PERFORMANCE WORK STATEMENT (PWS) FOR
PROFESSIONAL AND TECHNICAL SYSTEM SUPPORT SERVICES FOR SPECIAL OPERATIONS
GLOBAL SYSTEMS SUPPORT ENGINEERS
1.1 DESCRIPTION OF REQUIRING ORGANIZATION
United States Special Operations Command (USSOCOM), Program Executive Office for Special Operations Forces Digital Applications (PEO SDA) is located on MacDill, Air Force Base in Tampa, Florida. The primary mission of the PEO is to deliver innovative, relevant, and dependable Special Operations-peculiar software and data capabilities for the Special Operations Forces (SOF) warfighter to achieve information dominance and win in a complex environment. PEO SDA serves as USSOCOM’s trusted experts for delivering on demand software and data capabilities. Multiple Program Management Offices under PEO SDA require support for the goal of product adoption, furthering USSOCOM’s efforts to deliver modernized software capabilities rapidly and efficiently.
1.2 PURPOSE
USSOCOM provides operationally relevant digital applications to support the SOF at all echelons (Tactical, Operational, Strategic). SOF require digital applications that enable persistent Tactical, Operational and Intelligence support to all SOF functions to include countering violent extremist organizations, irregular warfare, crisis response, personnel recovery, and integrated deterrence. Mission command and advanced analytic systems ingest data from collection sensors and databases, share data across the SOF Information Enterprise (SIE), and produce timely, tailored, operational, and intelligence products and services to provide actionable information from multiple global command and control nodes. All Source Information Fusion (ASIF) platforms ensure collected ISR data, regardless of sensor or source, can be processed, exploited, and disseminated and that the data is rapidly discoverable, accessible, and retrievable by SOF units and mission partners across the globe. Mission Planning and Execution applications allow SOF Operators to perform detailed planning using this data and track mission progress in real time on tactical end user devices. Tactical software feeds situational awareness data during mission execution from the edge. Data is further ingested into a unified SOF Common Operational Picture (COP), fusing operational and intelligence information across USSOCOM Mission Command Systems to provide situational awareness and decision support to commanders at all echelons.
1.3 SCOPE
The objective of this effort is to provide software-agnostic field support for forward-deployed users of operational, advanced analytic intelligence support, as well as to provide technical and analytical mission planning and execution systems support.
Field services include engineering and technical administration, embedded data services, and analytical support and mentorship for workflow development, data source integration, and expert utilization of multiple software capabilities to solve information challenges, including those that are mission critical. The services will take place across the SIE, including Tactical Local Area Networks and other Department of Defense (DoD) military hardware and End User Devices. The scope encompasses the SOF Enterprise defined as Headquarters United States Special Operations Command (USSOCOM), Theater Special Operations Commands (TSOCs), United States Army Special Operations Command (USASOC), Naval Special Warfare Command (NSWC), Air Force Special Operations Command (AFSOC), Marine Corps Special Operations Command (MARSOC), Joint Special Operations Command (JSOC), and all subordinate units, both in garrison and deployed. Other geographic locations may be added as required for global support to special operations missions. In addition, when work to be performed on site at MacDill AFB, FL, or other Government and Contractor facilities as assigned is not possible, remote work is authorized with prior government approval by the Contracting Officer (KO) or Contracting Officer Representative (COR).
2.0 GENERAL REQUIREMENTS.
The Contractor shall meet the following general requirements, as well as the specific support identified in in this PWS.
2.1 TRANSITION
The contractor shall execute their proposed transition plan with legacy capabilities and ensure a minimum of 90% of fully qualified personnel are in place by day 45 of the start of the performance period. The contractor shall ensure no interruption of mission occurs during the transition period not to exceed 45 days. Throughout the phase-in/phase-out periods, it is essential that attention be given to minimize interruptions or delays to work in progress that would impact the mission. The contractor must plan for the transfer of work control, delineating the method for processing and assigning tasks during the phase-in/phase-out periods. The Contractor shall provide transition updates In Accordance With (IAW) Sections 4.1 and 4.10 of this PWS to ensure the government is fully informed of the transition status and any issues that may be identified during both phase-in and phase-out periods.
2.2 QUALIFIED PERSONNEL
The contractor shall provide qualified personnel that meet the typical skills and qualifications as set forth in paragraph 3.0. The contractor shall ensure personnel are fully trained to meet mission requirements on day 1 of performance.
