Addendum to 52.212-1(b), Submission of Offers is tailored as follows:

(b) Submission of offers:

(12) Other Instructions

(i) General Information

(A) Points of Contact: The contracting officer (KO) and contract specialists (CS) are the sole points of contact for this procurement. Address any questions or concerns you may have to the KO/CS. Written requests for clarification must be sent to the KO/CS at megan.s.mann.civ@mail.mil , gwendolyn.m.rapoza.civ@mail.mil , and kali.l.ushijima.civ@mail.mil.

(B) Discrepancies: If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the KO in writing with supporting rationale. The Government reserves the right to award this effort based on the initial proposal, as received, without discussion.

(C) Electronic Reference Documents: All referenced documents for this solicitation are available on the Official U.S. Government System for Contract Opportunities (was fbo.gov) web site at https://sam.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

(D) Communications: Exchanges of source selection information between Government and offerors will be controlled by the KO and CS. Email will be used to transmit such information to the offeror and will include “Source Selection Information – See FAR 2.101 & 3.104” in the Subject line.

(ii) Offerors are requested to submit a written technical proposal and a price proposal in response to the Attachment 1 - Performance Work Statement (PWS), Attachment 2 – PWS Attachment A, Attachment 3 – PWS Attachment B, and Attachment 4 - Quality Assurance Surveillance Plan (QASP). Offerors are requested to not use proposal background graphics on any of the Proposal Volumes. Offerors must complete Blocks 6, and 7 of Attachment 5 - DD Form 254 with the appropriate information for their companies and any subcontractors (when applicable). The completed DD Form 254 must be submitted with your proposal.
Information on submission of technical and price proposals is provided below. The proposal shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of statements asserted in the proposal. The proposal shall not simply rephrase or restate the Government's requirements but rather shall provide convincing rationale to address how the offeror intends to meet these requirements. The proposal should sufficiently address the requirements as stated in the PWS.
Offerors shall assume the Government has no prior knowledge of their facilities and capabilities; thereby basing proposal evaluation on the information presented in the offeror's proposal. The offeror's proposal must include all data and information requested by the RFP and must be submitted in accordance with these instructions. Non-conformance with these instructions may result in removal of the proposal from further evaluation.

(iii) IAW DISA Special Contract Requirement H1, each offeror shall specifically identify in its proposal whether or not any potential or actual Organizational and Consultant Conflicts of Interest (OCCI), as described in Federal Acquisition Regulation (FAR) Subpart 9.5, exists for this instant procurement. If the offeror believes that no OCCI exists, the OCCI response shall set forth sufficient details to support such a position. If an offeror believes that an actual or perceived OCCI does exist on the instant procurement, the offeror shall submit an OCCI plan with the proposal, explaining in detail how the OCCI will be mitigated and/or avoided.

(iv) Page limitations, if applicable, are identified below and will be treated as maximums. A page is defined as each face of a sheet of paper containing information. When both sides of a sheet display printed material, it shall be counted as two pages. Page size shall be 8.5 x 11 inches. Page limitations are identified below under each evaluation factor and will be treated as maximums. If exceeded, excess pages will not be read or considered in evaluation of the proposal. The following items will not be considered when calculating page limits: cover page, table of contents, glossary, executive summary, generic resumes, OCCI mitigation plans, Attachment 6 - GFP Attachment, Fixed Price Payment Plans, DD Form 254, any provided Sanitized copies, and Section 508 compliance. In the event any evaluation notices are issued, page limitations may also be placed on those. Page limitations shall not be circumvented by including inserted text boxes/pop-ups or internet links to additional information; such inclusions are not acceptable and will not be considered part of a proposal. The Government reserves the right not to consider for award any proposal that does not adhere to the administrative requirements of this RFP.

