Q&A

RFQ: HC102818R0095

1) Is it possible to get a CAD file or get into the area to measure?

Response: No CAD files are available of the administration area.

2) There are descriptions of 2 different panel types, i.e. Steelcase Avenir and Answer, but there is only one plan and one elevation with no distinction of differentiation between the two. Can all of the workstations be the 3” panel option to accommodate the DATA/Com IT raceways to maximize flexibility of the inventory?

Response: Yes, the PWS describes two types of panels. One with electrical and data raceways and one without. The contractor may elect to use the same panel everywhere, but proposed layout must meet requirements of PWS (number of cubicles and code/accessibility requirements).

3) 6.2.2.1 – Did you want a single panel skin or multiple? The elevation looks like a single skin with the 2” top cap, Avenir. If you wish multiple skins that can be removed independently of one another to access the IT lines inside the panels, do you have a preference for the skins, fabric, metal, laminate, veneer or a tech skin with built in data/com power plates and how many skins? Optimal skins configuration for IT line access would be one skin under the work surface, a Tech skin above the work surface and another skin above the Tech skin.

Response: The PWS calls for pre-finished metal panels and Attachment B does not call-out panels type. The site currently has fabric panels with metal kick plates at the bottom for IT and power plugins and access. Site would prefer the same type panels.

4) 6.2.2.1.r – Where do you want the data/com outlets to be terminated? Will they be terminated in the base, below the work surface or above the work surface?

Response: PWS 6.2.4 calls for delivery of data/com cabling material only. Section 6.2.2.1.r – provides a description for the location of the raceway and outlets.

5) 3. Background: It states that the Data Center has a requirement to be “Always On”. Are we to demo and install after hours or on weekends? What are the hours we will be allowed to work and what is the timeframe we are allowed for installation?

Response: No, the site normal working hours are 7 AM – 4 PM. Work area will be vacant during work times.

6) 5.2 Task 2 – Is there a furniture plan of existing furniture to be removed?

Response: No, there is no plan of the existing furniture to be removed.

7) 5.4 Task 4: Communication Cabling – is the only material requirement the 30,000 feet of Blue Cat 6 Plenum rated cabling listed in 6.4.1? Are we to provide the workstation RJ45’s and RJ11’s? If so, what manufacturers and colors are required/approved by DISA?

Response: Section 6.2.4 is only asking for cabling. Workstations shall be provided per Section 6.2.2. Site will do all IT cabling and termination. Contractor does not provide RJ45 or RJ11.

8) 6.1.2 Subtask 1.2 – When will site visits be allowed/scheduled?

Response: To request site visits, contact the site Facility Manager, Mr. Charles Davis, Phone: 405-855-8135, email: charles.e.davis354.civ@mail.mil

9) 6.1.4.1 Subtask 1.4 – What is the LOTO Plan?

Response: Lock-Out Tag-Out (LOTO) Plan is the contractor’s electrical safety procedure ensuring the breakers are off and tagged for installing new circuits in existing panel, while maintaining a safe work environment. The LOTO Plan is the electrician’s method of procedure or their steps involved to ensure they turn off and lock out the breakers with appropriate tags during their work.

10) 6.2.2.1 lists 3” thick panels and 6.2.2.2 lists 2” thick panels. Are both acceptable?

Response: Yes, 3” panels are anticipated for the service panels (power/data raceways) and 2” are for non-service panels. Both are acceptable, but layout must meet all other requirements.

11) 6.2.2.1 (n) Do we number/code the panels and receptacles or is there a Base person that does that with us providing the information only?

Response: The Contractor is required to updated panel schedules and label receptacles.

12) 6.2.4.1 Demolition of Existing Furniture – Is location of disposal at our discretion or does any of this need to be evaluated by or taken to DRMO?

Response: Yes, contractor to dispose of existing furniture in an environmentally safe manner off base at their discretion.

13) Security Requirements – Is there a VAL template or form that can be provided? Is this required to include each installer or just FMG personnel?

Response: VAL is required for everybody entering the building. VAL requirements are described in section 13 and may be submitted in a letter format.

14) How much time should be allocated for required security training and briefings?

Response: For projects of this type, a 20 minute Security Training/Briefing at the beginning of the project is usually all that is required.

15) Will a walk-through and sign off on furniture delivered and installed be available on completion of install prior to occupants moving into the space to document condition of furniture/materials installed?

Response: Yes, a completion inspection will occur prior to occupants moving into the space, but the Government’s 30-day acceptance period remains as per PWS section 10.

16) Attachment A – confirm that only the red clouded area is to be quoted.

Response: Yes, the red-clouded area indicates the area of proposed work.

17) Confirm that private offices on Attachment A are NOT included.

Response: The private offices are not included in the scope of work.

18) Confirm if keyboards (shown on Attachment B) are to be purchased/installed.

Response: No, computer keyboards are not to be purchased or installed.

19) How many grommets per work surface are required?

Response: Two (2 each) grommets per workstation.

20) Confirm that monitor Stand is to have a pedestal base and NOT be clamp mounted or grommet mounted to work surface or to the slatwall as indicated in 6.2.2.1.

Response: The monitor stand should be a pole mounted in the desk with two dual swing arms as depicted in the drawing.

21) Is mobile pedestal to have cushion top or metal top?

Response: Metal top required as per PWS section 6.2.2.4.

22) The PWS section 6.2.2.5 calls for four single monitor arms and enlarged typical cubicle (Attachment B) indicates a single monitor arm supporting four monitors. Please clarify.

Response: The drawing shows a pole mounted on the desk with two arms on the pole each supporting opposing monitors. That is a total of 4 monitors.
