About this file
This document is a synopsis for a National Institutes of Health (NIH) Blanket Purchase Agreement (BPA) Suite for General Construction and Handyman Services, issued as a small business set-aside under NAICS Code 236220 (Commercial and Institutional Building Construction). The NIH Office of Acquisition Management, Division of Construction, Architecture & Engineering, Facilities, and Leasing (DCAFL) in Bethesda, Maryland seeks to establish a pool of multiple small business contractors (approximately 6 awards, plus or minus) to provide recurring handyman and general construction services across NIH Institutes and Centers. The small business size standard for this industry is $45 million in average annual receipts.
The scope of work includes general handyman services for facility upkeep and minor construction tasks, office and laboratory moves, furniture relocation, patching, painting and surface repairs, minor repairs and maintenance of electrical, mechanical, and plumbing systems, preventative maintenance, and new work or alterations to real property facilities. Contractors must be capable of accepting Government Purchase Cards for orders up to $15,000 and obtaining payment bonds for construction projects valued between $35,000 and the Simplified Acquisition Threshold. All contractors must respond to emergency work orders within 90 minutes and must represent themselves during site visits without subcontractor representation. The BPA Suite will procure requirements between below and above the micro-purchase threshold up to the simplified acquisition threshold. Contractors shall submit overhead, profit, and material mark-up rates using the provided Pricing Table. All construction-related work must comply with Davis-Bacon Act wage requirements (FAR 52.222-6), and service-related work must comply with Service Contract Labor Standards (FAR 52.222-41). Evaluation criteria include relevance of experience in multi-trade handyman services, volume and consistency of prior similar projects (generally $1,000 to $15,000), quality and timeliness of completion, response capability for routine and emergency calls, and overall performance trends. BPAs will be evaluated annually and may remain in place for up to five years, with continuation or early termination based on pricing, usage, and participation. Contractors failing to submit quotes for two consecutive opportunities may be removed and replaced. Interested small businesses must be registered in the System for Award Management (SAM) under NAICS Code 236220 with current Representations and Certifications. Responses must be submitted electronically in PDF format to specified NIH contacts with required documentation including UEI, Tax ID, capability statement addressing each evaluation criterion, bonding letter, pricing rates, Government Purchase Card acceptance acknowledgment, and past performance questionnaire.

Title: NIH General Construction (Handyman Services) Blanket Purchase Agreement – Small Business Set-Aside
This synopsis is for informational purposes only. This is not a request for quote, and no solicitation exists.
The National Institutes of Health (NIH), Office of Acquisition Management (OALM), Division of Construction, Architecture & Engineering, Facilities, and Leasing (DCAFL) , Bethesda, MD, is seeking to identify multiple Small Business concerns with the interest and capability to enter into a Blanket Purchase Agreement (BPA) for Handyman/General Construction Services and other associated services under North American Industry Classification System (NAICS) Code 236220, Commercial and Institutional Building Construction. The small business size standard for this industry is $45 million in average annual receipts. The Product Service Code (PSC) is
Y1JZ.
In accordance with FAR 13.003(b), this requirement is anticipated to be 100% set aside for small business concerns. The Government intends to make multiple awards, and it is the Government’s intent to, to the maximum extent practicable, select vendors representing a range of socio-economic categories.
The Government is establishing a BPA Suite that will be available for use by NIH Institutes and Centers (ICs) to place orders for recurring general construction and handyman service requirements. OALM/DCAFL will administer the BPA Suite, and authorized ordering officials across NIH ICs may place calls against the BPAs in accordance with FAR Part 13 procedures.
NIH anticipates procuring requirements between below and above the micro-purchase threshold and up to the simplified acquisition threshold through the BPA Suite. The scope will include routine handyman/construction/other services, including but not limited to:
• General handyman services for facility upkeep and minor construction tasks
• Office and laboratory moves, furniture relocation, and related support services
• Patching, painting, and surface repairs
• Minor repairs and maintenance of electrical, mechanical, and plumbing systems
• Preventative maintenance and small-scale repair work
• New work, alterations, additions, and repair of real property facilities and structures
Contractors shall provide all necessary resources, management, personnel, materials, supervision, transportation, supplies, and equipment (excluding Government Furnished Property (GFP)) required to perform all phases of work at NIH facilities.
