About this file
Summary
This is a pricing template for a Blanket Purchase Agreement (BPA) solicitation for handyman, maintenance, repair, and minor construction services to be performed on a task order basis. The contractor shall provide all labor, materials, supervision, equipment, and incidental services necessary to complete approximately 200–300 task orders annually, with most individual task orders valued under $15,000 and all work generally under the Simplified Acquisition Threshold (SAT). Pricing shall be submitted in U.S. dollars and include all direct and indirect costs unless otherwise specified.
The contractor must provide fully burdened hourly labor rates for 17 distinct labor categories ranging from General Laborer to Control Technician/Specialist, with estimated annual hours ranging from 2,080 to 4,160 hours per category. Rates must include all wages, fringe benefits, administrative expenses, incidentals, and consumables; only overhead and profit may be applied as additional markups to labor. Labor rates are subject to Davis-Bacon Act (DBA) wage determinations for construction work above $2,000 and Service Contract Labor Standards (SCLA) for maintenance services above $2,500. Materials are reimbursed at actual invoice cost with no overhead or profit allowed, though a material handling/markup rate (not to exceed a specified percentage) may be applied. The contractor shall provide overhead and profit percentages as ceiling rates; the Contracting Officer retains the right to negotiate lower rates at the call level. Emergency/after-hours service premiums (after hours, weekend/holiday, and emergency response) may be applied to labor only with pre-approval. The BPA term is five years, with annual reviews to ensure fair and reasonable pricing and continued performance. Contractors may request labor rate adjustments within 30 days of updated wage determinations, subject to Contracting Officer approval.