2.3 MANNING REQUIREMENTS FOR CONTRACT PERFORMANCE
The Contractor shall support the performance of this effort at individual locations and throughout the globe based on needed demand of the user community. The Contractor will maintain continued support throughout the period of performance of the contract. The Contractor shall support this requirement with recruiting mechanisms that ensure personnel are fully trained to meet mission requirements. The Contractor shall provide stability for this requirement with a retention program that supports continuity and minimizes workforce turbulence.
2.3.1 SURGE
The Contractor shall coordinate surge support with the COR to ensure that performance requirements for individual units are met based on user needs. Two weeks prior to surge is requested, but user demands may come at short notice. In this instance, the Contractor shall provide information as soon as possible. Surge hours will require KO written approval.
2.4 TECHNOLOGY AGNOSTIC
Technology Agnostic. The Contractor, including any sub-contractors, shall provide non-biased, independent, and concurrent field service for multiple command and control, intelligence data analytic, mission planning, and tactical execution software platforms (i.e. ASIF, MCS/COP, TAK, Nyx, etc.). In doing so, Support Engineers (SE) shall enable SOF users to leverage their full suite of evolving technologies and tools, maximizing operational intelligence, analytical capability, and common operational picture; all at the strategic, operational, and tactical levels. Software applications include advanced technology tools tailored for deployed forces on no-fail missions in a war zone. Contractor shall integrate multiple software platforms with tools and data sources to optimize support for each SOF unit’s unique tactics, techniques, and procedures.
3.0 SPECIFIC REQUIREMENTS
It is the Government’s intent to employ a “Cross Learning Environment” where the Contractor shall employ and utilize qualified personnel with appropriate combinations of education, training, and experience. The following paragraphs identify the specific labor categories and minimum qualifications required for each position. The Contractor shall provide the necessary resources and infrastructure to manage, perform, and administer the contract. The Contractor shall ensure all Contractor personnel are clearly identified as such when performing contract duties to include email signature blocks, answering telephones, within voicemail, and when attending meetings.
The Government aims to leverage DevSecOps principles to modernize the security, testing, and deployment of software within a Cross Learning Environment, transitioning from legacy operational software support to a new model aligned with DoD DevSecOps. This transition involves establishing direct collaboration between development teams at multiple echelons within the USSOCOM enterprise. By integrating operational support into this environment, the approach to securing, testing, and employing software will be revitalized, enabling operational units to adapt more effectively to evolving mission requirements. This initiative includes ongoing testing and exercise support for developing software to enhance capability maturity, facilitating accelerated software deployments while maintaining operational readiness. The overarching goal of the Cross Learning Environment is to cultivate multifaceted skill sets within positions associated with the tactical, operational, and strategic echelons, facilitating swift and comprehensive responses to mission needs.
3.0.1 PROGRAM MANAGER
The Program Manager (PM) position is considered critical and will be identified as a key personnel position. The Contractor will assign and identify, in writing, assign a Program Manager (PM). The PM will be responsible for all activities to include support, administration and all tasks associated with the management of the overall system support services effort. The PM will conduct a program review of all PWS tasks, at a minimum semi-annually, with the PEO SDA COR and other invitees at locations (if not virtual) TBD. The PM shall be the Contractor’s on-site representative, liaison, and primary point of interface with Contractor personnel as well as with the Government Technical Representative and COR. The PM or his/her designated representative, shall monitor personnel workload, address performance concerns, immediately inform the COR when a change in Contractor personnel occurs or of any vacancies upon learning and take action to ensure issues are remedied and open positions are filled by a fully qualified individual IAW the Quality Assurance Surveillance Plan (QASP). At each location, the Contractor will provide to the component/unit POC and to the COR a list of all on- location Contractors, contact information (to include name, office, telephone number(s), and email addresses (NIPR/SIPR)).

Program Manager

· Project Manager Professional (PMP) or equivalent DAWIA certification.
· Minimum of 10 years experience managing a large team of forward- deployed field service representatives, engineers and data integrators with experience similar in required tasks, scope, complexity, and duration to the tasks required herein.
· 5 years’ Experience in USSOCOM assigned organizations, as military, Government Civilian, or contractor.
· An ACTIVE Top Secret Clearance with SCI Eligibility is required.
3.0.2 REGIONAL SUPPORT ENGINEER SITE LEADS
The Support Engineer Regional Site Lead (RSL) positions are considered critical and will be identified as a key personnel positions. This is NOT a stand-alone requirement, but instead an added assignment to an existing senior Support Engineer position in one of the three domains. The responsibilities of the RSL are in addition to the requirements for the functional position proposed.