NIH seeks contractors with a history of dependable past performance, demonstrated technical capability, and the ability to provide consistent, high-quality services at fair and reasonable prices in support of recurring minor construction and maintenance requirements across multiple NIH ICs.
Contractors must be capable of accepting the Government Purchase Card as a method of payment for orders up to $15,000.00. Contractors unable to meet this requirement shall not be considered for award.
Contractors under this BPA Suite must be capable of obtaining payment bonds for construction projects valued between $35,000 and the Simplified Acquisition Threshold.
Contractors unable to meet this bonding requirement shall not be considered for award.
Due to the possibility of emergency work orders, offerors must have the resources necessary to respond within 90 minutes. Contractors unable to meet this response time may not be considered for award.
Where site visits are conducted, the prime BPA contractor must represent itself. Subcontractors shall not represent the prime contractor during site visits or in response to requests for information or quotations.
Price and Pricing Structure:
Contractors shall submit proposed overhead, profit, and material mark-up rates to be applied to orders issued under the BPA utilizing Attachment 1, Pricing Table. The Government will evaluate these rates to determine whether they are fair and reasonable. Evaluation will consider the contractor’s ability to provide consistent, competitive pricing for work typically ranging between $100 and $15,000. The Government may compare proposed rates across vendors and with historical data to assess reasonableness.
All BPA contractors shall comply with applicable federal, state, and local regulations. For construction-related work, contractors shall comply with FAR 52.222-6, Construction Wage Rate Requirements (Davis-Bacon Act). For service-related work, contractors shall comply with the Service Contract Labor Standards Statute (FAR 52.222-41). The appropriate wage determinations will be incorporated in the BPA and updated during the annual review. The prevailing WD is attached.
Evaluation and Establishment of BPAs
Consistent with FAR Part 13 simplified acquisition procedures, the Government will evaluate submissions using a comparative assessment to determine which contractors represent the best value for inclusion in the BPA Suite.
The Government will consider factors such as:
• Relevance of Experience:
Demonstrated experience performing multi-trade handyman services (e.g., patching/painting, minor electrical, plumbing, mechanical repairs, and moves) in environments similar in scope and complexity, including occupied facilities.
• Volume and Consistency:
Evidence of successfully performing a high volume of service calls or projects of similar
The Government may use information from submitted references and any other available sources to evaluate past performance. Lack of past performance will not be evaluated favorably or unfavorably.
The Government may use streamlined evaluation techniques and reserves the right to make BPA awards based on initial submissions without conducting discussions. The intent is to establish a pool of qualified contractors capable of supporting recurring requirements efficiently and effectively.
Ordering Procedures
Orders (calls) placed under the BPA Suite may be issued by the CO or authorized ordering officials within NIH Institutes and Centers (ICs), in accordance with FAR 13.303-5 and the flexibility provided under FAR Part 13.
Ordering procedures may be streamlined to support efficiency and mission needs, including:
• Use of oral or written requests for quotes
• Short response times based on urgency
• Consideration of contractor availability and response capability
• Expedited ordering for emergency requirements
Emergency work may be issued to the contractor that can respond within required timeframes and provide the best value under the circumstances.
BPAs will be evaluated annually and may remain in place for up to five (5) years. Annual reviews will assess pricing, usage, and contractor participation, which may result in continuation or early termination. Contractors who fail to submit quotes for two consecutive opportunities may be removed and replaced.
NIH anticipates six (6) (- or +) small business awards under the BPA Suite.
size (generally between $1,000 and $15,000), preferably under IDIQ, BPA, or similar on-call service arrangements.

• Response Capability:
Ability to respond to routine and emergency service calls within required timeframes, including demonstrated rapid response in prior efforts.
