About this file
This is a Questions and Answers document for solicitation HC102826R0061, a total small business set-aside issued by the Defense Information Systems Agency (DISA) for the Deputy Director's Conference Room modernization effort at Fort Meade, Maryland. The requirement is for sixteen (16) Bright Chair Tangier High Back Swivel Chairs, model/part number 334N5V, with wood bases in oiled ebony finish. The chairs must be assembled and blanket-wrapped upon delivery, placed in the designated conference room, with packaging disposal included. The total contract value is $125,000. The prime contractor must be directly authorized by Bright Chair Company as a reseller at the time of proposal submission; subcontracting or teaming with authorized resellers is not acceptable. Delivery is required by March 15, 2027, though earlier delivery is acceptable, and must occur between 7:00 a.m. and 3:00 p.m. at the Fort Meade loading dock. No partial deliveries are permitted, and no removal of existing furniture is required. Government personnel will escort installers, and delivery passes will be provided via packing slip for base access.
The clarifications confirm that this is a 100% small business set-aside with no additional socioeconomic restrictions (the RFP's reference to HUBZone certification was erroneous). Loading dock procedures include access limitations to 7:00 a.m.–3:00 p.m., four functional elevators with no limitations, and delivery coordination with government personnel in building J422. Current furniture will be relocated to DISA's warehouse. Questions regarding the solicitation were due September 10, 2026, at 12:00 p.m. CDT, with the ultimate proposal deadline extended to September 16, 2026, at 12:00 p.m. CDT.

| Questions | Answers |
| 1. Chair Base/Finish: The CLIN description identifies the Bright Chair Tangier High Back Swivel Chair with a “black poly base,” while the technical evaluation criteria reference “N5V: Wood Base in Oiled Ebony Finish.” Please confirm the required base and finish for all chairs. (Wood based oiled in Ebony Finish) |
2. Model/Part Number: Please confirm that Bright Chair Tangier High Back Swivel Chair, model/part number 334N5V, is the required model for all sixteen (16) chairs. (yes)
3. Authorized Reseller Requirement: The solicitation requires the offeror to be an authorized reseller of Bright Chair furniture. Will the Government accept an offeror that procures the required chairs through an authorized Bright Chair dealer/distributor, provided documentation confirming the authorized supply chain and product authenticity is submitted with the proposal, or must the prime offeror itself be directly authorized by Bright Chair? The prime contractor must be directly authorized by Bright Chair Company as a reseller at the time of proposal submission.
4. Delivery Scope: Please confirm whether the delivery requirement is dock delivery only or whether inside delivery, unpacking, assembly, placement in the designated conference room(s), and removal/disposal of packaging are required. (The chairs should come assembled/blanket wrapped, placed in designated room, and disposal of the packaging is required)
5. Facility/Delivery Requirements: If inside delivery is required, please identify any applicable loading dock procedures, delivery hours, security/access requirements, escort requirements, elevator limitations, or other delivery restrictions at the Fort Meade location.(The loading dock is opened from 7 a.m. - 3 p.m.. Deliveries should be within this timeframe. Installers will be escorted by a government personnel in J422. There are no limitations on the elevator since we have 4 that can be used. They can use the packing slip to get on base. The current chairs will go to DISA's warehouse)
6. Partial Deliveries and Invoicing: Please confirm whether partial deliveries are acceptable and, if so, whether the contractor may invoice upon Government acceptance of each partial delivery. (No partial delivery will be accepted)
7. Required Delivery Date: Please confirm whether March 15, 2027 is the required final delivery date and whether delivery prior to this date is acceptable. (delivery prior to March 15th is acceptable)
8. Existing Furniture: Please confirm whether removal, relocation, or disposal of existing conference room furniture is included in the contractor’s scope. (no removal of old furniture)
| 9. Quantity Clarification: The solicitation pricing schedule identifies a requirement for sixteen (16) chairs. However, the Brand Name Justification states that the new chairs will match the existing Tangier chairs and references “125,000 new chairs.” Please confirm that the total quantity required under Solicitation HC102826R0061 is sixteen (16) chairs, and clarify whether the “125,000 new chairs” reference is a typographical error. (the quantity of chairs are 16 with a total cost is $125,000) | Answers are in red |
| May a small-business prime contractor submit an offer and fulfill the requirement by purchasing the specified Bright Chair Company products through, or teaming with, an authorized Bright Chair reseller, provided all required products, specifications, warranties, and delivery requirements are met? |
| Or must the prime offeror itself be directly authorized by Bright Chair Company as a reseller at the time of proposal submission? | The prime contractor must be directly authorized by Bright Chair Company as a reseller at the time of proposal submission. | |
| First, the SAM.gov classification information identifies the original set-aside as a Total Small Business Set-Aside, while the solicitation document appears to identify the acquisition as a 100% HUBZone small business set-aside. Could you please confirm which set-aside requirement governs this solicitation and whether an offeror must be HUBZone-certified to be eligible for award? | This is a total small business set-aside. The RFP document incorrectly stated this. There is no socioeconomic set-aside. It is a 100% small business set-aside. |