The RSL acts as a contact hub for all site leads in their region, and facilitates communication across all domains back to the program manager and COR. Provides assistance to Gobal Systems Support Engineers (GSSE) with virtual help desk support. Utilize reach-back to the GSSE network to provide 24/7 virtual help desk support to SOF locations when local support is not available.

3.0.3 SUPPORT ENGINEERS (SE)
The Contractor will support PEO SDA, USSOCOM Components, the Theater Special Operation Commands (TSOCs) and others as mission dictates by providing software-agnostic field Support Engineers (SE) for forward-deployed users of operational, advanced analytic intelligence support, as well as providing technical and analytical mission planning and execution systems support. The Contractor will provide support in the following major domains.
· Operations (Mid Tier and Senior)
· Intelligence (Mid Tier and Senior)
· Tactical (Mid Tier and Senior)
Within the three major domains, some of the Support Engineers (SE) will have a requirement to become proficient in more than one of the above (Operations, Intelligence and Tactical) creating a new capability of:
· GSSE Two Domain (Mid and Senior)
· GSSE Three Domain (Mid and Senior)
3.0.3.1. Operations Domain: Engineer support to operations requires knowledge on SOCOM and Joint Staff operations and targeting cycles, understanding of Tactical Data Links, and routing of COP data. Must know, support, and teach all SOCOM and Joint Staff programs of record for COP management, Operational Area of Interest (OAI) management, Commander Critical Information Requirements (CCIR) management, as well as other software programs available to units that support an operational requirement. Global support to operations must work with assigned units to understand unit specific requirements and report to SOCOM all operation capability gaps for software and technology at the unit level. Regional GSSE Leads must collaborate, coordinate, and synchronize efforts as required with appropriate Geographic Combatant Command (GCC) and relevant Joint Task Forces and has a solid understanding of Task Organization as it pertains to Command and Control (C2) supporting or supported and command relationships. GSSE Operations domain support includes attending and maintaining situation awareness on Area of Responsibility (AoR) level working groups as it pertains to Mission Command and C2 efforts to include but not limited to, COP Working Groups, Joint Fires Working Group, Sustainment, Protection and Tactical Data Link (TADL) Working Groups. Mid-level and Senior level have the similar scope of work but vary in experience required between mid and senior level.

3.0.3.2. Intelligence Domain: Engineer support to Intelligence domain requires in-depth knowledge on SOCOM and Joint Staff intelligence analysis principles and intelligence cycles to include a working knowledge of the major intelligence disciplines: Human Intelligence (HUMINT), Signals Intelligence (SIGINT), Geospatial Intelligence (GEOINT), and Open Source Intelligence (OSINT). Global Support contractors with intelligence domain experience must be able to create and conduct tailored courses on SOF programs of record, in addition to commercial or government sponsored, mission relevant technologies to provide subject matter expert insight to end users on how to use those technologies to build a comprehensive intelligence picture. In addition to current technologies, the contractor must be able to adapt to future technologies ensuring the seamless integration into their hosting unit’s intelligence production schedules. Mid-level and Senior level have the similar scope of work but vary in experience required between mid and senior level.

3.0.3.3. Tactical Domain: The Contractor will support PEO SDA, USSOCOM Components, TSOCs, and others to include Foreign Military Sales (FMS) as mission dictates, by providing technical and analytical mission planning, execution, and post-mission system support. Mission planning is critical to special operations, the mission planning, execution, post-mission system/device will be maintained in a serviceable status to support combat/contingency operations. The overall goal will be to achieve a system/device availability of 95% and a maintenance turnaround time of less than 24 hours from the time of notification within Continental United States (CONUS) and manned Outside the Continental United States (OCONUS) locations. Support will be characterized by two (2) levels: Level I (Critical/Urgent) support will be defined as critical or emergency support to the mission planning and execution system/device. This level of support will be completed within 72 hours or as mission requirements dictate. Level II (Routine) support will be defined as cyclical support to the mission planning and execution system/device. This level of support will be completed within 30 days or as mission requirements dictate.
3.0.3.3.1 Mid-Level Tactical Support Engineers: The Contractor will provide system support services in five (5) major areas: Tactical Software Support, Mapping, Imagery and Geospatial Information System Support, Tactical Network Administration Support, Training Support and Enhancement and Upgrade Support. Supported elements or locations may change but will remain within the scope of this PWS and the Changes Clause herein. This support will be normally characterized as Level I and/or Level II and completed within the time limits prescribed in the above paragraph. The COR assigns specific support levels dependent upon the specific nature of the analysis.
