1. General Project Information
1.1. Design/Build (D/B) Purpose and Objective
1.1.1. Purpose and Objective: This Statement of Work (SoW) defines requirements for the completion of project Site Preparation for Temporary Squad Operations Facility located on Kirtland Air Force Base (Kirtland AFB). The purpose and objective of this project is to prepare the location (grading and utilities) for a temporary training classroom for aircraft.
1.1.2. This D/B SoW identifies the design and construction services required of the Design/Build (D/B) Team, consisting of the General Contractor and its subcontractors including licensed design professionals, to execute and complete the turnkey project as further described in this SoW. The D/B Team shall provide the professional design services required to support the SoW necessary to provide design analysis, drawings and specifications for review and approval by the government.
1.1.3. The Design shall include, but is not limited to, the following: Provide the services of all the licensed design professionals in the disciplines required to produce the design analysis, estimate, schedule, drawings, and specifications which shall describe the facility in strict accordance with the requirements outlined in this SoW. The Build includes, but is not limited to, the following:
conducting field verifications, providing all labor, tools, equipment, permits, and licenses required to construct the project in strict accordance with the requirements outlined in this SoW.
1.1.4. The work outlined in this SoW is designed to prepare the project location for the installation of a temporary building, the placement of which will be contracted by the 58 SOW. The D/B Team shall coordinate with the Contracting Officer (CO) and with the 58 SOW for the terminal locations of the utilities, and for installation timing and final location of the sidewalks.
1.2. Existing Building and Site Conditions
1.2.1. This is a new construction project. The current condition of the site is flat open field with limited vegetation as indicated in Attachment A. The location has several operational and abandoned utilities. Attachment B provides a potential project layout for the new construction.
1.2.2. Access is limited to U.S. Citizens.
1.2.3. Escorts are not required for this project.
1.2.4. To obtain access to Kirtland AFB, the D/B Team shall complete a background check with Security Forces. Contact the Project Manager (PM) for additional information.
1.3. Attachments and Reference Documents
The following documents and attachments are applicable to this SoW to the extent specified herein. These documents are provided with this SoW to assist the D/B
Team in completing the SoW requirements. It is the D/B Team’s responsibility to field verify the accuracy of any information that has been provided by the government.

2. Regulatory Compliance and Standards
2.1. Compliance with Codes, References, and Standards: All work shall be in strict compliance with all applicable codes as adopted and modified by the State of New Mexico, Department of Defense, current NFPA, NEC, IMC, IPC, applicable UFC’s, AFI’s, and all local building codes and ordinances. Governing code is the current IBC. D/B Team shall follow the most current edition at the time of Notice to Proceed (NTP) apply to all codes, references, and standards. 3. Project Scope Requirements
3.1. The D/B Team shall provide all design and installation services required for the turn key completion of this SoW. The design and installation shall be in accordance with all applicable codes as listed in Section 2.
3.2. Construct and provide allied support for airframe temporary squadron operations.
The site location is south of building 937 and east of building 926 as indicated in Attachment A. The location shall accommodate approximately 40 trailers at (11’-8” x
56’) 653.33 square feet each (total 26,320 square feet). The trailers will be combined into one building. Utilities to include electric, storm, water, telephone, Secure Internet Protocol Router Network (SIPRNET), Non-Secure Internet Protocol Router Network (NIPRNET), and Wi-Fi. A gravel parking area shall be included. Provide pedestrian walkways (concrete sidewalks) as required. The sidewalks shall be installed after the temporary building installation (contracted by the 58 SOW) to prevent damage to the sidewalks (building(s) to be installed by others). D/B Team shall coordinate with the 58 SOW contractor that will be installing the building(s) for the installation of the sidewalks. This coordination shall be through the CO and the
58 SOW.
3.3. Current site location is a vacant field with natural landscape comprised of A Horizon material (grass, trees, rock, brush). All surface/A Horizon materials will be removed and properly disposed in the Kirtland AFB landfill. D/B Team shall be responsible for proper removal and disposal of materials in accordance with Kirtland AFB environmental requirements. A total estimated area of disturbance is 88,000 sq ft is anticipated, not including the laydown yard. This shall support the 40 modular trailers and a gravel parking lot. All surface grades and water runoff shall need to be sloped to NMDOT (Cat code 852263) specifications and requirements. Parking area:
less than 30,000 sq ft gravel parking lot. Allowing for 35 SQYD per space yields 80*35*9 = 25,200 sf of parking area. Considering the layout of the site, the parking area shall require 29,232 SQFT, and would provide 5 handicapped plus 81 regular spaces for a total of 86.
