About this file
This document outlines requirements for an Advanced Wireless Services-3 (AWS-3) 2025-2110 Megahertz (MHz) Spectrum Management/Coordination System (SMCS). The Defense Information Systems Agency (DISA) National Capital Region (NCR) will release a solicitation on or around October 25, 2019 seeking a contractor to provide support for spectrum management and coordination in the 2025-2110 MHz band as a result of the third Advanced Wireless Services auction. The contractor shall develop, deploy, operate, maintain and enhance an integrated system-of-systems that automates workflow coordination of spectrum access between DoD system operations and incumbent Electronic News Gathering operations. Using agile methodologies, the contractor shall deliver an initial operational release of the SMCS and continue developing additional features and automation. The period of performance is a 12-month base period plus four one-year option periods.

Implementation Timing Key: Note that threshold requirements do not necessarily need to be met in each timing category prior to implementing requirements in the next timing category. Threshold requirements may be overcome by higher priority requirements of a later timing.
1: Consistent with implementation as a higher priority within the first year after delivery of the initial version.
2. Consistent with implementation as a lower priority within the first year after delivery of the initial version, or consistent with implementation after the first year of contract execution.
3. No later than 2025
SMCS Objectives Beyond the Initial Version*
* This table is not intended as a comprehensive list of follow-on requirements objectives. These requirements are provided as an indicator of future SMCS development and are considered a starting point for agile development after the initial version (e.g., initial backlog population). It is expected that the offeror’s software factory shall be able to comprehensively complete additional requirements. The SMCS vendor shall identify and implement future requirements in accordance with the Performance Work Statement.

Rqmt 005 T The SMCS shall provide FCC representatives with the ability to add a Precoordinated Access Number (PCAN) to a coordination request record, which would then trigger an alert to the MILDEP SMO that this action is complete.
Once the FCC rep receives coordination for the assignment from SBE, the FCC rep provides a PCAN within the SMCS record.
When the PCAN is provided by FCC, an alert is needed back to the SMO to inform the SMO to take further action within the frequency assignment process.
