SUMMARY OF CHANGES
The purpose of this amendment 02 to Solicitation H9242123Q0004 is to update the Performance Work Statement (PWS) and provide questions and answers.
1. The attached PWS dated 4 May 2023 includes all changes (highlighted in yellow) and deletions (in red letters).
H92421-23-Q-0004 Amendment 2 QUESTIONS and ANSWERS
QUESTION #1: Is 20x20 acceptable here?
ANSWER #1: In accordance with PWS 5.2.1 (Tent support), yes 20’X20’ tent is acceptable, and up to 25’X25’.
QUESTION #2: Can we stake tents? Blocks are going to be costly (increased cost) and are going to be time consuming (increased time for setup).
ANSWER #2: No, tents cannot be staked to the ground. For example, the contractor could use sandbags to secure tents.
QUESTION #3: Is flooring in all of the tents going to be needed? We are assuming yes, due to the presence of
HVAC.
ANSWSER #3: Tent flooring is at the discretion of the contractor, in accordance with 5.2.1 (Tent support), each tent shall have environmental control capable of providing air conditioning (to keep indoor temperatures to no more than 80 degrees F). HVAC or portable air conditioning units could be used, as heat is not required.
QUESTION #4: Portable Light Sets (how many light sets are going to be needed) we are thinking 4-6 light sets.

ANSWSER #4: In accordance with changes to the PWS section 5.2.4 (Portable Light Sets), no less than six portable light sets are required.
QUESTION #5: Can fuel be a separate Clin based on usage?
ANSWSER #5: In accordance with 5.2.2 Generator/Environment Control Units (ECUs), generators shall operate off Government provided Diesel (DF2) also known as F54.
QUESTION #6: Can we ask the military to provide all teleconference equipment and computers?
ANSWSER #6: All teleconference equipment and computers will be government provided. The contractor is not required to provide teleconference equipment or computers. All teleconference equipment and computers reference in this PWS will be connected to the power generator(s) provided by the contractor. The contractor shall consider this to calculate power generation capability. This has been added to the PWS, section 5.1 Basic Services.
2. The solicitation closing date and time has changed, FROM: 5 May 2023 at 11:00 AM EST TO: 5 May 2023 at 1:00 PM EST
3. All other terms and conditions remain unchanged.