3.4. Earth moving equipment shall remove shallow material and compact a basecourse for gravel parking in 2-inch layers or to reach proper compaction per size of equipment used. Four (4) inches of basecourse for the foundation and 2 inches of crushed stone for surface shall be used. Compact 12” of subgrade before placing a geogrid layer below the base course. Finish grade of both trailers and parking area shall meet existing concrete sidewalks on the east side of building 926. The concept drawing shall assume a finish floor elevation of 5,341.00 feet. Compact select fill material to provide three level surface pads for temporary foundation support. North pad elevation 5,337.5, center pad elevation 5,336.5, and the south pad elevation 5,335.5.
Adjust jack supports to match finish grades. As part of the design, survey the site and determine the necessary grades for the foundation support and tie in surface elevations. The site slopes north/south approximately 3’-6” over the length of the proposed building.
3.5. Pedestrian walkways shall provide access to the building at 8 locations (locations to be confirmed with the 58 SOW) and the parking lot. Provide concrete dumpster pad on site within fifty to 100 ft of the building structure, connected by a concrete sidewalk. Any underground storm drainage system shall connect to existing and natural water runoff or designed retention basin. Harden slopes of surface conductors and retention basin to prevent erosion of the banks. Sanitation and plumbing systems shall be installed and connected to closest existing infrastructure with sufficient capacity to support proper functionality. Additionally, it will be necessary to install utilities for electrical and telephone systems to enable Wi-Fi and internet capabilities.
Attachments D, E, F, G, H, and I provide the locations of known utilities in the vicinity of the new build.
3.6. During construction, the D/B Team shall coordinate with Kirtland AFB Geospatial to survey the actual location and depth of the utilities before backfilling. The D/B Team is responsible for ensuring that all utilities are rendered safe for additional loads.
3.7. Multiple active and abandoned utilities existing in the project area. Potholing shall be conducted in areas to locate existing utilities and to make connections to utilities as necessary and prior to excavating surface soils.
3.8. Erect temporary fencing, min. 7 feet high. Locate the fencing around the full perimeter of the construction site separating the site from the streets and foot traffic.
Maintain the fence for the duration of the project.
3.9. The D/B Team shall compact the soil to 95% of modified proctor density, compaction flush with the surrounding pavement in the area left exposed by construction efforts.
Only remove trees that interfere with the temporary improvements. Note: Do not cause any unnecessary removal of trees.
3.10. Utility point of connection recommendations are as follows:
3.10.1. Water for domestic use can be tapped at the 6” line that runs north/south near the building footprint on the east side of the proposed structure. Water for fire sprinklers can be tapped at the 10” water main to the east located to the west side of the curb at Truman Ave. Provide isolation valve in fire line feed to the building, a post indictor valve, and a Fire Department Connection (FDC) at the building. Insulate all water pipe underfloor, in the crawl space.
3.10.2. Sanitary sewer can be piped to the south to a proposed manhole just north of Randolph and further extended to an existing manhole north of Randolph.
3.10.3. Storm water may be conducted primarily on the surface to a retention basin designed to meet EISA requirements on the south side of the site. Refer to the Attachment B. Design underground piping where necessary to conduct roof water to retention.
3.10.4. Communications may be connected, if confirmed by Kirtland AFB Comm. just north of the proposed relocatable building near the northwest corner.
3.10.4.1. The Kirtland AFB Communications Specifications September 2023 is the standards that the Contractor is to meet or exceed for all materials and work performed to establish connectivity to the base networks for the facility.
3.10.4.2. Include trenching and installation of two 4" conduits running from HH-BIG-1A to the building's primary comm room. This effort shall be in coordination with the 58 SOW contractor since it is dependent on the design.
3.10.4.3. A fiber optic run providing 12 strands of single mode fiber will be run from the location shown in Attachment E to the building site.
Approximate distances are shown in the attachment.
3.10.4.4. A 200 pair copper line will be run from the location shown west of the building site in Attachment E. Approximate distances are shown in the attachment. (This requirement will not be necessary if VoIP becomes available before the project begins).
3.10.4.5. The D/B Team shall coordinate with the 58 SOW contractor that will be installing the building for the installation of the facility communications for a smoother transition and connection of site communications to building communications. This coordination shall be through the CO and the 58 SOW.
3.10.4.6. Testing and approval are necessary for cabling acceptance for both fiber and copper cabling per the Communication Specifications. Cabling test results shall be provided to 377th MSG/SC (Base Comm) for review, comments, and acceptance. Denial of acceptance requires D/B Team to resolve issue(s) until acceptance before the project can be considered approved/accepted.
3.11. Analysis and Design of Building Structures
3.11.1. This task will be the responsibility of the temporary building supplier , the 58
SOW Contractor.
3.12. Foundation Design and Structural Detailing.
3.12.1. The foundation will be based on a temporary structure. This task will be the responsibility of the temporary building supplier, the 58 SOW Contractor.
