IN REPLY REFER TO:
DISA Services Section (PL8311) 29 February 2008

1. The purpose of this amendment to provide answers to vendors questions and clarify items in the solicitation.

QUESTION 1: Based on the solicitation, work under this effort will be conducted in Columbus Ohio and San Antonio, Texas, but a wage determinant for Utah was provided. Request clarification.

ANSWER 1: The Government will include a wage determination for the Columbus and San Antonio site and remove the Ogden, Utah determination, which was included by error.

QUESTION 2: Paragraph 11 of the SOW states a Top Secret Facility Clearance is required and personnel require a minimum Top Secret Clearance and is a supplement to DD 254’s Block 13 However the SOW’s Scope and Objective states a Secret environment and the provided DD254 (Block 1) in Section J is for Secret Clearance. If work is to be performed at Government site, why is there a Top Secret Facility Clearance required?

ANSWER 2: The DD254 has been revised to correct block 1a and replace ‘SECRET’ with ‘TOP SECRET’. In addition, appropriate changes have been made to the SOW.

QUESTION 3: One of the requirements for award is a Top Secret (TS) Facility Clearance (FCL). Per our Regional Security office, we can not apply for a TS FCL until we have a TS requirement. Can the prime contractor use a teaming partner's TS FCL prior to obtaining final TS FCL?

ANSWER 3: The prime contractor must hold a TS FCL in order to begin work under this requirement. The Government will consider offerors that are able to demonstrate the capability of obtaining a TS FCL within a reasonable amount of time after award of the requirement. If required, the Government may allow up to 45 days after award to obtain the TS FCL.

QUESTION 4: Paragraph 6.0 in the SOW for the subject requirement indicates work will be performed at DISA Columbus and DISA San Antonio facilities. How many of the 9 full time equivalents (FTEs) are required at each location?

ANSWER 4: The Government anticipates 7 FTEs will be located at Columbus (to include 1 tech lead), and 2 FTEs at San Antonio (to include 1 tech lead).

QUESTION 5: Does the weight of the Past Performance only rest on the prime contractors or can offerors submit past performances from the team to support its proposal.

ANSWER 5: Information for past performance as a subcontractor will be accepted and considered. In addition, past performance information will be accepted and considered for members of the proposed team. However, the prime contractor must be included in the past performance information that is submitted.

QUESTION 6: Clause 52.245-9200 (USE OF GOVERNMENT FURNISHED COMPUTERS ) is in section G and H. Please clarify ANSWER 6: The clause has been deleted from Section H.

QUESTION 7: Section I of the RFP includes clause FAR 52.211-15; however, corresponding provision 52.211-14 is not included nor is a rating listed on the SF33. Please clarify if the solicitation is rated.

ANSWER 7: FAR 52.211-15 was included by error and has been deleted.

QUESTION 8: Some clauses appear to reference old dates. Specifically, FAR 52.203-12 states SEP 2005, latest is SEP 2007; FAR 52.222-41 states JUL 2005, latest is NOV 2007; FAR 52.222-50 states APR 2006, latest is AUG 2007; FAR 52.227-1 states JUL 1995, latest is DEC 2007. Please clarify.

ANSWER 8: These dates refer to the date of provision or clause codification or when provision or clause was last updated.

QUESTION 9: Clause 52.244-2 is listed twice. Please clarify.

ANSWER 9: One of the clauses has been deleted.

QUESTION 10: Is there an incumbent, if so, what is the previous contract number and contract total?

ANSWER 10: As stated on page three of the RFP, the incumbent is CACI Technologies, Inc. The previous contract/order is GS35F5403H, HC101305F2172. The total lifecycle value of the order is $4,481,054.56.

QUESTION 11: Section L of the RFP, Submission Instructions, states, “All portions of your proposal must be submitted as separate attachments". Are the "portions" you are referring to being separated the "four parts" e.g. proposal summary, technical proposal, cost proposal, and other supporting documentation? Is the summary page to be included as a separate attachment?

