QUESTIONS AND ANSWERS
Questions and Answers For
Defense Travel Management Office (DTMO) Travel Management Company (TMC) Services for Travel Area-3
FBO Solicitation Number: H9821018R0035
Q1. Locations to be staffed includes Keesler AFB and Keesler Satellite Location (Table 5, page 59). Workload Data (Attachment 3) does not provide data for the satellite location. Are there indeed two (2) separate staffed site at Keesler? If yes what is the volume for each?
A1: There are two separate staffed locations. The volume for both locations is rolled up under Keesler AFB. The satellite location has a high volume of LICWO transactions.
Q2: Joint Base Langley Eustis shows two (2) office square footage data (Table 5, page 60). Workload Data (Attachment 3) shows only one (1) volume estimate for JB Langley-Eustis. Please provide volume estimate for each site.
A2: Attachment 3 has been modified to reflect data for both locations.
Q3: Please confirm that the following low volume sites (TMC Assist) require on-site staffing: Hanscom (449); Edwards (613); Kirtland (96). If correct, is there a reason to staff such low volume locations?
A3: Yes, Hanscom, Edwards and Kirtland sites are required to be staffed. Please see updated workload data in Attachment 3.
Q4: Requiring hard copy documents decreases the time offerors have to submit proposals since time must be allowed for actual delivery – allowing added time for errors by delivery agencies (FEDEX, etc.). Since time is limited for proposal preparation, will the Government revisit this administrative requirement?
A4: Please refer to the Instructions to the Offerors. See Amendment 0002
Q5. Paragraph 4.4.21.5. Is there a requirement for the TMC to reserve lodging at DOD facilities?
A5: Yes.
Q5a. If so, under which pricing line item will this fall?
A5a. Refer to PWS paragraph 4.2.4. The CLIN for 0002 (TMC Assist transactions) will apply to lodging reservations when booked in conjunction with air or rail transactions.
CLIN 0003 (TMC Assist non Air/Non-Rail transactions) will apply when lodging is booked without air/rail.
Q6. Paragraph 4.4.21.17. How does the TMC obtain the non-availability number for DOD lodging?
A6: The TMC will receive the non-availability number via telephone or the internet
Q7: Paragraph 4.5.10.1.4. There is no historical transaction data for travel via AMC contracted Patriot Express (AMC/PE) charter flights for the Lackland, Davis Monthan, Moody, Seymour Johnson, Shaw and McGuire bases. Are we to assume these locations require no Patriot Express travel?
A7: No, the assumption is incorrect. AMC/PE reservations are required for all locations on Table 1, which has been provided to reflect updated data, if available.
Q8: Part of Volume I requirements is a request to list the GSA Schedule Contract Number. Is holding that schedule a requirement for this contract?
A8: This requirement is being solicited on the Open Market. There is no requirement to have a GSA Schedule.
Q9: We understand that Air Force contractors have not used GATES for a number of years. In order for a contractor to utilize the GATES system they would need a CAC card. Will the Government pay for these cards or will that be a contractor expense?
A9: The Government will be responsible for providing CAC cards.
Q10: Attachment D (Pricing Model – Point of Sale) and Attachment E (Pricing Model – Management Fee) appear identical. Must MSF “point of sales” rates mirror those on Attachment D? What is the purpose of providing labor rates?
Please explain in more detail how a MSF offer is to be presented.
A10: Offerors are required to provide rates on Attachment D (Pricing Model – Point of Sale). For Attachment E (Pricing Model – Management Service Fee (MSF)), the Government is requesting additional rate and labor information for price analysis. The Government believes that for some offerors, labor rates for POS and MSF may be different under each price model even though MSF pricing will be one flat fee. Offerors should provide all information as requested in the RFP.
Q11: Attachment F requests “Labor Rates” under an MSF Schedule. If these rates are to cover labor, how will the contractor be compensated for non-labor items (hardware, software, credit card reconciliation, reporting, etc.) under an MSF schedule?
A11: All labor, equipment (GDS, printers, etc.) is to be accounted for in the Offerror’s MSF pricing.
Q12: Are labor rates presented in Schedule F to include base salary, overhead, G&A and profit?
A12: Yes.
