About this file
This is a Justification and Approval (J&A) document for a limited source/brand name procurement by the Defense Information Systems Agency (DISA). DISA seeks to procure Bright Tangier High Back Swivel office chairs for the Deputy Director's conference room at DISA Headquarters, 6910 Cooper Ave, Fort Meade, Maryland. The requirement involves approximately 125,000 new chairs to replace current seating and achieve aesthetic and functional consistency with chairs already deployed in the Director's Conference Room. The procurement is structured as a Firm Fixed Price (FFP) contract using Lowest Price Technically Acceptable (LPTA) evaluation criteria, with an estimated six-month delivery period following award to accommodate manufacturing lead time of 16-18 weeks plus shipping.
The statutory authority for this limited source procurement is FAR Part 16.507-7 (Items Peculiar to One Manufacturer). DISA justifies the brand name requirement based on proven ergonomics and quality testing in executive spaces, aesthetic and design matching to ensure visual consistency across corporate spaces, operational and maintenance synergies through standardized parts and a single warranty point of contact, and occupational health benefits from ergonomically superior seating. Market research conducted July-August 2026 determined that Bright Chair Company does not sell directly to the Government but maintains several authorized resellers with Government contracts; the chairs are not available through GSA schedules or other existing Government contracts. The procurement will be conducted competitively using FAR Part 12 procedures in the open market and includes a total small business set-aside. The Contracting Officer is Haylee P. Wheat (DISA/DITCO/PS8332), and questions should be directed to Matthew Wessel at 667-893-0308.

4. IDENTIFICATION OF STATUTORY AUTHORITY:
FAR Part 16.507-7: Items peculiar to one manufacturer
5. DEMONSTRATION OF CONTRACTOR’S UNIQUE QUALIFICATIONS OR THE
NATURE OF THE ACQUISITION REQUIRED:
DISA has identified the Tangier Chair—currently deployed and highly successful in the Director's Conference Room—as our corporate standard.
To ensure absolute consistency.
Aesthetic and Design Matching: Procuring the same brand name chairs, manufactured by Bright Chair Company guarantees that the colorway, fabric texture, frame materials, and overall silhouette of the 125,000 new chairs will perfectly match the existing Tangier Chairs in our Director’s Conference Room.
Sourcing from alternative manufacturers would lead to mismatched aesthetics and a fragmented corporate image.
Proven Ergonomics and Quality: The Tangier Chairs have undergone rigorous, real-world testing in our executive spaces. They provide superior grips, stable seating dynamics, and excellent lumbar support, directly resolving the "sliding" failure of our current chairs.
Operational and Maintenance Synergies: Utilizing a single manufacturer for all corporate seating simplifies facility management. It allows our operations teams to standardize replacement parts, streamline repair protocols, and manage a unified warranty agreement with a single point of contact.
Occupational Health: Replacing sliding chairs with stable, ergonomically tested Tangier Chairs will dramatically improve employee comfort, reduce absenteeism related to back pain, and foster a safer office environment.
6. MARKET RESEARCH:
Market Research was conducted from July 2026 to August 2026. The Contracting Officer (KO) reviewed the DISA Market Research Repository in July 2026. However, she was unable to find a requirement for Bright Tangier Chairs. On July 20, 2026, the KO called Amy Seeders, an MOI POC, and confirmed the products are not available on MOI’s General Services Administration (GSA) contract. Next, the KO contacted a POC with Bright Chair Company and confirmed that they do not do business directly with the Government. However, Bright Chair Company does have several authorized resellers who do business with the Government. Therefore, it has been determined that only the aforementioned Bright Tangier High Back Swivel chairs can be provided through commercial furniture resellers. After reviewing the agency goals for small business concerns, the data supports a total small business set-aside.