3.13. Seismic Bracing of Non-Structural Components:
3.13.1. The seismic bracing will be the responsibility of the temporary building supplier and 58 SOW.
3.14. Geotechnical Analysis
3.14.1. The D/B Team shall be required to have a geotechnical analysis performed. The report shall at a minimum provide the applicable requirements set forth in the IBC 2021 Sections 1803 through 1804. The D/B Team, if required, shall provide the geotechnical engineer additional items to include in the report required to support and or aide in the D/B Team design assumptions.
3.14.2. The D/B Team shall follow the guidelines for the foundation recommendations provided by the geotechnical engineer for the specific soils encountered during the soils analysis.
3.14.3. The soils report for new construction shall include a shear wave velocity test to aide in determining the site class of the soil.
3.14.4. If a geotechnical analysis is not performed, the site class shall be set as Default Site Class D per ASCE 7-16 Section 11.4.3 and is subject to the requirements set forth per ASCE 7-16 Section 11.4.4. Presumptive soil values will be subject to IBC 2021 Section 1806.
3.15. Mechanical, Electrical, and Plumbing (MEP) Design:
3.15.1. Existing: There are 6” and 10” water lines in the vicinity of the build site. They are located underground to the north, south, east, and west. Preferrable tie in location would be the 10” pipe to the east. Refer to Attachment H for existing water line locations. The fire protection lines are shared with the domestic water lines.
3.15.2. There is existing 4” sewer lines serving the buildings to the north (937) and west (926) of the build location. The sewer main is located to the south of the build location and is an 8” line size that increases to 10” with downward slope to the west.
3.15.3. Demolition Work
3.15.3.1. Abandoned underground infrastructure is in the vicinity of the site location. The infrastructure has failed and is not in a usable or salvageable condition. It is recommended that the abandoned sewer and water lines remain, and new lines be trenched in another location.
3.15.3.2. Demolish and remove existing ground mounted transformer (480V/3P 4 feeders) in preparation for the new transformer.
3.15.3.3. Remove two existing light poles in the center of the site, and the two trees if they are located within the project boundaries.
3.15.4. New Mechanical Work
3.15.4.1. No mechanical work is planned outside of the installation of utilities.
Approximate, expected maximum utility lengths are provided in the attached drawings (Attachments B-I). It is the responsibility of the D/B Team to verify all utility lengths.
3.15.5. Plumbing system design and water conservation measures.
3.15.5.1. A new domestic water line shall be provided to the building location.
Connect to the existing 6” piping located east of the building location. A hot tap tie-in will be utilized to eliminate the need for a water outage. This will limit downtime for surrounding infrastructure. An isolation valve and water box with water meter shall be provided. Use cathodic protection where required.
3.15.5.2. An isolation valve shall be provided for future tie in by the D/B Team.
The water supply will be unregulated, and any PRVA and backflow preventers will be the responsibility of the Designer of Record.
3.16. Fire Projection Design
3.16.1. A new fire protection water line shall be provided, extending from the existing
10” piping to the east of the work location in Truman Ave. A hot tap tie in shall be utilized to eliminate the need for a FP outage. This will limit downtime for surrounding infrastructure.
3.17. Power Coordination Study
3.17.1. D/B Team shall provide a Study Report and a Coordination Study, recommended ratings and settings of protective devices, and design analysis according with UFC (UFC 3-501-01, 3-2.2.2 Electrical Calculation Summary and UFC 3-501-01, 3-2.2.1 Electrical Analysis Software) to the government as a deliverable.
3.17.1.1. UFC 3-501-01, 3-2.2.2 Electrical Calculation Summary Provide calculations that include a complete analysis with supporting data.
Address system arrangement; voltage selection; and major equipment selections including load analysis and equipment sizing calculations.
Whenever sizing electrical equipment, such as transformers, breakers, or electric cables, provide calculations to demonstrate proper facility design.
Provide the following calculations unless the Basis of Design clearly explains why a particular calculation type is not applicable:
a. Load analysis.
b. Short circuit analysis, including protective device interrupting rating.
c. Protective device time-current coordination study.
3.17.1.2. UFC 3-501-01, 3-2.2.1 Electrical Analysis Software
Most electrical-related calculations for significant projects will be completed with software tools; hand calculations are typically only acceptable for minor modifications to an existing system. For power systems analyses, coordinate with the Base to determine if specific software tools are required for the analyses. Whenever software tools are used to perform analyses, provide the electronic software files with each submittal. Before using any software tools, identify any base- or service-specific limitations regarding which software packages can be used. Only EasyPower is certified for the Air Force per UFC 3-501-01.
3.17.2. The Study shall include all existing and proposed HV electrical components and devices that affect electrical components of the project.
3.17.3. The Architect/Engineering (A/E) firm that performs the power study shall provide qualified electrical power engineer(s), licensed electrician(s), and calibrated test equipment as required to perform a complete site investigation and power study. Study shall include complete facility one-lines from the originating service transformer to the last emergency and normal loads in the distribution system for the project is connected to, with all associated existing and new panel schedules, equipment schedules, and load calculations. Update electrical as-builts and record drawings and submit them to the government.
