1. PROJCET DESCRIPTION:
1.1. The 66th Air Base Group, Hanscom Air Force Base Massachusetts, operates the Hanscom Conference Center in Building 1106 as a meeting and conference center venue. Users include Flag and General Officers, Senior Level Civilians, base personnel (military, civilian and contractors), as well as external parties. The Conference Center has a high demand and is used extensively throughout the year, requiring advanced connectivity and audio-visual (A/V) needs for presentations, meetings, and conferences. The current technology used within the Conference Center was installed over nine years ago and relies on lamp-based projection in all rooms. Laptop connectivity via HDMI is the current connection capability in all rooms. With the creation and use of Microsoft Teams, USB connectivity for cameras/mics has become the new requirement capability, replacing traditional unclassified video teleconferencing (VTC).
1.2. For this effort, the Government seeks to update the A/V capabilities in all six (6) rooms and the common areas in the building that have displays which can also be used as overflow areas. The goal is to enhance the current offerings of the Conference Center by upgrading the displays, control system, audio, and visual components in all rooms.
1.3. All material/components are required to be Trade Agreements Act (TAA) compliant. All Video Teleconferencing (VTC) components are required to be on the Defense Information Systems Agency (DISA) approved products list. Wireless, Bluetooth®, and Near-field Communication (NFC) is not approved for use and is not allowed in any of the installation hardware or components.
1.4. For this contract, the AV Company must be a local AV install/service company that has a service/repair department for supporting services and repairs. The contractor shall respond via phone within 24 hours for support calls and must be on-site within 48 hours for support and equipment failures (notionally located within a 100 mile radius of Hanscom Air Force Base)
2. GENERAL REQUIREMENTS FOR THE PROJECT
2.1. The Contractor shall provide, in advance, the names of all technicians that will be working on this project, for facility security. All technicians must be US citizens and have proof of ID. All drivers shall have a valid driver license and proof of insurance to drive on Hanscom AFB. All documentation will be checked before a visitor’s pass will be issued.
2.2. Working hours shall be 7:00 am to 3:00 pm (adjustments can be made with prior notification and authorization by the government), Monday-Friday. No work will be done on weekends, days the base is closed, to include, but not limited to holiday and closure due to inclement weather or by designation of the installation commander in response to emergencies.
3. PROJECTED IMPLEMENTATION DATES:
3.1. INITIAL UPGRADES: Initial upgrade work shall be completed no later than twenty weeks from the date of award. The period of performance for support services shall commence on the first day of the twenty first week and until the 52nd week after award.
3.2. SUPPORT SERVICES: The support and maintenance services shall have four one-year option periods that are renewable on an annual basis.
4. OBJECTIVE: The objective of this SOW is to provide upgraded audio-visual components throughout the Hanscom Conference Center for all six (6) presentation and meeting spaces as well as the front hall and the rear reception area. A stand-alone video over IP solution should be designed and installed. The Conference Center has six (6) rooms that all require new components to operate successfully. There is a current capability in the conference center to send a camera and microphone signal from the Concord room to any of the other rooms in the Conference Center as “Overflow” locations. For this upgrade, we are looking to alter this capability to allow cameras and microphones from any room be able to be routed to any other room within the facility for unclassified only- this shall only be a feature available using the Concord room equipment room control panel or a touch panel located in the Conference Center Office by the AV staff of the Conference Center. This shall be for instances where there are “overflow” scenarios- where the Concord room is full, and additional space is required, or where two or more groups need to have communication between rooms without using Microsoft Teams. The Hanscom Conference Center shall also require annual maintenance and an optional support contract after the initial installation and warranty for four (4) one-year option periods which specifies two (2) semi-annual maintenance visits at a minimum, and response time via phone within 24 hours for support calls and on-site within 48 hours for support and equipment failures calls.
All equipment shall be TAA compliant and not have any Wi-Fi/Bluetooth/NFC components per security requirements.
5. PROJECT ROOM UPGRADES: The Base Communications and Information Division is requesting the following to be performed within each space.
