleaes confirm the Period of Performance for Task Order 1 is one 12 month base period.The IDIQ will be a (1) 5 year ording period with an option to extend services for 6 months. Task Order 1 will be just a (1) year task order with no options.
15Task Order 2 PWS15Section 10N/A15The Period of Performance section references the IDIQ Period of Performance. Attachment 15 (Pricing Sheet) specifies a Base Period Only. Pleaes confirm the Period of Performance for Task Order 2 is one 12 month base period.The IDIQ will be a (1) 5 year ording period with an option to extend services for 6 months. Task Order 2 will be just a (1) year task order with no options.
