About this file
This document is a Questions and Answers (Q&A) form for a federal contract opportunity for shower trailer services at KI Sawyer, solicitation number H9242125Q0010 issued by United States Special Operations Command. The contract requires the contractor to provide shower trailers with a minimum of 8 shower heads per trailer, each shower stall measuring at least 36"x36", along with daily cleaning and disinfection. The contractor is responsible for all generator fuel, water supply logistics, and gray water disposal, with freshwater connections and manhole disposal sites available within 300 feet of shower locations.
Key contract details include a period of performance from 04 AUG 2025 to 21 AUG 2025, with mobilization and demobilization allowed from 04 AUG 2025 to 21 AUG 2025. The government intends to award contracts approximately 10 days before the performance start date. Vendor questions were due by 27 June 2025, and quotes are due by 21 July 2025 at 12:00 PM EST. The contract allows some flexibility in trailer configuration, such as the option to use fewer trailers with more shower heads at certain locations, specifically noting that location 16T DS 7039 3231 can accommodate alternative trailer configurations.

| Q: Generator Fuel Confirmation PWS Reference: Section 1.3, 5.1, and 5.2.1.8 Question: To confirm our understanding: the contractor is responsible for providing all diesel fuel for generators throughout the contract period, including initial delivery with full tanks and all refueling during operations. | Section 1.3.1.4 |
| Q: Water Supply Logistics PWS Reference: Section 1.3.1.4 Question: If freshwater connections are not available at all locations, is the contractor permitted to transport water from other locations on base, or must we arrange for external water delivery? |
A: Yes the contractor can draw from the metered water connection or permitted to transport from other locations. KI Sawyer is not a military “base”.
Q:Could you please clarify who is responsible for providing fuel under this requirement? Based on our understanding, the contractor is expected to include the cost of refueling services in the proposal, as indicated by the following statement:
"Offeror should bid refueling cost with the bid given the stated information."
However, we were unable to locate a clear statement confirming whether the government will be supplying the fuel or if it is solely the contractor’s responsibility.
A: Contractor responsibility.
Q: Could you please confirm whether freshwater connections are available on site?
A: There are freshwater connections available.
Q: Could you please clarify if there is a designated grey and black water disposal site available on the property? This will assist us in planning waste management logistics appropriately.
A: “Manhole” locations are available on site for grey water disposal. They are located about 300 ft. from shower setup locations.
Q: Would a larger head count per shower trailer be acceptable?
For example, instead of providing nine 8-head shower trailers at a location, would it be acceptable to utilize four 24-head shower trailers to meet the same capacity?
A: Location 16T DS 7039 3231 can have substitutions similar to the given example of the four 24-head shower trailers so long as they also meet the dimension specifications.
Location 16T DS 6889 3121 only requires 8 shower heads for that location.