3.17.4. D/B Team shall submit schedule of study prior of doing the study. Duration of study shall be included in the overall schedule of the project.
3.17.5. The D/B Team shall provide all electrical analyses, single-line drawings, calculations, including load calculations, and EasyPower Model.
3.18. New Electrical Work
3.18.1. Design and install LED lighting IAW UFC 3-530-01 and other applicable UFC, codes, and standards for an 86-space parking lot (see Attachment B).
3.19. Meeting and Conference Requirements
3.19.1. Meeting/Teleconference Support - The D/B Team shall conduct meetings necessary to support design coordination and each design review. The D/B Team shall also lead and support weekly meetings and/or teleconferences through the construction phase of the contract. Weekly meetings are subject to change throughout the life of the project by approval of the CO. The D/B Team shall prepare and maintain the weekly meeting agenda report which shall include the record of new and old discussion of technical issues, percent complete actual versus planned, and tabular report for Requests for Information (RFIs) and submittals (open and upcoming). The D/B Team shall submit the meeting agenda in writing to the CO, PM, and BCE prior to the weekly meeting.
The D/B) Team shall also prepare, update, and submit in writing to the CO, PM, and BCE on a weekly basis, a three week look ahead schedule to demonstrate construction progression from start to completion. These meetings shall include the 58 SOW Contractor.
3.19.2. The D/B Team shall prepare minutes for meetings attended, including teleconferences, design reviews, weekly meetings, Red Zone meetings, and any other meeting required for completion of project, and distribute minutes to attendees within three (3) working days.
3.19.3. Red Zone Meeting - The D/B Team shall support Red Zone meetings as part of the closeout process of the project. The Red Zone shall commence at 65% of construction completion. At these meetings, the D/B Team and the project stakeholders shall discuss, define, and achieve consensus on actions necessary to complete construction and support User occupancy. Meetings at the beginning of the Red Zone period will be held every two weeks then increase to weekly towards the final month of the project.
3.20. As-Built Drawings and O&M
3.20.1. D/B Team shall provide electronic copy of all O&M documents.
3.20.2. The D/B Team shall provide electronic CAD and PDF as-built drawings that clearly identify the project requirements, encompassing all modifications, among other details of the project. The D/B Team is accountable for integrating government feedback and making essential revisions to the as-built drawings in response to government comments and any alterations made to the project, ensuring alignment with on-site installation changes.
3.21. Produce Complete Project – The D/B Team shall design, furnish all parts, material, equipment, all labor, supervision, and method and means as required to install and produce a complete turnkey project to the government.
3.22. The D/B Team shall identify and comply with all applicable federal, state, and local laws; statutes; Executive Orders; Department of Defense/Air Force manuals, handbooks, regulations, guidance, and policies. The D/B Team shall comply with the National Institute of Building Sciences’ Whole Building Design Guide Construction Criteria Base (CCB), Unified Facility Criteria (UFC), and all related libraries. The primary criteria are the Air Force Criteria from the Documents Library. The Unified Facilities Guide Specifications (UFGS) is the mandatory starting point for all specifications, and shall not be deleted, materially modified, or made less stringent without government approval. It is the D/B Team ’s responsibility to identify and comply with all applicable requirements.
3.23. D/B Team shall prepare and submit submittals, RFI’s, and deliverables on an AF3000 to the CO, for approval in-writing by CE and the CO. Any resubmittals shall be resubmitted on an AF3000 to the CO, for approval in-writing by CE and the CO within 7 calendar days or as indicated on the AF3000.
3.24. Protect Temporary Openings from Weather – If inclement weather is imminent at any time, the D/B Team shall take precautions to safeguard the building (including equipment, finish materials, and furnishings) from damage. The D/B Team shall monitor weather conditions and make the building temporarily weather tight prior to the onset of precipitation and at the end of each workday.
3.25. On-Site Field Verification – D/B Team is responsible for visiting the site and conducting all field investigations that will allow for accurate design drawings, materials, and equipment needed for a complete project. The D/B Team is responsible for providing all field investigations needed to confirm existing conditions and current field conditions. The D/B Team shall verify in the field any site survey information, as-builts, geotechnical, and all other information that may have been provided by the government. The D/B Team shall coordinate all site visits in advance with the CO, CE, and User.
3.26. Verify Information Needed – The D/B Team shall be responsible for obtaining additional information and any other information needed to develop accurate design drawings for a complete project. This may include creation of as-builts, site measurements, surveys, tests, and other material necessary to provide the D/B Team with an adequate basis for design.
3.27. Refer to Section 6 for criteria & requirements for all deliverables.
4. Design and Engineering Services
4.1. The D/B Team shall perform a detailed design and be responsible for a complete set of design documents. The Design shall be completed by registered and licensed
Engineers and Architects. The developer of the design shall be identified as the Designer of Record (DoR).
