About this file
This document is an Evaluation Procedures attachment for a Request for Quotation (RFQ) by the United States Marine Corps for military explosives and related equipment. The solicitation (M67854-25-Q-5205) seeks six contract line items (CLINs) including boosters without detonators, detonator assemblies, electric detonators, and detonating cord, with specific technical requirements such as detonation velocity, storage capabilities, and lead wire lengths. The total quantity ranges from 240 to 530 units per item, with a delivery deadline of 20 June 2025 to the Base Ammunition Supply Point at Marine Corps Base Hawaii in Kaneohe Bay.
The evaluation methodology is lowest price technically acceptable, requiring quoters to provide pricing for all line items with precise quantities and meeting exact salient characteristics. Delivery is to be made in full to the specified destination, with vendors required to notify MSGT Bocksnick 24 hours prior to shipment. Attachment 2 to Solicitation M67854-25-Q-5205
1.0 EVALUATION OVERVIEW
Award will be made to the responsible quoter offering the lowest price technically acceptable quotation. Quoters must provide a quotation for all contract line items (CLINs) listed below. One award will be made for all CLINs.
2.0 EVALUATION METHODOLOGY
The lowest price quotation will be determined through the methodology in 2.1 below. Quotations will be evaluated to determine technical acceptability as defined in 2.2 below.
2.1 PRICE
As determined by the quoter’s submission, the Government will evaluate each quotation to determine the lowest price technically acceptable quotation.
To be considered for award, quotations must clearly show the total price of the quotation, inclusive of all CLINs and transportation charges, delivered to the destination specified.
2.2 TECHNICAL
Quotations shall provide for the complete quantity of brand name or equivalent, meeting the listed specified salient characteristics, including delivery requirements. To be considered for award, quotations must be for the exact quantities listed in the Request for Quotation (RFQ). The Government does not wish to take delivery of greater or lesser quantities.
