About this file
This is a Pre-Proposal Site Visit Instruction document for the CSOG Expansion project (Building 11, Section 13) located at Defense Supply Center Columbus in Columbus, Ohio. The site visit is scheduled for Monday, September 28, 2026, at 9:00 AM Eastern Time. Vendors are strongly encouraged to attend to familiarize themselves with the work location and performance conditions. Each company may send a maximum of two representatives (two per prime contractor and two per subcontractor) due to facility security restrictions. All questions generated from the site visit must be submitted in writing to the Contracting Officer by Friday, October 2, 2026, at 5:00 PM Eastern Time, with responses distributed to all contractors as a solicitation amendment.
Facility access requires a Visit Authorization Letter (VAL) signed by the company's Facility Security Officer or responsible point of contact, submitted via encrypted email to the Data Center Security Manager. The VAL must include company information, visitor details (name, Social Security number, date and place of birth, citizenship, and any clearance data), and facility clearance data. Individuals without a Department of Defense CAC must request base access no later than five calendar days before the visit and coordinate through DISA's Pass and ID office, with access appointments recommended for 7:30 AM on the day of the visit. The site visit itinerary begins at 9:00 AM at Building 11's main entrance, followed by contractor sign-in and conduct briefing at 9:15 AM, a project overview and facility tour from 9:30 AM to 11:30 AM (no phones or photographs permitted), and departure by 11:30 AM. Contact information for facility coordination is provided for Bryan Branham (Facility Operations Specialist) and Jack White (base access coordination).
