About this file

The document is a Special Provisions file from Charles County, Maryland, involving the Department of Public Works - Capital Services and the Department of Planning and Growth Management for a sidewalk design and permitting project. The project involves engineering and surveying services to design and permit approximately 4,760 linear feet of 5-foot wide concrete sidewalk along Hamilton Road in Waldorf, MD. The sidewalk will begin at the northern boundary of Hamilton Park townhouse neighborhood and terminate at the intersection of Hamilton Road and Acton Lane. The contract provides 562 calendar days from the Notice to Proceed for completion, with specific design submission milestones including Concept Development Plan, Step 1 Concept Stormwater Management Plan, Step 2 Site Stormwater Management Plan, and Step 3 Development Services Permit Plan.

The project is structured with base bid items for design services, including concept development, stormwater management plan submissions, and right-of-way/property acquisition tasks. A contingency section allows for hourly services not covered in the base bid, with defined rates for different professional categories such as Principal, Project Managers, Engineers, and support staff. The county will be responsible for review/permitting fees up to three reviews in any step, with the consultant becoming responsible for additional review fees thereafter. The design must comply with Charles County standards, Americans with Disabilities Act guidelines, and include considerations for environmental impacts, drainage, stormwater management, and ADA-compliant access. The project requires extensive coordination with multiple agencies including Charles Soil Conservation District, Maryland Department of the Environment, and utility companies.
