EVALUATION PLAN GUIDE FOR LPTA

Note: The customer initially prepares this document. The contracting officer (KO) will review and assist the customer to jointly complete the final evaluation plan as needed. Please ensure all instructions/examples to preparers are removed prior to finalizing the document.

Basis of evaluation: Lowest-Price Technically Acceptable (LPTA). As a general rule, LPTA should not be used to acquire performance based services.

Before completing the Evaluation Plan, please review the FAR Part 8/16 Ordering Procedures located at: https://www.ditco.disa.mil/DitcoContractingTemplates/doku.php?id=far_part_8-16_procedures_and_attachments

Non-Cost/Price Factors During the evaluation, the attached ratings will be used to determine if the following technical/management factors are Acceptable/Unacceptable (see Table 1). There is no requirement to consider past performance on this type of procurement and it is not recommended on LPTA unless you can demonstrate to the KO that it will provide meaningful discrimination between offerors. However, if past performance is to be considered, attached acceptable/unacceptable ratings will apply to past performance (see Table 2). The Technical/Management Factor/Subfactors and rating tables will be restated verbatim in the solicitation.

A. Technical/Management Approach:

In order for a contractor’s proposal/quotation to be rated Technically Acceptable overall, each of the following subfactors must be rated Acceptable.

(a) Task 1- Site Survey: In order for this task to be rated Acceptable the vendor must conduct a site survey between 27 through 29 May 2015, 1000 and 1300hrs CEST to review the current room structure, extract measurements, and analyze dimensions to develop a furniture design for the space.

(b) Task 2 – Produce Layout and Furniture, Fixtures, and Equipment (FF&E) Design: In order for this subfactor to be rated Acceptable the vendor shall produce comprehensive layout options, a furniture, fixtures, and equipment (FF&E) interior design options, color/finish samples, and dimensional drawings. The comprehensive layout and furniture, fixtures, and equipment design must complement the existing architecture of the facility.

(c) Task 3 – Provide Furniture Part List: In order for this subfactor to be rated Acceptable the vendor shall provide a furniture part list that meets the end user’s requirements.

(d) Task 4 – Purchase Furniture: In order for this subfactor to be rated Acceptable the vendor shall purchase furniture based off the approved furniture part list.

(e) Task 5 – Furniture Delivery and Install: In order for this subfactor to be rated Acceptable the vendor shall deliver and install the furniture as defined in the approved design/layouts.

B. Past Performance:

Do you want to consider past performance: Yes_____ No X

If yes, describe what meaningful discrimination between offerors you would expect to achieve by evaluating past performance given that this is an LPTA order under an already established GSA Schedule or IDIQ contract____________________________________________________

Additionally, if considering past performance, complete the following:

Recency Assessment: Recent contracts are defined as those contracts presently being performed or which have been performed during the past _____ years from the date of issuance of this solicitation. Past performance information that fails this condition will not be evaluated.

Cost/Price Factor

Since this requirement is based on LPTA, award will be made to the contractor that presents the lowest priced technically acceptable approach. The contractor’s price proposal will be evaluated to determine if it is reasonable and complete. Normally, price reasonableness is established through price analysis. The Government will determine completeness of the offeror's proposal by verifying that all solicitation requirements have been priced, figures are correctly calculated, and costs are presented in a clear and useful format. The Government reserves the right to conduct a realism analysis of the proposed price.

In addition, indicate whether or not you want the estimated total dollars available for this requirement to be disclosed to the vendors.

Yes X. Disclose available funds $245,000 No _____. Do not disclose available funds.