(v) Organization/Number of Copies/Page Limits. The offeror shall prepare the proposal as set forth in the Proposal Organization Table below. The titles and contents of the volumes shall be as defined in this table, all of which shall be within the required page limits and with the number of copies as specified. The contents of each proposal volume are described in the information to offerors paragraph as noted in the table below. To the greatest extent possible, each volume shall be written on a standalone basis so that its contents may be evaluated with a minimum of cross referencing to other volumes of the proposal. Information required for proposal evaluation which is not found in its designated volume will be assumed to have been omitted from the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity. Each volume may contain a more detailed table of contents to delineate the subparagraphs within that volume. Tab indexing may be used to identify sections.

Additionally, each volume may contain a glossary of all abbreviations and acronyms used, and with an explanation for each. Glossaries do not count against the page limitations for their respective volumes.

(vii) Proposal Organization:

(A) Volume I Executive Summary. In the executive summary volume, the offeror shall describe the significant attributes and theme of its proposal. It should be concise, to include addressing any significant risks, and highlighting any key or unique features, excluding price. Any summary material presented in the Executive Summary shall not be considered as meeting or exceeding the requirements for any portions of other volumes of the proposal. Include a master table of contents for the entire proposal.

(B) Volume II – Technical/Management. The technical/management volume should be specific and complete; and will be evaluated against the technical/management subfactors defined in FAR 52.212-2, Evaluation – Commercial Items, and the addendum to this clause. The technical portion of the proposal is to be submitted as a Microsoft (MS) Word 2007 or PDF document. The page format shall have a 1-inch margin using no smaller than an 10 point font, either Arial, Times New Roman, or Courier New font for all text, to include any text contained in a table. Using the instructions provided below, provide as specifically as possible the actual methodology being used for accomplishing / satisfying the factors / subfactors.

In the Technical/Management volume, address the proposed approach to meeting or exceeding the minimum performance or capability requirements of each technical/management factor/subfactors, as well as any risks in your proposed approach in terms of technical/performance, price, and/or schedule. Address any technical/management risk by identifying those aspects of the proposal you consider to have the potential for disruption of schedule, increased cost, poor performance, the need for increased Government oversight, and/or the likelihood of unsuccessful contract performance. Describe the impact of each identified risk in terms of its potential to interfere with or prevent the successful accomplishment of other contract requirements (e.g., PWS/SOW or specification requirements), whether or not those requirements are identified as subfactors. Propose a realistic "workaround" or risk mitigation for identified risks that will eliminate or reduce risk to an acceptable level. Identify any new risks introduced by such risk mitigation.

Volume II - Technical/Management shall be organized as follows:

-Table of Contents -List of Table and Drawings (Excluded from the page limits) -Glossary -Subfactor One -Subfactor Two -Subfactor Three -Subfactor Four -Subfactor Five -Subfactor Six -Sanitized version of offeror’s CLIN pricing Worksheet (i.e., remove prices and rates, leaving in only proposed hours and labor categories)

The Offeror’s technical volume shall also be sanitized and submitted without any identifying company letterhead, logos or insignia.

(C) Volume III – Price. Price proposals shall be submitted using the CLIN Pricing Worksheet, Attachment 7. The price proposal will be evaluated using one or more of the techniques defined in FAR Part 15.404 in order to determine if it is reasonable and complete. Reasonableness is established through cost and price analysis techniques as described in FAR 15.404. For a price proposal to be complete, all solicitation requirements must be priced, figures correctly calculated, and prices presented in a clear and useful format. Offeror shall submit pricing for the base period all option periods, the transition-in period, and all optional CLIN requirement pricing, and pricing for an additional 6-month extension period that may be authorized IAW FAR 52.217-8, and surge pricing. See FAR 52.217-8 which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. The RFP CLIN Pricing Worksheet shall include a separate line item for the additional 6-month extension period IAW FAR 52.217-8. These prices shall be identical to the proposed pricing in the 6 months prior to expiration of the base period, or the final option period, if option periods are present.