Q13: (Section SF 1449) Please clarify instructions for this section. Are we required to complete this in addition to Attachments D, E, and F? Are POS Fees (as shown in Attachment D) the only amounts to be entered into the Unit Price, Amount and Net Amount on pages 3 to 27?
A13: Offerors are required to submit all data on Attachments D, E, and F as required by the Instructions to the Offerors. Attachment D requires Offerors to “…provide (unit price) rate for each transaction type and amount total as described in the POS pricing sheet…”. Offerors shall provide POS Unit Price, Amount and Net Amount on pages 3 to 27?
Q14: (Section SF 1449) There are slight discrepancies in volumes when comparing Historical Workload against pages 3 to 28. If there is a discrepancy, should we use volumes as stated in Attachments D, E and F rather than those on pages 3 to 27?
A14: (Attachment 3) includes workload data and the pricing models and Attachments D & E includes AMC/PE in Attachments D&E. Pages 3 to 27 have been revised to match.
Q15: (Page 1) On the form, is it acceptable for the TMC to respond to Blocks 23 and 24 with "See Line Items"?
A15: Yes.
Q16: (Page 33, 1.0 (f)) The Wage Determination information lists 3 categories:
Travel Clerk 1, 2 and 3. Please identify which category or categories apply to each location.
A16: It is the Offeror’s determination as to which labor categories they apply to each location.
Q17: (para. 4.3.8) Emergency and short-notice support - Would a separate CLIN be issued in conjunction with this support?
A17: No, a separate CLIN will not be issued for emergency and short-notice support.
Offerors’ fees should be inclusive of services under this paragraph.
Q18. (para. 4.4.10) Please provide clarification on how travel authorizations/orders are issued.
A18: Paragraph 4.4.10 addresses ticketing and authorization requirements for DoD OBT via automated system.
Q18: Is this an electronic process?
A18a: Yes, the electronic process is the TMC will issue tickets upon receipt of the ticketing are waiting (TAW) date.
Q18b: Are any automated systems used?
A18b: Other than the DoD OBT there are no automated systems that the Government is aware of.
Q19: (para. 4.4.16) Request for refund - Is an electronic copy of the request for refund acceptable?
A19: Yes, an electronic copy of the refund request is acceptable.
Q20: (para. 4.5.7) Group travel - Please provide an estimate of the number and size of groups/ meetings.
A20: The government does not currently have data on group travel.
Q21: (para. 4.9.1) Approximately how many virtual seminars are expected to be conducted by the Government during the implementation period?
A21: Paragraph 4.9.1 has been revised to read: “Participate in a maximum of four Government conducted virtual/on-site seminar sessions during the implementation period.” The exact number of seminars will be determined after award.
Q22: (para. 10.1) Please provide the current number of TMC staff at each location.
A22: The offeror is to provide their proposed staffing plan to the government.
Q23: ([RFP] pages 72 to 105) CLAUSES INCORPORATED BY FULL TEXT- Is this section to be completed as part of the proposal submission?
A23: Please read all fill-in clauses carefully and provide the applicable Offeror certifications.
Q24: (Attachment 2) Please confirm that this file is provided for TMC reference only.
A24: Attachment 2 is provided for reference in addition, see PWS 5.0 DELIVERABLES, Table 4.

Requirements - Section4
Submitted to the COR NLT 15 days prior to the end of the contract implementation period.
Q25: (Attachment 6) If the TMC intends to subcontract the technology component of the offering, can you advise whether the prime contractor or subcontractor would complete the PNR Validation Worksheet?
A25: The government does not understand the offeror’s question regarding the “technology component”. Clarification is required. The primary TMC is responsible for completing the PNR Validation Worksheet for both the prime and subcontractor.
Q26: Will the Government accept a past performance submission from a team member where the team member performed the work as a Prime contractor and the work is relevant to this solicitation?
A26: As stated in the Instructions to the Offerors, “Past Performance for subcontractors will not be reviewed”. The evaluation criteria states, “The Government will consider each offeror’s demonstrated current and relevant record of performance in supplying products and services as a prime contractor.”
Q27: Will on site staff be required to have a CAC?
A27: A CAC is only required for GATES access. On site staff will be provided documentation for base access after contract award.
