About this file
This document is a Questions and Answers (Q&A) compilation for a custodial services RFP issued by a federal agency for DISA/PAC Building 77. The solicitation (HC101926R0002) covers custodial cleaning services for approximately 70,653 square feet across multiple floors, with the current incumbent being Opportunities and Resources, Inc. under contract HC101926R0002.
The Q&A addresses critical scope clarifications including cleaning frequency (referenced in PWS Sections 6.1, 6.2, 6.3, and 6.4), staffing requirements, supply responsibility, and security clearance mandates. The contractor must provide all cleaning supplies, equipment, chemicals, and restroom consumables. Access requirements include compliance with all installation security protocols, with potential SCIF or controlled area restrictions requiring additional credentials or escort requirements. The contract is subject to Service Contract Labor Standards (SCLS) wage determinations per DOL WD 2015-5689, Rev. 28, referenced on pages 51-63 of the solicitation. Key performance requirements address restroom odor elimination, weekly dusting of surfaces below seven feet (excluding office equipment), monthly deeper cleaning for spaces above seven feet, carpet vacuuming with equivalent methods allowed (bonnet and extractor systems acceptable as alternatives to the recommended Mohawk truck mount), and partition/cubicle cleaning without disturbing occupant materials. Contractor personnel must obtain interim or final Secret Facility Clearance (FCL) at contract start, with offerors required to submit completed DD254 forms. The solicitation is a 100% small business set-aside. Technical proposals must be submitted using Microsoft Word or PDF with one-inch margins in 11-point Arial font, addressing proposed approaches to meeting minimum performance requirements and identifying technical/management risks.

Describe the impact of each identified risk in terms of its potential to interfere with or prevent the successful accomplishment of other contract requirements (e.g., PWS/SOW or specification requirements).