The RFP CLIN Pricing Worksheet shall be submitted in MSExcel 2016 format or newer. All formulas shall remain present in the spreadsheet for verification. The total size of the email (including all attachments) file size of each document shall not exceed 20MB. Information beyond that required by this instruction shall not be submitted, unless you consider it essential to document or support your price. All information relating to the proposed price, including all required supporting documentation must be included in the section of the proposal designated as the Price Volume. The Offeror shall propose a fixed price payment plan as a separate document commensurate with the value of the deliverables and/or significant milestones in the PWS for this requirement. The payments will be divided into 12 monthly payments; however, if the offeror desires the use of a different payment plan, the offeror may submit an alternative plan and must provide justification for this plan., A firm fixed price payment plan with the total dollar amount divided into equal monthly payments will not be accepted unless the offeror provides justification for this plan that the Government subsequently deems adequate. The eventual awardee will be authorized to invoice monthly for all approved travel costs incurred and approved by the COR. Under no circumstances shall the information and documentation from the Price Volume be included elsewhere in the proposal other than Volume III, Price and Volume IV, Contract Documentation, which includes CLIN pricing.

Price submissions should be sufficiently detailed to demonstrate their reasonableness, as well as Offeror’s methodology to meet all PWS tasks. Offerors should ensure price proposals include detailed information regarding the resources required to accomplish the task (e.g., labor categories, labor hours, number of employees for each labor category, rates, materials, subcontractor efforts, etc.). Based on adequate price competition, the KO does not anticipate a requirement for certified cost or pricing data. However, data other than certified cost or pricing data may be required to support the price reasonableness of your proposal in accordance with FAR 15.403. This information will be required by the KO if deemed necessary.

The labor rates proposed in the RFP CLIN Pricing Worksheet shall include fully-burdened hourly rates for each labor category that may be required throughout the life of this effort. All labor costs are part of the fully-burdened labor rates and shall be priced at the Government or Contractor site IAW the PWS. Labor and labor related costs shall not be reimbursed as an ODC.

As referenced in FAR 12.504(a), the Offeror shall take into consideration the laws not applicable to subcontracts at any tier for the acquisition of commercial products or commercial services at any tier.

Volume III – Price shall be organized as follows:

-Table of Contents -Attachment 7, RFP CLIN Pricing Worksheet* -Price Narrative - to include relevant pricing information such as supporting pricing data or data other than cost or pricing information, if necessary.

*CLIN Pricing may be included in the narrative of Volume III – Price as a graphic illustrating the completed Attachment 7 or the offeror may choose to reference the RFP CLIN Pricing Worksheet in Volume III – Price. However, regardless of the reference in the narrative, Attachment 7 must be provided as a completed stand-alone excel file.

(End of provision revisions) ADDENDUM TO 52.212-2(a) Addendum to 52.212-2(a), Evaluation-Commercial Items is tailored as follows:

A. Basis for Contract Award Award will be made to the responsible offeror whose proposal is determined to represent the overall best value to the Government using a best value tradeoff evaluation process.

With regard to the best value analysis for the award decision, the below evaluation factors and subfactors will be used in the best value trade off analysis. Section 508 Accessibility Standards do apply to this requirement. Section 508 requirements are listed in the attached PWS (Attachment 1). Compliance with Section 508 standards will be considered prior to evaluating any of the selected criteria listed below. Any proposal failing to meet the Section 508 Accessibility Standards, as listed in the PWS, shall be eliminated from consideration of award.

B. Evaluation Factors and Subfactors

(1) The following evaluation factors and subfactors will be used to evaluate each proposal.

Factor 1: Technical/Management Approach. Offeror shall explain how the selected elements of each subfactor below will be accomplished. The technical subfactors will be evaluated based on the offeror’s proposed approach and its ability to meet or exceed the below requirements.

a. Subfactor 1: Reference PWS Subtask 6.3.1 & 6.3.2

· Maintain service levels of system availability and uptime as defined in the Performance Standards.