Q28: Is this SCA contract under EO 13706 (establishing paid sick leave for Federal contractors)?
A28: Yes. Under Executive Order EO 13706 and proposed regulations, the paid sick leave requirements apply to a new contract that is: (1) a procurement contract for construction covered by the Davis-Bacon Act (DBA); (2) a contract for services covered by the Service Contract Act (SCA); (3) a contract for concessions, including any concessions contract excluded from coverage under the SCA by Department of Labor regulations at 29 CFR 4.133(b); or (4) a contract in connection with Federal property or lands and related to offering services for Federal employees, their dependents, or the general public. The regulations will not apply to contracts for the manufacturing or furnishing of materials, supplies, articles, or equipment to the Federal Government that are subject to the Walsh-Healey Public Contracts Act.

Q29: Are we to assume the square footage referenced in the RFP at the onsite offices is for the TMC’s sole use and not shared square footage with the TMO?
A29: Yes, the square footage referenced in the RFP is for the TMC’s sole use.
Q30: The Government states below:
a) *The Government will only make an award with MSF if (1) funding is available, and (2) if MSF is the best value to the https://www.dol.gov/whd/flsa/eo13706/faq.htm#contract_coverage-1
Government. If the MSF funding is selected, funds will be placed on the contract and invoices will be paid monthly through WAWF. Conversely, if the Government selects POS pricing, funding will not be applied to the contract, and the Special Invoicing Instructions will apply. For POS, payment will be made by each transaction fee, i.e.; TMC, TMC assist etc.
a. *The Government reserves the right to award POS if it is determined that funding for MSF will not be available at contract award. Furthermore, once the availability of MSF funding is determined, the Government reserves the right to forego the evaluation of MSF pricing.
As of now, can the Government please confirm whether the funding for MSF is available for the Fiscal Year 2019 and the subsequent 4 years? If not, what is the status?
A30: No, the government cannot confirm MSF funding is available at this time, nor can the government provide status.
Q31: For air/rail transaction, the Contractor shall not charge a fee for cancellations made prior to issuance of tickets. Will the Government provide workload data for air/rail transactions that are cancelled prior to issuance of tickets or purchased from the vendors directly at airports or train stations?
A31: No, the government does not have workload data for air/rail transactions that are cancelled prior to ticket issuance because this data is not currently provided to the government.
Q32: Paragraph (b) below states:
(b) The transaction fee for non-air/rail transactions shall be charged to the same form of payment used to reserve the arrangements.
How will the Government compensate the TMC for DTS OBT PNRS with car only reservations with no GTCC data for the TMC to charge the Non-Air/Rail only POS transaction fee if the Government award is based on the POS Transaction Fee contract?
A32: The Government currently does not have a process for payment of transaction fees associated with car only DoD OBT PNRs with no GTCC data provided. The government will review and establish a process and advise on resolution after contract award date.
Q32a: Also, will the Government please outline a reimbursement method and payment terms when a GTCC is declined and/or disputed by travelers for a Non- Air/Rail transaction fee, if the Government awards as a POS Transaction Fee contract?
A32a: It is the TMC’s responsibility to collect transaction fees and to coordinate the collection effort in the event of decline or dispute.
Q33: [From the RFP]
[Item] (4) If MSF is selected, the contract will be Firm-Fixed-Price with monthly invoicing at fixed unit prices and charged via the instructions in (5)(a) below.
It states (b) SF is selected this will be the pricing structure for the life of the contract after contract award.
Will the Government please explain in what situation(s) the Government will allow an equitable adjustment; i.e.- a large discrepancy in the estimated workload data provided by the Government in this solicitation, surge and/or emergency travel; drastic industry changes, etc?
The solicitation states: However, Offerors are cautioned that travel requirements throughout DoD fluctuate, and as such, the FY 2016 historical data may not be a reliable predictor of future actual requirements. The contractor shall reflect the risk of fluctuations in DoD’s Travel requirements in its fixed-price transaction fees.
(g) Additional Notes to Offerors:
Absent an out of scope change to this contract, transaction fees are fixed-price and will not be adjusted if actual quantities of transactions vary from the estimated quantities provided in the pricing spreadsheets. As such, offerors must price this risk accordingly.