4.2. DoR Requirements During Construction – The DoR shall perform the following requirements during construction:
4.2.1. The DoR shall review ALL submittals, whether generated by the general D/B Team or a subcontractor, for correctness, completeness, code compliance, safety requirements, design intent, and legal sufficiency prior to submission of each submittal to the government. The DoR shall provide a recommendation to approve or disapprove the submittal, with a complete and detailed description of the reasoning for disapprovals, and the recommendation shall be stamped and signed by the DoR on the cover page.
4.2.2. The DoR shall review ALL Requests for Information (RFI) by the D/B Team for correctness, completeness, code compliance, safety requirements, design intent, and legal sufficiency prior to submission of each submittal to the government.
The DoR shall provide a recommended response to the RFI, with a complete and detailed description of the reasoning for the recommended response, and the recommended response shall be stamped and signed by the DoR.
4.2.3. Not less than once per calendar month, the DoR shall visit the site and review the red line drawings being maintained by the construction D/B Team. Within seven (7) calendar days of the inspection, the DoR shall issue a report to the government evaluating the accuracy and currency of the red line drawings. The report shall be stamped and signed by the DoR. To the greatest extent practicable, the DoR shall issue the report to the government prior to, within three (3) duty days.
4.2.4. The DoR shall attend and take minutes of any meeting with the government during construction called by the D/B Team or called by another party and the D/B Team agrees to attend. Depending on the target agenda for the meeting, the CO may waive this requirement on a case-by-case basis.
4.2.5. The DoR is responsible for all design/engineering aspects of the project through project close-out. The following sections describe the requirements that apply to the D/B Team throughout the design and construction phases of the project.
4.3. Contract Drawings
4.3.1. Produce drawings using Computer Aided Design and Drafting (CADD) and
Building Information Modeling (BIM) software as described in the project.
Provide Adobe Acrobat Portable Document Format (PDF) files for design review and record drawing submittals as required by the government. Drawings will comply with the DoD CADD Standard latest version and customer specific guidance. The CADD standard is available at (http://www.wbdg.org/ccb/) and BIM guideline.
4.3.2. The location plan(s), drawing index, drawing legend, abbreviations, and project title shall be located on the first sheet of the drawings. All drawings shall include a graphic scale. Lettering shall be no less than 1/8” high. The government will provide the templates for the cover sheet, index sheet, etc.
Drawings shall be accurate, professional, and in sufficient detail, including all required schedules, tables, details, sections, plans, elevations, and general notes to enable proper and satisfactory construction of the entire project.
4.3.3. Type A – concept study: n/a
4.3.4. Conceptual Design (35%): The D/B Team shall submit a conceptual design package that will include, as applicable, deliverables described in deliverable requirements in Section 6.
4.3.4.1. Drawings to include preliminary mechanical and electrical distribution system layouts, developed elevations, schedules, tables, and any other information required to clearly illustrate and describe the design.
4.3.5. Preliminary Design (65%): The D/B Team shall submit a preliminary design package that will include, as applicable, deliverables described in deliverable requirements in Section 6 incorporating responses to all government review comments.
4.3.5.1. Drawings to include final detailed mechanical and electrical distribution system layouts, detailed elevations, schedules, tables, and any other information required to clearly illustrate and describe the design.
4.3.6. Pre-Final Design (95%): The D/B Team shall submit a preliminary design package that will include, as applicable, deliverables described in deliverable requirements in Section 6 incorporating responses to all government review comments.
4.3.6.1. Contract drawings to include all details, elevations, completed schedules, and tables. Note that final comm cable records/contract drawings regarding comm infrastructure installed are to be provided to 377th MSG/SC (Base Comm contact) for approval.
4.3.7. Final 100% Design: The final 100% design shall include all drawings and specifications with all comments and corrections incorporated.
4.3.7.1. The design at this level shall be a totally complete, checked, and corrected set of construction documents. All final drawings shall be sealed, signed, and dated by a project architect/engineer/principal of the firm registered in architecture and/or engineering as appropriate.
4.3.7.2. Files must be fully editable and match the drawings submitted for the final design submittal.
4.3.8. Full size drawings shall be 24" x 36". Reduced drawings shall be 11" x 17".
4.4. Specifications Standards
4.4.1. Specifications shall be delivered at each design submittal stage in accordance with the deliverable requirements in Section 6.
4.4.2. Provide Technical Specifications that are definitive and free of ambiguities. Use of the Unified Facilities Guide Specifications (UFGS) system is mandatory in preparing specifications for D/B projects. UFGS are available at the Whole Building Design Guide website (http://dod.wbdg.org/).
