Questions-Answers R2
1. Please clarify when it is stated that the shift hours for the Security Specialist are 0700-1530, does that mean that the two (2) Security Specialist positions are hours worked in addition to the 24/7 shift of Armed Guards? It is not clear how the Security Specialists working different shift hours can be absorbed into the 24/7 Armed Guards shift without an overlap or a gap in the hours. Security Specialist can be “Day” shift (700-1530) guards. In addition to their guard duty, they should be qualified to perform the tasks associated with the “Security Specialists” position when needed. The Security Specialists position will not require full time attention. Its “in addition” to regular duties.
2. Are the Security Specialist tasks and functions performed during their entire shift (0700-1530) or only a part of their work shift? As needed (less than part time).
3. Please confirm minimum required guard staffing per shift, including number of posts and required coverage for each post. Three (3) minimum per shift – one (1) to man the front desk, one (1) to man the front gate , and one (1) available for patrols and other responsibilities.
4. Please clarify expected internal and external patrol frequency and whether tour/scan-point verification tools are used. Minimum one (1) patrol every four (4) hours. No tools needed.
5. Request ACS/CCTV system details, including platform, number of doors/cameras, consoles, access levels, and required reporting. The Integrated Security System (ISS) is CUI and certain ISS details will be available post award if needed.
6. Body Armor – Jobsite does not believe it’s necessary to wear it at all times but it should be available if an incident were to occur. At least two body armor vests shall be available per shift but do not need to be worn full time.
7. Please confirm whether appendices/exhibits are excluded from the 2MB file size limit for Volume II, or if the limit applies to the entire volume. Yes. Excluded from Volume II.
8. What is the proposed award date for this opportunity? Period of Performance starts 1-March-26.
9. Is there an existing Command Center (CC), Security Room (SR), or equivalent? Yes.

| An extract of the paragraph states: “…All FTE assigned to this task shall be physically located at the San Antonio, TX facility and maintain a 100% on-site presence, operating 24 hours a day, 7 days a week, 365 days a year…”, however in Section 7. Performance Standards. 6.2.2. VAR Request states that: "Contractor shall provide security specialist support 0600–2200-hour local time per day, five days per week, excluding Federal Holidays…” Can the government clarify what coverage of services is needed? Are the Security Specialist positions in addition to the 24/7 coverage or a part of the 24/7 coverage? |
The intent was to have someone who can process VARs/VALs (screen visitors), program CACs for access and assist our security manager. The security specialist can be a guard (or even a lead for the guards) so they can fill two roles. However, the duty hour requirements for the security specialist are different than guard coverage, basically day shift and no federal holidays. Specialist hours should actually be 0700-1530 (not 0600-2200).

Q - Section 13.2 of the Statement of Work states: “The security company shall be American owned and be currently registered with the Texas Commission on Private Security to provide security services in Texas.”
Could you please confirm whether the registration with the Texas Commission on Private Security must be in place at the time of proposal submission, or if it is acceptable to obtain this registration by the time of award?
A - The expectation is that the awardee will have the proper registration at time of award.