Offerors are cautioned that its fixed-price must account for the risk of emergency and surge requirements as described in the Performance Work Statement (PWS) at section 4. Any post award contract disputes will be processed in accordance with contract clause 52.212-4, “Contract Terms and Conditions – Commercial Items,” which incorporates the Disputes clause, FAR 52.233-1, at paragraph (d). In addition, the solicitation contains clause 252.243-7002, “Requests for Equitable Adjustment,” which provides the procedures for submitting requests for equitable adjustment. Submission of a request for an equitable price adjustment does not guarantee that such a request will be granted by the Contracting Officer. Offerors should assess this risk, and use their own business judgment in determining which Global Distribution System (GDS) terminals to use in support of the Government’s requirements.
Will the Government please explain in what situation(s) the Government will allow an equitable adjustment; i.e.- a large discrepancy in the estimated workload data provided by the Government in this solicitation, surge and/or emergency travel;
drastic industry changes etc?
Will the Government please provide historical workload fluctuation data for at least the past 5 years? It appears unfair and unreasonable to require a small business concern to assume the risk of fluctuations when the Government cannot provide accurate data for pricing purposes. Will the Government consider granting an equitable adjustment based on workload data? We believe the Government’s intention is not to award this contract to a small business concern and put a small TMC in jeopardy of putting them out of business or into bankruptcy.
A33: The Government will review any EA filed in accordance with the FAR and DFARS.
The Government has furnished the historical information available which covers four years. The Government determined this requirement appropriate to be set aside for small businesses.
Q:34: Transaction Fee. The fee charged for travel and transportation arrangements on one DoD travel authorization, which includes assistance for pre and enroute travel changes and ticketing. For a Group Travel request, a transaction fee can be charged for each traveler in the group. For Bus Charter transactions, one fee is charged per charter arrangement, which may include multiple busses for multiple travelers. For ferry transactions, one fee is charged per ferry arrangement which may include multiple travelers. In accordance with industry standards, if air/rail changes after ticketing require ticket reissuance, an additional transaction fee may be charged, which shall be considered a TMC Assist transaction.
The TMC has to issue multiple tickets for one authorization due to multiple reasons: no interline ticketing agreement amongst carriers booked; to save taxpayers money by issuing multiple tickets; and E- ticket carriers and non-E-ticket carriers in the same trip, etc.
Q34a: Will the Government authorize one transaction fee per ticket per industry standards? If not, why not?
A34a: The Government will not consider changing the requirement to allow one transaction fee per ticket. If the TMC has to issue multiple tickets for one authorization due to multiple reasons, only one transaction fee shall be charged. The circumstances under which the Government authorizes a transaction fee are described in Attachment 4, Definitions under Transaction Fee.
Q34b: If the Government only allows one transaction fee for one authorization regardless of the number of tickets issued, will the Government please provide the workload data of tickets issued with the transaction fee only (not the number of tickets issued) which reflects true workload data for pricing model and staffing plans?
A34b: The government does not have workload data of tickets issued with the transaction fee only as this is not a reporting requirement that is monitored by DoD.
Q35: 3. VOLUME III, Factor II – Past Performance Proposal: states: The Government will consider each Offeror’s current and relevant record of performance in supplying products and services as a prime contractor. Each PPRQ past performance reference submitted will receive a relevancy rating using the Past Performance Relevancy Ratings, in accordance with Paragraph 5.2.1 of Attachment B. Past performance relevancy will consider how each present/past performance effort submitted involved essentially the same scope (number of task/extent/size or range of contract) and magnitude (dollar amount analogous to this effort) of effort and complexities (the degree of details and difficulties relating to what) this solicitation requires.
Will the Government please explain how the Past Performance Proposal will be rated as none of small business concerns have the same scope in terms of size or range of this contract and magnitude?
A35: Please refer to the requirements for Past Performance and provide the data per the Instructions to the Offerors for VOLUME III, Factor II – Past Performance Proposal.
The Government will then evaluate Past Performance as described in the Addendum to FAR 52.212-2 –Evaluation Criteria/Attachment B. The Past Performance Factor will be assigned ratings in accordance will the criteria described in section 5.2.
