Justification and Approval

CIF Printer Maintenance

Limited Sources

1. Contracting Agency: Defense Human Resource Activity- Procurement Support Office, 4800 Mark

Center Drive, Alexandria, VA 22350.

2. Authority Cited: 10 U.S.C.2304(c)(1), FAR 6.302-1 -- Only One Responsible Source and No Other

Supplies or Services Will Satisfy Agency Requirements –BRAND NAME.

3. Description of Supplies and Services: The Defense Manpower Data Center (DMDC) Central Issuance

Facility (CIF) requires support and maintenance, to include emergency calls, for the currently fielded

NBS Technologies Horizon H2 and Horizon Evolution printers and accessories. These printers are used to print Common Access Cards (CAC) for the Central Issuance Request Station (CACCIRS) sites. The location of this equipment is the CIF in Monterey Bay, California.

4. Description of Action: A Firm Fixed Price contract is planned for an estimated value of $xxxxxxx. The period of performance will include a 12 month base period and two 12 month options periods. FY14

Operating and Maintenance (O&M) funds are available for the base period in the estimated amount of

$xxxxxxx.

5. Reason for Authority Cited:

a. The original requirement for the CAC printers, which are utilized in the DMDC’s West Coast CAC

CIF, was awarded on a competitive basis to the manufacturer, NBS Technologies (NBS) in 2011. To date, the NBS Horizon H2 and Horizon Evolution printers have met, and continue to meet DMDC’s CAC printer requirement and DMDC does not anticipate replacement of these printers or a change in the requirement within the next three years. Therefore maintenance and support of these printers is essential to ensure continued optimum performance so that the CIF can meet mission-critical functions.

b. The Horizon H2 and Horizon Evolution printers and the printer maintenance services agreements are proprietary to and are only available through NBS and the authorized reseller specific to the

Monterey, CA geographic area. Market research indicated that ACS is only authorized reseller of these services for the Horizon Printers for this area. Therefore, it is in the Government’s best interest to compete this as a Brand Name requirement among NBS and the authorized reseller.

6. Effort to Obtain Competition: Until such time as DMDC’s CAC printer requirement changes or the equipment is replaced, this requirement will continue to be restricted to NBS and authorized resellers for printer maintenance/support.

7. Effort to remove barriers to/increase competition: The program office will continue to conduct market research after award to explore other brand capabilities and product/service solutions that could meet

DMDC’s requirement.

8. Market Research: Market research was conducted through simple internet searches, known leaders in the high volume card printer industry, and within GSA Schedules. After contacting several printer maintenance companies, it was determined that NBS is the sole provider of the maintenance for these printers. However, NBS does have some authorized resellers but their service authorizations are limited to a single geographic area. It was found that ACS is the only authorized NBS reseller/servicer in the

Monterey, California area. See Market Research report.