4.4.2.1. The UFGS are published only in electronic format and are intended to be used with SpecsIntact software. The UFGS Master complies with UFC 1-300-
02. Updated UFGS are posted quarterly in February, May, August, and November.
4.4.3. Technical Specifications shall be written according to Unified Facility Guide Specifications (UFGS) format made available at Whole Building Design Guide.org (www.WBDG.ORG/FFC/DOD) coordinated with the required disciplines. Note: Reference specifications provided by the government are for content only and shall be re-written in UFGS format prior to inclusion in contract documents. Front-end specifications are provided with this SoW and shall be tailored to this specific project and SoW.
4.5. Design Analysis (DA)
4.5.1. Design Analysis shall be provided bound on 8-1/2” x 11” paper and on approved electronic media as approved by the Base Civil Engineer. It shall be arranged by discipline, meet all division specific UFC requirements, and support design decisions made throughout the design. The DA shall provide a narrative description of the key elements and features of the design. It shall include calculations, material cut sheets, and explanations of options considered. The DA shall also contain as a separate section, all previous design review comments annotated with action taken, cost estimate, and a listing of any outstanding issues requiring resolution. Drawings shall be submitted under separate cover.
4.5.2. The information provided in the paragraphs that follow shall be used at every submittal point to produce the various elements of a complete DA.
4.5.3. Purpose: The DA contents shall be used 1) to provide a narrative description of the key elements and features of the design; 2) to provide a basis for design, including assumptions and design criteria such as temperature, humidity, and loads; 3) to provide the information, justification, and calculations of the design;
and 4) to provide the designer’s thought process in the development of the design.
4.5.4. Specific Content: The submittal topics to be discussed in the DA are shown below. The format and organization within the outline are at the discretion of the D/B Team. Include catalog cuts of proposed products where applicable.
Update the contents of the DA at each required submittal point to account for changes and corrections since the last submittal. Calculations need not be resubmitted at each point if the previously submitted calculations were complete and no corrections or changes were required. However, if calculations are not included with a subsequent submittal, the contents shall reference the submittal date, submittal title, volume number, and pages where the calculations may be reviewed. All calculations shall be included in the final design submittal.
4.5.5. Criteria: List all Air Force manuals, regulations, instructions, military handbooks, UFC, codes, design guides, Comprehensive Plans (CPs), and CP bulletins used by the D/B Team for guidance in the project design.
4.5.6. Analysis Summary:
4.5.6.1. Describe the scope of work
4.5.6.2. Identify any violations of criteria that would occur if the project is constructed as described in the design documents.
4.5.6.3. Recommend phasing of construction if required to meet User needs.
4.6. Geospatial data
4.6.1. Geospatial/mapping data is required to be submitted for all work outside the bounds of footprints of buildings and structures. Contract deliverables that involve maps or other geospatial data shall be delivered in a geo-referenced GIS (Geographic Information System) or geo-referenced CAD format. For vector data, this shall be an ESRI geodatabase format (10.x) approved shape file by the IGI&S (Installation Geospatial Information and Services). For raster data, this shall be an ESRI compatible format.
4.6.2. All contract deliverables listed below that involve mapping or other geospatial data shall meet the following requirements:
4.6.3. These deliverables include, but are not limited to:
4.6.3.1. Site plans
4.6.3.2. Record drawings
4.6.3.3. Engineering designs, plans, or surveys
4.6.3.4. Topographic surveys or studies
4.6.3.5. Boundary or Cadastral surveys
4.6.3.6. Master plan drawings
4.6.3.7. Utility (water, sewer, power, storm, etc.) designs, plans, surveys, and studies
4.6.3.8. Pavement, Grading, or Excavation plans
4.6.3.9. Soil/Geology studies or surveys
4.6.3.10. Environmental assessments, surveys, studies, or plans
4.6.3.11. Historical or Archaeological surveys, studies, or plans
4.7. Survey
4.7.1. Global Position Systems (GPS) or comparable traditional survey methods will be used to collect geospatial data (e.g., northing, easting, and elevation above or below the Earth's surface) for all contract activities where geospatial data is involved. For construction purposes, this data will be obtained at the time of construction and prior to burial in the case of underground utilities. Survey methods shall meet accuracy standards for actual results.
4.7.2. Accuracy: Information shall be collected at no less than sub-foot for base areas and sub-meter for areas outside of the base boundary. All data shall be collected within sub-meter accuracy, except for utilities underground data, which shall be collected at survey grade accuracy of 1 foot or less. This data shall meet or exceed National Map Accuracy Standards at the corresponding scales.
Delivered data shall meet these accuracy standards at no less than 95%.
4.7.3. Projection/Coordinate System: Geospatial data shall be delivered in a georeferenced GIS (Geographic Information System) format. All geospatial data shall be delivered in the WGS_1984_UTM_Zone_13N coordinate System in Meters.
4.7.4. Feature Attributes: The D/B Team shall identify the classification, type, size, location, ID number, and any other necessary attributes (specified by the government) for all surveyed, mapped, designed, or proposed features.