Q36: 3.3 The Government reserves the right to obtain information on its own, relative to each of the present and past performance PPRQ reference, in addition to information provided by the Offeror. The Offeror’s past performance may be reviewed and evaluated from any other sources available to the Government, to include, but not limited to, the Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), or other databases;
the Defense Contract Management Agency; and interviews or questionnaires with/from Program Managers, Contracting Officers, and Fee Determining Officials or other sources known to the Government.
Will the Government please advise what information under the PPRO[Q} reference and in PPIRS and FAPIIS are available for the TMC's review? If so, how can the TMC access this information? Is this information available through
FOIA?
A36: PPIRS consists of two components, Report Card (RC) and Federal Awardee Performance and Integrity Information System (FAPIIS). These three components support the Federal Acquisition Regulation (FAR) requirement to consider past performance information prior to making a contract award (FAR Parts 9, 13, 15, 36 and 42).
FAPIIS is a web-enabled application that is used to collect contractor and grantee performance information including Terminations for Cause or Default, Defective Cost and Pricing Data, Determinations of Non-Responsibility, Terminations for Material Failure to Comply (grants), Recipient Not Qualified Determinations (grants), DoD Determination of Contractor Fault, Administrative Agreements, Information on Trafficking in Persons, and Subcontractor Payment Issues.
Once records are completed in FAPIIS, they become available in the Federal Past Performance Information Retrieval System (PPIRS) where they are used to support future acquisitions. Past Performance Information Retrieval System (PPIRS) is classified as Source Selection Sensitive and is not releasable unless directed by the agency who submitted the data. This policy is in accordance with FAR 42.1503(4)(d).
Government access is restricted to those individuals who are working on source selections, to include contractor responsibility determinations. Contractors may view only their own data. A contractor must be registered in the "System for Award Management" (SAM) system and must have created a Marketing Partner Identification Number (MPIN) in the SAM profile to access their PPIRS information.
Access to FAPIIS is granted when approved for access to PPIRS-RC.

Q37: 4.3.1. Provide high-quality, responsive, customer service on a twenty four hours a day, seven days a week, three hundred and sixty five days a year (24/7/365).
Will the Government on-site offices be accessible for the TMC to provide services other than the 10 designated federal holidays? For example, will the TMC have the access to the onsite offices on Base declared holidays such as Family Days and Safety days to provide the required 24/7/365 services to the Government?
A37: Family days and Safety days will be directed by the COR.
Q37a: If not, please provide a list of historical Family Days/Safety Days observed at each installation?
A37a: The government does not have historical data on Family Days/Safety Days as they are unique to each installation. The Government does not expect the required on-site location to be operational 24/7/365. However, the offeror is required to provide travel service 24/7/365 in accordance with PWS paragraph 4.3.1 in combination with the onsite and after hours locations.

Q38: 4.3.9 Provide emergency services as directed by the Government. When directed by the Government to provide emergency services, the contractor shall charge fees in accordance with the established contract line items. Although the unexpected and immediate nature of the emergency does not allow for negotiation of altered transaction fees prior to the incident.
Will the Government please clarify this PWS clause? It appears that the Government shall provide an equitable adjustment on incidents of unexpected and immediate nature of an emergency. Can the Government clearly state in what situations an equitable adjustment can be granted citing examples?
A38: The Government will review any EA filed in accordance with the FAR and DFARS. Refer to FAR 52.233-1 and DFAR 252.243-7002 Requests for Equitable Adjustment. Offerors shall account for surge requirements accordingly.
Q39: 4.4.5 Notify travelers immediately via phone or email message when commercial travel suppliers and the Air Mobility Command (AMC) contracted Patriot Express (PE) (AMC/PE) Passenger Reservation Center initiates a change/cancellation to travel arrangements, or commercial travel suppliers transmit Other Service Information (OSI) and Special Service Request (SSR) messages in PNRs.
Will the Government require the traveler to provide their official email as well as a personal email address, and official phone number as well as personal mobile phone number to the TMC for immediate communication of travel supplier's changes and cancellations?
A39: The Government will require the traveler to provide their official email and phone number.
Q39a: Will the Government explain in detail how the AMC communicates its changes and cancellations to the TMC?
A39a: The GATES registered user will be notified of any changes or cancellations to the original flight information by email and will notify the passenger.