· Maintain compliant, secure systems for each network through the availability, confidentiality, and integrity of server systems.

· Protect Naval Nuclear Propulsion Information (NNPI) and other Confidential Data as stated in OPNAV Instruction N9210.3 series.

b. Subfactor 2: Reference PWS Subtask 6.3.8

· Engineer, configure, and manage network connectivity via DoD-approved devices for routing, switching, and VPN encryption for local SYLAN Unclassified Naval Nuclear Propulsion Information (UNNPI) and SECNET NNPP and GMAS networks.

· Configure and manage all network devices to standard DoD/DoN cyber security requirements (STIG, SRG, IAVA, iOS updates) and NAVSEA08 (Naval Reactors – OPNAVINST N9210.3) for routing, switching, distribution and protection of unclassified and classified NNPI.

c. Subfactor 3: Reference PWS Subtask 6.4.12

· Complete root cause analysis of IT service interruptions.

d. Subfactor 4: Reference PWS Subtask 6.4.13

· Comprehensive cybersecurity threat hunting to identify any anomalous system, application, or user behaviors using cybersecurity tools including OSINT, the IT Service Performance Monitoring application, Splunk, HBSS, Varonis, Cisco ISE, IDS, Firewall, Bluecoat, WIDS, Cisco Stealthwatch, RedSeal, and ACAS.

e. Subfactor 5: Reference PWS Subtask 6.5.19

· Maintain adequate levels of network support outside of normal business hours

f. Subfactor 6: Management. The contractor’s proposal provides the appropriate mix of labor categories and demonstrates a comprehensive management approach that ensure fully-trained, top-quality personnel are provided to meet all requirements of the PWS. The mix of labor categories can be described in the narrative for Volume III – Price and Volume IV – Contract Documentation. In addition to any information provided in the technical proposal, in evaluating offerors’ proposed staffing plans, the Government will review sanitized versions of offerors’ price proposals (i.e., removing prices, but leaving in hours and labor categories). PWS Subtask 6.1.1 Key Personnel – demonstrate your ability to maintain Key Personnel. PWS Subtask 6.1.1 Key Personnel – Offeror shall provide generic resumes void of any personal data, to include names, addresses, company names, and dates. Offeror’s proposal will be evaluated to ensure offeror’s key personnel meet the requirements as stated in PWS 6.1.1.

Factor 2: Price

(a). The Offeror’s firm-fixed price proposal will be evaluated for award purposes based upon the total evaluated price which consists of the offeror’s proposed prices for the base period, all option periods, transition-in period, option pricing for an additional 6-month extension period that may be authorized IAW FAR 52.217-8, optional CLIN pricing as addressed in paragraph (b) below, and surge pricing as requested below. Evaluation of the options shall not obligate the Government to exercise such options. The offeror’s price proposal will be evaluated, using one or more of the techniques defined in FAR 15.404, in order to determine if it is reasonable and complete. Normally, price reasonableness is established through cost and price analysis techniques as described in FAR 15.404. For a price to be complete, all solicitation requirements must be priced, figures correctly calculated and prices presented in in a clear and useful format.

(b) The Government may require optional CLIN support during the base or any option period and optional CLIN modifications will be in-scope to provide increased support for the defined task areas of the PWS. Optional CLIN support is OPTIONAL and is not a guarantee. If the Government determines that an increased quantity of support is required for the task areas defined in the PWS, the Government reserves the right to exercise the optional CLIN unilaterally. The KO will provide written notice to the contractor at least 30 calendar days prior to any unilateral exercise of the surge option. Offerors are instructed to propose optional CLIN support for a full year. In the event the Government does elect to exercise the optional CLIN for less than a full year, the negotiated price of the modification will be at the same labor rates proposed and found fair and reasonable at time of contract award, for the applicable period of performance.

