Questions and Answers

Q1. Is there an incumbent?

a. If there is an incumbent, who is the contractor?

b. If there is an incumbent, what is the contract # and award value?

A1: Yes.

a. Booz-Allen & Hamilton.

b. GS00T99ALD0202 Award Value: $192,313,088.90. Contract was for a larger operation/scope and isn’t relevant to this PWS

Q2. Per paragraph 4.13 of the RFQ, there is a 14 day transition in and a 30 day transition out period. Does the incumbent have this same clause in the existing contract that requires transition assistance for the new contractor’s transition in phase?

A2: Yes.

Q3. What is the expected level of effort to support the tasks identified in the PWS?

A3: Offerors should propose to the level of effort they determine as necessary to successfully perform the requirement.

Q4. Does the government expect full time equivalent personnel to support the tasks identified in the PWS?

A4: Yes. See A3.

Q5. When was the last time that the existing HRM portfolio of DBS was assessed against

GAO-34-394 and are the findings available?

A5: GAO-034-394 does not exist. For GA-O04-394, there was no assessment done by this office. Therefore findings are not available.

Q6. When was the last time that the existing HRM portfolio was assessed against DoDI

8115.02 and 8320.02 and are the findings available?

A6: The Department, through the oversight of the Defense Business Council, has chosen to implement DoDI 8115.02 through the oversight of the Deputy Chief Management Officer

(DCMO), who established the Defense Business Council (DBC) as the principal subsidiary governance body to the Deputy’s Management Action Group (DMAG)/Defense Business

Systems Management Committee (DBSMC) for defense business operations. The DCMO issues annual guidance on how the Department is directed to manage the portfolio of DBS. That guidance maintains the process of annually updating each of the seven primary business functional areas’ Functional Strategies, which provide the direction of the Primary Staff

Assistants’ functional areas over the period of the Future Years Defense Program. P&R IM continuously evaluates different parts of the HRM and Personnel and Readiness DBS portfolios, using the Analyze, Select, Control and Evaluate methodology mandated by DoDI 8115.02, based upon focus areas determined by P&R leadership.

DoDI 8320.02 Compliance reporting not required until FY15.

Q7. Will the contractor be responsible for all 100-150 OOCs and problem statement resolution or is that a shared responsibility with the government staff? If shared, what percentage is the responsibility of the contractor?

A7: Contractor personnel are involved in supporting all OOCs and Problem Statements processing. The contractor personnel receives the applicable OOC or Problem Statement package and reviews it for compliance with applicable USC Code, DOD directives, and guidelines;

assists in the coordination of the staffing of the OOC/Problem Statement packages; consolidates staffing comments and prepares appropriate staffing documentation for review by the government. The government representative provides guidance; reviews the contractor prepared consolidated package; and requests modifications/corrections if required.

Q8. Instructions to Offerors, paragraph 3. A. iv. Completed Representations and

Certification of Offeror. Is the contractor only required to submit paragraph b if the annual online representations and certifications have been completed in SAM?

A8: Correct.

Q9. Please provide a list of the "equipment and materials" you specified in Section 3.0.

A9: The following list of equipment and material will be provided by the government to all contractor personnel with CAC access:

- Office space for the people supporting the PWS

- Office supplies necessary to support the PWS

- Computer with access to the P&R IM network and suite of tools

- Access to IBM Rational Requisite Pro

- Access to IBM Rational System Architect

- Access to other software products necessary to execute and support the requirements identified in the PWS

Q10. What is the anticipated award date?

A10: October 2014

Q11. Historically, approximately how many FTEs were performing the tasks outlined in the Performance Work Statement?

A11: Approximately 18 FTEs.

Q12. Section 9.1 on page 21 states that “The government will provide office space/workstations on a space available basis for contractor personnel.” Given this statement, should offerors propose on-site or off-site rates? In order to prepare an accurate price quote, we must factor in the place of performance for all personnel.

A12: Government site rates.

Q13. Would the government please provide the estimated Level of Effort (LOE) for each task in terms of labor hours or FTEs? Given that there are 15 unique tasks in the

Performance Work Statement, many with multiple sub-tasks, providing the LOE will establish a necessary baseline from which to evaluate price quotes.

A13: See A3.

Q14. The instructions on page 27 state that the Quality Control Plan should be provided in section iii. of the Technical Volume. However, the evaluation criteria on page 61 includes the Quality Control Plan as Element C under the Technical Factor (which appears to be section i. of the Technical Volume). Please clarify which section should contain the Quality

Control Plan.

A14: The Quality Control Plan shall be contained in Volume II—Technical of the proposal submission.

Q15. Regarding Task 4.11 Technical Support for the IM Website, what platform is used to publish the site? For example, internet or intranet, SharePoint or other platform? Also, do you currently provide/prefer a software program for HTML development, such as Adobe

Dreamweaver?

A15: Internet; runs on Apache Tomcat. We use Adobe Dreamweaver and/or Visual Studio.

Q16. Is there an incumbent?

A16: See A1.

Q17. Is there an option for this solicitation to go 8a direct?

A17: No.

Q18. What was the last award amount?

A18: See A1b.

Subcontractors?

A21: No. Please refer back to Section 3(B) of the Instructions to Offerors and Attachment A, Section 2.2 of the Solicitation.

Q22. Can you please provide the name of the previous contractor and contract number associated with this work?

A22: See A1a and b.
