About this file
This document is a Questions and Answers (Q&A) file for a snowmobile rental solicitation (H9242126QE009) issued by the United States Special Operations Command (SOCOM). The solicitation requires a contractor to provide fifteen snowmobiles, four trailers, six Siglin sleds, thirty fuel cans, maintenance, fifteen heater cores, and fifteen cargo nets for a training exercise in Delta Junction, Alaska from 2-25 February 2026. Key details from the Q&A include vendor clarifications on equipment specifications, such as preferring 850 CC snowmobiles, using 5-gallon fuel cans that can be mounted, and heater cores designed to ensure machine operability in extreme cold temperatures.
The solicitation initially listed two different response dates (19 December 2025 and 7 January 2026), but the Q&A confirmed the final quote submission deadline as 9 January 2026 at 5:00 PM EST. Vendors were advised that the equipment will be operated by 30 individuals working in shifts, with a designated maintenance point of contact within reasonable driving distance. The delivery and pickup location is confirmed as Delta Junction, Alaska, and the government seeks utility snowmobiles that can secure gear using cargo nets and maintain functionality in cold environments.

SOTD Snowmobile Rental Vendor Questions H92421-26-Q-E009
Q1: I would like to express my interest in the SOTD Snowmobile Rental with Notice ID H9242126QE009. I do have a concern regarding how many people are in the group?
A1: we will have 30 individuals but they operate in shifts, they switch out in the field.
Q2: Gas Cans:
Is there a specific gallon capacity required, and are the cans expected to be mountable or carried on the rear of the snowmobile?
A2: 5 gallon, if the cans can be mounted to the machine that would be desired as well.
Q3: Cargo Nets:
Please confirm whether this refers to a cargo net intended to secure equipment to the snowmobile tunnel, or a net used to cover the machine during transport.
A3: To secure gear to the snowmobile and/or siglin sled.
Q4: Heater Core:
Is this requirement referring to an engine block heater capable of being powered by a generator while the machines are static?
A4: a heater core and power generation would be required. We do not have any organic power systems.
Q5: RFQ Due Date:
Form 1449 lists a due date of 19 December 2025, while the solicitation description references 7 January 2026. Please confirm which date is correct.
A5: Quotes are due 7 JAN 2026 Q6: Maintenance Line Item:
Does this requirement call for a service technician to be present on-site for the duration of the event, or for a designated point of contact within reasonable driving distance to provide maintenance and support as needed?
A6: designated POC within reasonable driving distance Q7: One thing that we would need to understand is the total period of use. My assumption is the gear needs to be in place by 2 Feb and would be returned after 25 Feb (under a rental construct) Also, one part of the solicitation states delivery to Delta Junction, AK and below it states to ship to Ft. Bragg, NC.
A7: gear needs to be in place 2 FEB and would be picked up 25 FEB. Delivery and pickup location is Delta Junction, AK.
Q8: Will you only accept 850 CC, 4-stroke engines or will you accept any engines as long as they are utility snowmachines?
A8: we prefer the 850 CC but utility machines are absolute.
Q9: What is intended by heater cores A9: Heaters cores are meant to ensure the machines continue to start in extreme cold temps. They will keep the engine blocks and fluids operational.
Q10: What is intended by cargo nets?
A10: The Cargo nets are to secure gear to the back of the snowmobile or in the siglin sled.