ANSWER 11: Yes, the four portions include proposal summary, technical proposal, cost proposal, and other supporting documentation. All four portions are to be submitted as separate attachments in the email transmission.

QUESTION 12: What are the page limitations of the proposal?

ANSWER 12: The four parts to the proposal identified in Section L of the RFP shall be submitted as separate attachments in the email transmission. The following are the page limitations for the submissions to this requirement. Page limitations are based on single-sided pages and the use of no smaller type than Times New Roman with a font size of 10.

· Proposal Summary – 1 page

· Technical and Cost Proposal – Shall not exceed a combined 40 pages

· Other Supporting Documentation – Shall not exceed 20 pages QUESTION 13: We are registered in the Government’s CCR site. We are also current in ORCA. Do we still need to complete your Reps and Certs that are included in your RFP?

ANSWER 13: No.

QUESTION 14: How long is the planned transition period between the previous and the new contract?

ANSWER 14: There is no planned transition period.

QUESTION 15: SOW, Sections 12.2 and 12.3 under GFE and GFI, state documentation for existing systems and operations will be provided and there is required training. However, the SOW paragraph 4.0 states trained and qualified personnel are needed to support DMZ and Coalition customer services. These paragraphs appear to contradict each other. Can documentation at the architecture or system level be made available as part of this solicitation?

ANSWER 15: The Government will provide the contract employees with any documentation on-hand required to perform their job in relation to the currently managed systems and architectures as deployed. The training, as stated in 12.3, would be for any new systems, tech refreshes, procedures, recurring information awareness overviews etc. for which a need arises for duration contract performance. No system or architecture documentation will be provided as part of this solicitation.

QUESTION 16: The last sentence of paragraph 14a of the SOW refers to a non-disclosure statement in attachment 1, but there is no attachment to the SOW. Will this attachment be provided?

ANSWER 16: The attachment has been added to the SOW.

QUESTION 17: Paragraph 14b of the SOW states, ”The individual shall be proficient in project management methodologies, and thoroughly familiar with the organization, operations and customer base of the DECC Columbus” The use of “individual” appears to be in error.

ANSWER 17: The word individual should read contractor employees. Otherwise, the wording remains as written.

QUESTION 18: Paragraph 16 of the SOW only lists a POC for Columbus. Will there a POC for San Antonio?

ANSWER 18: There is no San Antonio POC.

QUESTION 19: The DD 254, Block 8 indicates only performance at DISA Columbus. Will DD254 be changed to also reflect DISA San Antonio?

ANSWER 19: The DD254 has been corrected.

QUESTION 20: SOW paragraph 10.2 alludes to access to cryptographic material by stating personnel must have experience and expertise in Type 1 Encryption devices. Will the DD 254 be changed to reflect access to COMSEC information?

ANSWER 20: The requirement does include official COMSEC duties.

QUESTION 21: Paragraph 10.1 of the SOW indicated the staffing profile is comprised of Network Administrator/Technicians, but did not specify key personnel. Per Section L, the proposal submission is to include resumes of key personnel. Is the offerer to propose the number and location of key personnel?

ANSWER 21: The two technical lead positions (one for each site) and three other significant positions at Columbus under this order are to be considered key personnel. The contractor shall provide resumes of the personnel to be assigned to those positions. In addition, changes in these personnel shall be made known to the Government prior to implementation of the changes. All substitute personnel must have qualifications equal to or higher than the person being replaced and the Contracting Officer’s Representative (COR) must approve all substitutions of key personnel.

QUESTION 22: Does San Antonio currently have DMZ equipment installed which requires 24x7x365 operation and maintenance? Can DMZ equipment installed at San Antonio be remotely managed?

ANSWER 22: San Antonio, as well as several other CONUS and OCONUS locations, have equipment that requires 24x7x365 operation. The operations team providing all of that support (and subject of this requirement), is located in Columbus, OH and augmented by the identified San Antonio location personnel. Therefore, 24x7x365 will be accomplished from the Columbus location only. San Antonio location employees will work the day shift, with call back required for off-hours mission support needs.

Sincerely, Dustin Timmermann
