Q - Section 13.2 of the Statement of Work states: “The security company shall be American owned and be currently registered with the Texas Commission on Private Security to provide security services in Texas.”

Could you please confirm whether the registration with the Texas Commission on Private Security must be in place at the time of proposal submission, or if it is acceptable to obtain this registration by the time of award?

A - The expectation is that the awardee will have the proper registration at time of award.

Q - Are there radios or cell phones required on this project?

A - Please see document HC102825R0050 SOW, paragraph 12.

Q - Please confirm the current weapons platform being used, including make and caliber.

A - Please see document HC102825R0050 SOW, paragraph 13.

Q - Section 13.3.i - Training indicates that a 20 courses training is required: (1) does this training include weapons requalification, and (2) does this training include non-lethal?

A - Training should consist of computer classes.

Q - The price quote calls for two CLINS: Officer and Lead, are leads currently being paid a lead differential? Are officers and leads being paid above the Area Wage Determination for the county?

A - It is the vendor's legal responsibility to classify their employees into the corresponding labor categories from the Wage Determination based on the work they will actually perform. Q - … would your agency be amendable to a possibility of sponsorship for our facility clearance?

A - Defense Information Systems Agency, DISA, will not provide security sponsorships.

Q - What is the anticipated shift structure (e.g., 12-hour vs. 8-hour shifts)?

A - Three 8 hour shifts are expected, but 12 hour shifts may be needed to ensure coverage.

Q - Statement of Work section 6.1.1 states: “The contractor shall provide comprehensive visitor support, adhering to the guidelines outlined in the Visitors Guide and the DISA SATX Physical Security Standard Operating Procedure (SOP).”

Will the government either (a) provide copies of the Visitors Guide and the DISA SATX Physical Security SOP, or (b) identify the specific DISA instruction, directive, or publicly accessible source where these documents can be obtained?

Please clarify, are the personnel responsible for monitoring the ACS and CCTV systems classified per the DOL Wage Determination #2015-5253, Rev. #26, Dated 05/30/25 as Labor Category #27004 Alarm Monitor at $23.28/hr., or #27102 Guard II at $17.73/hr.?

“Contractor shall conduct patrols and inspections of the facility (both internal and external) to identify, document, and report any suspicious activities, packages, or vehicles.” Are external facility patrols to be conducted by foot patrols or by mobile vehicle patrols? If mobile patrols are required, is there a specific type of vehicle (ex: pickup, sedan, SUV, 4x4, etc.)? Also, is there a required year, age, or mileage of the vehicle (it cannot be beyond a 2020 model with over 50,000 miles)?

An extract of the paragraph states: “…All FTE assigned to this task shall be physically located at the San Antonio, TX facility and maintain a 100% on-site presence, operating 24 hours a day, 7 days a week, 365 days a year…”, however in Section 7. Performance Standards. 6.2.2. VAR Request states that: "Contractor shall provide security specialist support 0600–2200-hour local time per day, five days per week, excluding Federal Holidays…” Can the government clarify what coverage of services is needed? Are the Security Specialist positions in addition to the 24/7 coverage or a part of the 24/7 coverage?

The intent was to have someone who can process VARs/VALs (screen visitors), program CACs for access and assist our security manager. The security specialist can be a guard (or even a lead for the guards) so they can fill two roles. However, the duty hour requirements for the security specialist are different than guard coverage, basically day shift and no federal holidays. Specialist hours should actually be 0700-1530 (not 0600-2200).

· Does the contractor have to provide a clearing barrel for the weapons?