(c) Due to the likely inability of any offeror to accurately estimate travel and material/equipment purchases associated with this requirement, the Government is providing plug numbers to be used by all offerors when proposing ODC. Offerors are instructed to propose plug numbers for ODCs in the following EXACT amounts. However, note that actual incurrence of the costs shall be authorized by the COR in writing prior to incurrence and travel and will be paid IAW FAR 31.205-46. No profit or fee will be authorized for travel or ODCs. Applicable burdens, e.g., G&A, may apply to travel and ODCs IAW the contractor’s accounting practices.

Travel/ODCs Base Year: $23,442.00 Opt Year 1: $23,442.00 Opt Year 2: $23,442.00 Opt Year 3: $23,442.00 Opt Year 4: $23,442.00

These EXACT amounts shall include all audited markups and burdens and shall not be rounded or adjusted based upon independent decisions regarding actual anticipated ODCs. A proposal that fails to bid the plug numbers EXACTLY as provided may be excluded from further consideration.

(2) Relative Importance of Factors and Subfactors. The relative importance of each factor and subfactor during the best value tradeoff analysis is as follows: Within the Technical/Management factor, the subfactors are of equal importance. The Technical/Management Approach factor is more important than price.

The Government may require surge support IAW DITCO Special Contract Requirement H6 – Option To Exercise Surge Support. The Government is providing a percentage value to be used by all offerors when proposing surge. Surge support will not exceed 10% of the offeror’s total proposed cost/price for the base and all option periods, excluding transition-in and any 6-month extension of services pursuant to FAR 52.217-8. Offerors are instructed to propose this EXACT percentage for Surge CLIN 9999. Pricing for optional CLIN 9999 shall be quoted as a cost reimbursable, not-to-exceed CLIN. The Government will not conduct a cost realism analysis on optional surge CLIN 9999 if all other labor CLINs under the contract/task order are fixed price.

C. Ratings

(1) Each technical/management subfactor will receive one of the ratings described in Table 1included in Attachment 8 – BVTO Evaluation Tables. The subfactor ratings will not be rolled up into an overall color rating for the Technical/Management factor. Proposals that are rated “Red/Unacceptable” in any area at time of contract award are ineligible for award and shall be excluded from further consideration.

Table 2 in Attachment 8 provides definitions related to the best value technical evaluation rating process.

D. Evaluation of Options

The offeror shall submit pricing for the base period, all option periods, the transition-in period, and pricing for an additional 6-month period that may be authorized IAW FAR 52.217-8. See FAR 52.217-8 which authorizes the Government to require continued performance of any services within the limits and at the rates specified in the contract. The pricing proposal should include a separate line item for the additional 6-month period IAW FAR 52.217-8. These prices shall be identical to the proposed pricing in the 6 months prior to expiration of the base period, or the final option period, if option periods are present. Evaluation of options shall not obligate the Government to exercise the option(s).

E. Discussions

The Government intends to evaluate proposals and award a contract without exchanges. However, the Government reserves the right to conduct exchanges or seek clarifications if the KO determines they are necessary. If exchanges are required, the number of proposals being competitively considered may be narrowed to all of the most highly rated proposals. The Government further reserves the right to reduce the number of proposals being competitively considered to the greatest number that will permit efficient competition among the most highly rated proposals. If an offeror’s proposal is removed from further consideration for award, written notice of the removal will be provided to the offeror. In the event issues pertaining to the solicitation cannot be resolved to the KO's satisfaction, the Government reserves the right to withdraw and cancel the solicitation. In such event, offerors will be notified in writing.

F. Questions

Questions should be address to gwendolyn.m.rapoza.civ@mail.mil, kali.l.ushijima.civ@mail.mil, and megan.s.mann.civ@mail.mil. Please provide any questions, in writing, using the provided template (See Attachment 9), no later than 23 May 2022 at 11:00 AM Hawaii Standard Time. The Government reserves the right to not answer any further questions submitted after this time.
