BAH SOLICITATION QANDAS

DEFENSE TRAVEL MANAGEMENT OFFICE (DTMO)

Basic Allowance for Housing Data Collection and Analysis Services

Solicitation H9821017R0016

Questions and Answers

Q1. Is there an incumbent contractor performing these services or is this a new requirement?

A1: The incumbent contractor is Robert D. Niehaus. Inc.

Q2. It is our understanding that the expected award date for this contract is March 2018.

The incumbent contract with Robert D. Niehause, Inc. is anticipated to expire in November

2018 with all options exercised. The Solicitation indicates a response is due on September

25. This is not a reasonable expectation given requirements in the Solicitation. Please change the due date to October 25th, so that bidders, other than the incumbent, also have a reasonable chance of submitting an acceptable proposal.

A2: See SF 30 Amendment 0001, section 11, the due date for proposals is not extended.

Q3. Please indicate what materials developed by the incumbent contractor will be provided to the contractor awarded solicitation H9821017R0016.

A3: The Government is not planning on providing any previous contractor developed materials to the awarded contractor except for access to the web-based tool, if requested. The

Government’s requirement is for the awarded contractor to provide materials, as described in the solicitation, to the Government.

Q4. Will the work product from the prior years under the prior contract be provided to the company awarded solicitation H9821017R0016 in order to prevent the incumbent from a significant unfair advantage?

A4: No, the successful offeror should be prepared to perform the requirement IAW their selected proposal. An exception would be access to the web-based tool, if requested.

Q5. Please clarify the reasons for the changes in the historical ordering quantities shown in

Appendix 1.

A5: The Government closed/consolidated many MHAs from 2011 – 2013. The number of MHAs was reduced from 364 to 307. The current number of MHAs is 301. Appendix 1 is provided to show traditional ordering quantities and fluctuations experienced for the past several years.

Q6. Please describe what commercial sources are currently used to collect rental data.

A6: It is up to the interested offeror to determine their own approach to satisfying the

Government’s requirement.

Q7. Can the government provide its current data collection plan or describe its current data collection methods and processes for reference?

A7: See PWS 4.4.3.1. Development of a data collection plan is part of this requirement. Each interested offeror should develop their own approach to satisfying the Government’s requirement. This approach will be evaluated as part of the Technical factor.

Q8. What are the government’s desired changes to the 2017 data collection?

A8: The Government is looking for the best value. No specific changes are encouraged nor are they discouraged. It is up to the interested offeror to determine their own approach to satisfying the Government’s requirement.

Q9. Please describe what existing database, software, and hosting service are in place for data collection.

A9: The existing database is a Microsoft SQL database, written in .NET, and is hosted on the

Government’s servers.

Q10. Is the existing database currently hosted at the contractor site or by the government?

A10: The existing database is currently hosted by the Government.

Q11. Can you describe who is the incumbent and total contract value?

A11: The incumbent contractor is Robert D. Niehaus Inc. The ceiling amount for the current contract is $9.8 million and the amount obligated to date is $5,596,817.36.

Q12. Please confirm that Item 0004, 1004, 2004, 3004, and 4004 are for reimbursable travel cost and they do not include labor hours spent on conducting site visits.

A12: CLINs 0004, 1004, 2004, 3004, and 4004 are for travel costs.

Q13. Page 50, PWS 4.3. Can the government elaborate the rationale for that Phase 1 and

Phase 2 have an overlapping period?

A13: With very few exceptions, data should be collected between 1 April and 1 September. IAW

PWS 4.1, an availability window as early as 1 February may be used for certain locations.

Q14. Page 50, PWS 4.4.4.2. Does the government have a mandated web-based training tool for the contractor to use?

A14: The Government does not have a mandated web-based training tool for the contractor to use.

Q15. Page 51-52, PWS 4.4.6. It states that that web-based tool shall be hosted by the government. Will government consider external hosting services? If not, will the contractor or the government be responsible for installing the database under the government’s hosting environment?

A15: Yes, external hosting services are acceptable so long as they align with Government regulations (Ref. PWS 8.0). Hosting costs should be included in the offeror’s proposal and not as a separate item.

The Government will work with the contractor to install the data base under the Government’s hosting environment, but it will ultimately be the responsibility of the contractor.

Q16. Page 52, PWS 4.5.1.1.6. Can the government elaborate on how this requirement applies to external hosting or cloud service if such an option is allowed?

A16: External cloud hosting must be compliant with DoD FedRamp Plus standards and all related DISA cloud computing guidelines.

Q17. Page 63. As part of the price evaluation, the Government will evaluate its option to extend services (See FAR clause 52.217-8) utilizing the Optional 6 month period of performance, which should reflect a price of ½ the 4th option period. Is escalation allowed?

A17: No, escalation is not applicable for the Government’s evaluation of the option to extend services clause.

Q18. 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)

Paragraph (c) states the total duration of this contract, including the exercise of any options under this clause, shall not exceed 60 months. Does paragraph (c) above conflict with the optional 6 month POP after the 4th option period?

A18: No, the paragraph does not conflict.

Q19. Page 63. Is there a page limit for Attachment B Past Performance Questionnaire

(PPQ)?

A19: No.

Q20. Page 63-64. VOLUME II – Technical Proposal: Offerors shall submit one original and three hard copies of this volume, which shall include, and separately address items i-ii below. The total page count for this volume shall not exceed 40 single-sided pages, inclusive of any table of contents, appendices, attachments, etc. The Government will only review up to the 40th page of this volume, therefore, any pages beyond will not be evaluated. Is item

iii. Staffing Plan and item iv. Quality Control Plan included in the 40 page limit?

A20: Yes, it is included in the page limit.

Q21. Page 64. Will the proposal cover page be counted towards the 40-page limit?

A21: Yes, it is included in the past limit.

Q22. Page 93. Section 3.1. Are Element A, B, C, D, and E having equal weights? If not, can the government specify the weights of these elements with respect to their importance to

Technical Evaluation?

A22: All elements are part of the Technical factor but are not individually weighted or individually rated. It is important that the offeror address each element but will only receive one rating for the technical factor as a whole.

Q23. Regarding solicitation H9821017R0016, please extend due date for questions to

September 15th.

A23: The due date for questions is not extended.

Q24. Will anticipated levels of efforts be provided by CLIN?

A24: No. The BAH procurement is a firm fixed price requirement for data collection and analysis.

Q25. Will the previous analysis be made available before or after the award?

A25: The Government is not planning on providing any previously contractor developed materials to the awarded contractor. The selected offeror should be prepared to make their own analysis in order to satisfy the Government’s requirement.

Q26. Should the proposals include pricing information for travel?

A26: No. As stated in the associated travel Contract Line Item Numbers (CLINs), The

Government will assign travel amount at contract award.