5. Construction Services
5.1. The D/B Team shall be responsible for providing a complete and useable building location and shall be responsible for accomplishing all tasks outline herein, drawings, and specifications.
5.2. Warranty
5.2.1. D/B Team shall at minimum furnish an overall 1-year warranty on services/workmanship performed and any equipment/items the D/B Team purchases/installs for this effort. The warranty shall take effect upon the Beneficial Occupancy Date (BOD) by the government after construction is completed. The D/B Team shall coordinate with any/all manufacturers’ extended warranties for special components and systems. Extended warranties shall identify exactly what component or system is being warrantied and the duration of the warranty. The specifications prepared by the D/B Team shall include all specific extended warranty requirements for special components and systems.
5.3. Facility/User Coordination
5.3.1. Project Coordination: All work shall be coordinated with the CO in conjunction with the PM and BCE. The PM shall coordinate with the facility User.
5.3.2. Minimize interference with regular Kirtland AFB activities: The D/B Team shall plan construction activities to minimize interference with the normal activities of Base occupants in the remaining areas of the facility, neighboring facilities, surrounding streets, and parking areas.
5.3.3. The D/B Team will not have access to the facilities restrooms. D/B Team shall provide alternate facilities to accommodate the construction workforce.
5.3.4. Owner Occupancy: The project shall be scheduled and executed to minimize conflict and to adjacent facilitate User’s operations. Changes to the approved schedule shall be vetted through the CO to support minimal operation impact.
5.3.5. D/B Team shall be flexible when coordinating work near active missions, outages, and construction activities that may interrupt or interfere with the User’s mission.
5.3.6. D/B Team shall phase construction activities to least affect the active mission identified above. Any construction activates that will affect or interfere with the active mission shall be coordinated with the User four (4) weeks prior to the start of those activities.
5.3.7. Fire suppression outages shall require coordination and D/B Team flexibility with the User and fire department due to User’s requirements that shall be followed during the outage.
5.4. Staging, Storage, and Parking
5.4.1. The government will designate an area for construction staging and storage. The exact location will be discussed and determined in the pre-construction meeting.
The location shall not impede access for emergency response vehicles and personnel.
5.4.2. Parking shall be in designated parking spaces and in designated parking areas.
Exact areas designations to be discussed during the pre-construction meeting.
Parking will not be allowed on sidewalks or grass areas.
5.4.3. Construction shall not commence without prior coordination with CO, CE, and User.
5.5. Availability of Site
5.5.1. Workdays are normally defined as 8-hour duty days of Monday through Friday, excluding federal holidays and family days. Normal hours of operation are 7:00 AM to 4:00 PM. Major outages to the facility or mission shall be kept to a minimum, confined to the weekends, and scheduled 30 days in advance.
5.5.2. Holidays: All federal holidays are observed and are not considered duty days.
5.5.3. Work after business hours, on weekends, or federal holidays will be allowed if requested fourteen (14) days in advance to the CO in writing for approval and not interfere with base or User’s missions.
5.6. Schedule and Planning Requirements
5.6.1. The D/B Team shall provide, with each progress payment, a Critical Path
Method (CPM) schedule for tracking work progress for the entire project from NTP to closeout documents. The CPM shall detail the project schedule and status using Gantt charts, which shall depict percent complete for each task.
The D/B Team shall prepare and submit an AF Form 3064 and AF3065 for approval.
5.6.2. D/B Team shall submit a 3-week look ahead schedule to show how work is to progress from start to completion. If warranted, the D/B Team shall also submit a drawing to visually to depict areas work during the same period. The 3-week look ahead schedule shall be submitted every 2 weeks unless major changes happen between the 2 weeks that can affect coordination with Kirtland AFB.
5.7. Notification Requirements
5.7.1. The D/B Team is required to notify the CO and PM of anything they believe is outside their scope of work and/or beyond their control that could impact cost, schedule, or quality. Additionally, the D/B Team is required to notify the CO and PM of critical issues that may affect the contract performance and/or human health and the environment. The types of issues that require notification include, but are not limited to, health risks, spills, and changes in critical or key personnel. If encountered, immediately stop work, report the discovery to the CO and PM, and implement the appropriate safety precautions. Field activities shall not resume until clearance is received from the CO. On critical issues, verbal notification shall be made immediately, followed by written notification as soon as practical within the succeeding 48 hours.
5.7.2. Utility outages: Outages require 30-day notice to schedule and major outages to the facility or mission shall be scheduled on the weekends or after business hours. After business hours and weekend work requests are dependent on the adjacent building User’s ability to support the request.
5.8. Permits / Environmental Requirements
5.8.1. All applicable permits and approvals required by AF, county, city, and state shall be obtained prior to construction start. This includes but may not be limited to:
Kirtland AFB Form 103 Base Civil Engineer Digging Permit Request, Construction General Permit Notice of Intent/Stormwater Pollution Prevention Plan (SWPPP) (if required).