Q39b: What software program is the AMC program using and will the TMC able to link to the AMC program for messaging systems to communicate to travelers?
A39b: GATES is a government web based product and as such cannot be linked to commercial message systems.
Q39c: Will the Government please confirm that GATES transactions are not included in MIS Reporting requirements?
A39c: GATES transactions are not required to be provided in PWS paragraph
4.7 MIS Reporting requirements.
Q40: 4.10.2 Collect and maintain the travel order/authorization for non- DoD OBT PNRs, and provide copies in accordance with the Transportation Office or other authorized Government representative’s direction.
Will the Government please clarify that the TMC is required to collect and maintain paper versions of travel order/authorization for non-DoD OBT transactions regardless of the form of payment?
A40: Yes, in accordance with PWS 4.4.10.2, the TMC is required to collect and maintain the travel order/authorization regardless of the form of payment (non-DOD OBT PNRs) and provide copies in accordance with the Transportation Office or other authorized Government representative’s direction. Note: The PWS referenced by the offeror is incorrect (4.10.2) should be (4.4.10.2).
Q40a: If this assumption is correct, will the Government please clarify whether the TMC can maintain an electronic version of travel order/authorization on file and forward an electronic version of travel order/authorization to TO?
A40a: The TMC may provide copies of the travel orders/authorizations electronically to the TO via an encrypted email exchange that safeguards personally identifiable information (PII).
Q40b: Will the Government please explain why the TMC is required to provide a copy of a travel order/authorization on IBA transactions?
A40b: To validate authorization for ticket issuance and auditing purposes.
Q40c: What is the Government requirement of AMC/PE transactions regarding this?
A40c: AMC/PE does not accept IBA as form of payment. Distribution of the orders; one copy is retained as a file copy, one copy is attached to the Travel Sheet and turned in at the AMC counter. The traveler retains one copy and the last copy is provided to the fiscal accounting station.
Q40d: Who is responsible for providing a copy of VOCO orders to TO?
A40d: The local business rules will provide directions as to how the TMC will handle VOCO orders.
Q41: 4.4.10.6 Restricted fare tickets shall be issued in accordance with carrier ticketing rules and DoD OBT TAW date.
Recently, the DoD OBT system was enhanced to change Ticketing Date(TAW/TAU) per carrier's ticketing rules when restrictive fares (LLA) are selected. However, this change did not reflect on DoD OBT transactions booked by the TMC per "CTO Assist" requests.
Will the Government enhance the DoD OBT system to approve early ticketing per carrier's ticketing time limit when booked by the TMC?
A41: Future enhancements of the DoD OBT system will be subsequently communicated.
Q41a: If not, what is the Government recommended procedure when a reservation is cancelled by the carrier due to ticketing time line?
A41a: Strategic communications have been disseminated to DoD travelers regarding restricted fares and approval timeframes. If reservations are cancelled by the carrier, recommend the TMC book outside of DoD OBT and advise the traveler that once authorization is approved, orders will need to be provided to the TMC.
Q41b: Does the Government recommend the TMC to rebook and request reimbursement of churning debit memos if received by the carrier or wait to rebook until the ticketing (TAW/TAU) is approved and take a chance that the carrier's seat inventory is still available and the fare remains the same?
A41b: The recommended procedure to avoid airline churning debit memos is, when reservations are cancelled by the carrier, that the TMC will book outside of DoD OBT and advise the traveler that once authorization is approved a copy will need to be provided to the TMC.
Q41c: If the fare increases, what is the government recommended procedure?
Should the TMC place the PNR on the outbound polling queue for another approval or ticket at a higher fare?
A41c: The TMC should follow local business rules for approvals, if fares increase.
Q42: 4.4.10.7.1 Obtain approval in accordance with local business rules prior to ticketing against a CBA.
Will the Government please provide a list of locations that require approval by a TO/TMO per Local Business Rules, and please provide a copy of their Local Business Rules for each installation when a CBA is used?
A42: Local business rules will be provided to the TMC at the time of contract implementation and should include procedural information for CBA transactions.
Q42a: Will the Government please confirm that this requirement applies to DoD OBT transactions? If so, will the Government please confirm that the TMC is to charge a TMC Assist POS Transaction Fee when a CBA is used as a form of payment on DoD OBT PNRS and when a POS transaction fee contract is awarded?
