About this file

This document is a memorandum from the 377th Air Base Wing at Kirtland Air Force Base (AFB) providing requirements for the use of hazardous materials by short-term construction contractors on the base. Key details include:

Contractors working less than one year on Kirtland AFB must have hazardous materials approved for use by the base's Hazardous Material (HM) Program. This process requires completing a Contractor HM Worksheet, providing Safety Data Sheets, and allowing for site visits to verify material inventory. Contractors are responsible for removing all excess hazardous materials from the base upon completion of the project. If working with pesticides or herbicides, contractors must coordinate with the Pesticide Management Shop. The point of contact for questions is Mr. Matthew Lujan in the HM Program.

The related federal contract opportunity is a pre-solicitation notice for a design-build requirement to provide site preparation for a Temporary Squad Operations Facility at Kirtland AFB. The North American Industry Classification Systems (NAICS) code is 238910, with a $19M size standard. A site visit is scheduled for 9 May 2024, and responses are due by 1:00 PM MST on 16 May 2024. The government is conducting market research to determine interested sources and their capabilities.

DDEPARTMENT OF THE AIR FORCE

377TH AIR BASE WING (AFGSC)

12 January 2024

MEMORANDUM FOR KIRTLAND AFB PERSONNEL

FROM: 377 MSG/CEIE

SUBJECT: Hazardous Material (HM) Requirements for Short-Term Construction Contractors

1. Short-term contractors working less than one year on Kirtland Air Force Base (AFB) must have hazardous materials approved for use by the HM Program, and in accordance with AFMAN 32-7002, Chapter 3, Hazardous Material Management. This process includes the following:

a. Complete the Contractor HM Worksheet and return the worksheet to the HM Program, Building 20685 prior to hazardous materials arriving on Kirtland AFB.

b. Contractor will supply the HM Program with the manufacturer’s Safety Data Sheet (SDS) for each material. SDSs are manufacturer specific and must match all material on-site.

c. The HM Program may conduct a site visit verifying the hazardous material inventory upon arrival and an inventory upon contract completion.

d. Units are not allowed to keep excess materials for touchup or continuing needs, so short-term construction contractors must remove all excess materials from Kirtland AFB at the end of the project.

e. If the contractor is to be working with pesticides or herbicides, they must contact the 377 MSG/CEO Pesticide Management Shop at 846-5842 to coordinate Air Force reporting and management procedures.

2. My point of contact for any questions and/or submittals regarding hazardous material requirements for short-term construction contractors is Mr. Matthew Lujan, at DSN 246-2509, commercial (505) 846-2509, or by email kirtlandhazmat@us.af.mil.