5.8.2. The D/B Team shall comply with all guidance provided by Kirtland AFB on the Form 103 Digging Permit Request and/or the AF Form 813 Request for Environmental Impact Analysis. For projects with ground disturbance, failure to comply with the Albuquerque Environmental Health Department (AEHD) Fugitive Dust Control regulation at 20.11.20 New Mexico Administrative Code (NMAC) may result in a notice of violation and financial penalty to the D/B Team.
5.8.3. Disturbances that are three-quarter of an acre and over require a Fugitive Dust Control Permit (FDP), which shall be approved by Kirtland AFB and the City of Albuquerque.
5.8.4. Disturbances that are 1 acre and over require a Stormwater Pollution Prevention Plan (SWPPP) and FDP, which shall be approved by Kirtland AFB and the City of Albuquerque (FDP only).
5.8.5. The following permits are required on the subject project:
5.8.5.1. Welding/Burn Permit
5.8.5.2. Stormwater Pollution Prevention Plan (SWPPP)
5.8.5.3. Fugitive Dust Permit (FDP)
5.8.5.4. Dig Permit
5.8.5.5. Kirtland AFB Landfill Permit
5.8.6. All permits and waivers shall be approved before any on site work can start.
5.8.7. Other permits may be required on this project. Particular attention shall be paid by the D/B Team to the requirements specified in the AF Form 813 Request for Environmental Impact Analysis for this project, which detail regulations with which those executing the work of the contract shall comply.
5.8.8. If changes are made to the project, or new laws/policies enacted by the local agencies, there may be additional permits required for construction. Prior to work starting, it is recommended the D/B Team verify current permit requirements are being met at the time of construction.
5.8.9. All applicable permits and approvals required by AF, Bernalillo County, City of Albuquerque, and the State of New Mexico shall be obtained prior to construction start.
5.9. The D/B Team shall comply with all AF, state, local, and federal environmental regulations.
5.10. Photo Documentation
5.10.1. During construction, prepare digital photo documentation of weekly field activities and progress in conjunction with the government inspector. Digital photos shall be submitted using a minimum five (5) mega pixel photograph in JPEG format. Provide an index for each set of photographs submitted, identifying the project number, the D/B Team, and a brief description.
Photography of any kind shall be coordinated through the CO, PM, and CE. The PM shall coordinate with facility Point of Contact (POC).
5.11. Accident Prevention Plan (APP) and Checklist - provide an Accident Prevention Plan (APP) and checklist in accordance with EM 385-1-1.
5.12. Site Protection, Cleanup, Repair or Replace, and Differing Site Conditions
5.12.1. D/B Team shall ensure that all adjacent property, buildings, and contents are protected from dust, dirt, runoff, debris, and other damages resulting from project activities. The D/B Team shall provide plastic sheeting, covering of ventilation, and the use of sticky mats to minimize the transfer of construction dust and debris to the occupied areas of the building during construction. The D/B Team shall ensure that all trash and debris shall be disposed of on a regular basis.
5.12.2. Blockages or obstructions of any doorway or building egress shall be coordinated with the CO.
5.12.3. No food shall be prepared on the facility premises. D/B Team shall coordinate with the User to designate a location outside of the work area where breaks will be taken.
5.12.4. Replace or Repair: The D/B Team shall replace or repair to match original existing conditions, all existing adjacent finished surfaces, utilities, equipment, products, vegetation, and structures or parts thereof that have been damaged or removed to perform the work. D/B Team shall inform the CO, PM, and BCE in sufficient time to permit scheduling of all work prior to being enclosed.
5.12.5. The D/B Team shall ensure that all unfinished work is secured and protected from weather at the end of each workday. The D/B Team is responsible for any material and equipment loss incurred due to inadequate weather or security protection for the duration of this project.
5.12.6. Daily Cleanup. D/B Team shall ensure that all non-recyclable trash, debris, refuse, garbage, etc. is disposed in a safe and legal manner. The Kirtland AFB landfill will be available for disposal of non-hazardous construction and demolition waste.
5.12.7. Protect Temporary Openings from Weather
5.12.7.1. If inclement weather is imminent at any time the D/B Team shall take precautions to safeguard the building (including equipment, finish materials and furnishings) from damage. The D/B Team shall monitor weather conditions and make the building temporarily weather tight prior to the onset of precipitation and at the end of each workday.
5.13. DD1354
5.13.1. D/B Team is required to fill out a DD1354 for real property records and a component and subcomponent list for new and previous equipment, to include, but not limited to model, serial numbers, and manufacture specification, locations, and before and after pictures. D/B Team shall contact real property department for any questions and concerns. DD1354 and component list are to be completed, submitted, and accepted before any pre-finals and finals are scheduled.
5.13.2. There can be only one final version of a DD Form 1354 for a single construction project. The D/B Team is to update a draft version on a daily or semi-daily time frame.