A42a: Requirements applicable to all transactions. For DoD OBT CBA transactions, the TAW is the approval to issue the ticket.
Q42b: Will the Government please clarify who is responsible to collect travel order/authorization on DoD OBT CBA transactions if required by Local Business Rules for CBA reconciliation purposes?
A42b: The government is responsible for collecting orders/authorizations on DoD OBT CBA transactions.
Q43: 4.4.15. Initiate the process for unused ticket refunds:
4.4.15.1 Immediately upon notification of non-use by the traveler, Government representative, and
4.4.15.2 No later than thirty (30) days from the date of the last air travel segment for all other unused tickets.

Will the Government please clarify that the TMC is required to provide a copy of the refund invoice to the Government Transportation Office as well as the traveler for CBA transactions only or for both IBA and CBA transactions?
A44: A copy of all unused ticket refund requests (CBA/IBA) shall be provided to both the Government Transportation Office and the traveler.
Q44a: If the Government requires a copy of the refund request on IBA transactions, will the Government please explain why?
A44a: To validate authorization for ticket issuance and auditing purposes.
Q44b: Will the Government also explain the refund process in the GATES system?
A44b: There is no refund process for AMC/PE reservations in GATES.
Q44c: Is the GATES system capable of generating a refund invoice and to email travelers as well as to TO/TMO, if required?
A44c: There is no refund process for AMC/PE reservations in GATES.
Q45: 4.4.17 Document and maintain unused non-refundable tickets and notify travelers of opportunities to exchange until they are used or expired.
Will the Government clearly state when and how the TMC is required to notify travelers of unused non-refundable tickets.
A45: PWS paragraph 4.4.17 has been revised to read: “Document and maintain unused non-refundable tickets. Notify travelers of the option for usage upon each new travel request and via email every 90 days from the date of the last ticketed segment until ticket expiration date.”
Q45a: What is the TMC's responsibility if the traveler has then retired, transferred or is un-reachable?
A45a: The TMC will continue to report the unused ticket on the unused ticket report until such time when the ticket transitions to the expired ticket report.

A46a: The TMC is required to query availability for DoD lodging and obtain the NA number prior to booking commercial lodging.
Q47: 4.4.24 Bear all liability and reimburse the Government for any excess costs due to contractor errors and/or failure to provide requirements in this PWS. For example:
4.4.24.4 Fees and penalties incurred due to the TMC’s failure to initiate a cancellation
Will the Government please explain what the TMC's responsibility is when a hotel cancellation is requested on DoD OBT PNRS via DTS which are placed on the
TMC's inbound cancellation polling queue during after duty hours and a cancellation penalty applies when cancelled by the TMC on the next duty day?
For example, if hotel cancellation requests for DoD OBT PNRS were placed on a Friday during after duty hours, Saturday, Sunday or Federal Holidays on a cancellation queue and the cancellation penalty applies when the TMC processed the cancellation requests on next duty day.
A46: Refer to PWS paragraph, 4.3.1.: “Provide high-quality, responsive, customer service on a twenty four hours a day, seven days a week, three hundred and sixty five days a year (24/7/365).” and paragraph 4.6, REQUIREMENTS APPLICABLE TO DOD OBT TRANSACTIONS: “Establish quality control procedures and process DOD OBT PNRs in accordance with the TMC Orientation and User’s Guide (Attachment 8).
Q47: 4.5.1 Book new and change confirmed individual travel requests for travel within 72 hours in one hour
Will the Government please consider modifying this requirement to read one duty hour?
A47: No, the requirement remains unchanged. Refer to PWS paragraph, 4.3.1.:
“Provide high-quality, responsive, customer service on a twenty four hours a day, seven days a week, three hundred and sixty five days a year (24/7/365).”
Q47a: Will the Government require the Government travelers to provide a travel order/authorization at the time of the request for immediate ticketing to avoid cancellation by the carrier due to ticketing time limit and churning debit memos?
A47a: No, providing authorizations at the time of request is not a government requirement.
Q48: 4.5.9. Ensure usage of logical airfare (LLA) and routing in accordance with DoD policy.