3.0.3.3.1.1 Operational Software Support: The Contractor will perform on-site systems administration to support the operation, maintenance, and installation of SOMPE software suite. This includes on site analysis of software and hardware problems found by user(s), updates to all classified and unclassified mission planning, execution, and post-mission analysis systems/devices that cannot be performed through network updates and maintaining a database of all equipment provided by USSOCOM and the program office and issued to users with historical metric tracking info such as warranty service performed, software loads, etc. SEs will provide on-site software maintenance in the form of inspections and test of all network and user software prior to installation. Maintenance includes testing all new software installs on test hardware in depots prior to distribution, ensuring compatibility of software with configuration of hardware. It may involve travel to user location, if necessary, to ensure proper configuration.
Configuration SEs maintain installed systems/devices with the most current approved configuration; this includes upgrade installations, revision installations, replacements, and information assurance upgrades. They perform shop or on-site upgrades to mission planning, execution, post-mission analysis system (hardware and software), information assurance protection upgrades provided through LAN or website updates and issue updates on designated portable storage media as well as create updates and distribute on designated portable storage media for users, local and worldwide, for standalone system/device operations. SEs duplicate and image media of all required planning and execution software/tools for use in the Mission Planning Environment (MPE). Engineers are responsible for cloning and imaging of media for issue to users, maintaining (multiple) master media with current updates for cloning and cloning aircraft/vehicle/platform digital data media devices for users, as applicable. SEs produce customized media for users, and on a by-request basis, produce custom loaded media for users. These SEs Maintain On-Call “Help Desk-style” support for users to answer calls concerning hardware and software problems or user needs. The help desk maintains 24-hour recall for Mission Essential services. SEs create, maintain, and test component mission planning environment software loads, as required.
3.0.3.3.1.2 Mapping, Imagery and Geospatial Information System (GIS) Support: In coordination with the mission planning support component POC, the Contractor will perform mapping, imagery, and GIS support tasks in support of the units to which they are assigned. SEs will maintain GIS servers with the most current NGA, TAKTICS, Common Map Background (CMB), and other digital map data. The SE ensures classified and unclassified material is current and the integrity of the map is validated. The SE conducts monthly Chart Supplement Disc (CSD) updates of map data on servers. Support Engineers utilize software tools to geo-register maps and imagery. SEs correct, adjust, and convert map images into appropriate file types before generating and loading digital map products onto servers and/or user storage devices. They produce customized map and imagery loads for wide area coverage on the appropriate storage devices from user’s request, create special-load map and imagery on portable storage media for users, and maintain servers with current Digital Terrain Elevation Data (DTED). As required, SEs post map data onto servers, copy to CDs, or load directly onto a user storage device for use.
3.0.3.3.1.3 Operational Network Administration Support: The Contractor will perform the following operational network administration support tasks, as required, in support of the units to which they are assigned. This support will be characterized as LEVEL I (Critical/Urgent) or LEVEL II (Routine) support, depending on the specific nature of the hardware/software problem. SEs will provide a full range of on-site network administration for the various Mission Planning networks to include On-site trouble shooting of hardware and software problems associated with user’s local area network systems. They support both secure (SIPRNET) and non-secure (NIPRNET) mission planning local area networks (LAN) systems and other (commercial, SBU, SOCRATES). With prior Program Office coordination and approval, SEs will deploy on exercises or real-world deployments as necessary to support the mission planning system/devices ensuring all equipment, tools, diagnostic software, and operational software is current.
3.0.3.3.1.4 Training Support: With prior Program Office coordination, the Contractor will provide cadre-level training. The Contractor will perform the following training support tasks, as required, in support of the units to which they are assigned. This support will be normally characterized as LEVEL II (Routine) support and will be completed within 30 days or less. SEs utilize Government-provided information, to maximum extent, to produce training documents, publications, Power Point presentations and user Help guides that cover hardware, SOMPE suite component configuration, and utility software/tools. They utilize a train-the-trainer concept, to the maximum extent possible, conduct formal and informal training in groups or as one-on-one sessions. SEs provide training and assistance in preparing and loading data to Digital Data Devices to include guidance on data selection and load techniques and maintain Government Provided master Data Devices for testing and cloning and provide cloning capability of Weapons platform data devices to the users. With prior Program Office coordination, travel to satellite locations to conduct training, as required. Also with prior Program Office coordination, the Contractor will be temporarily relieved of on-site duties to assist with scheduled on-site training courses. The Contractors may act in the capacity of instructor during these training courses provided their participation has been pre-arranged in advance by the component/unit mission planning POC. The COR will have Contractor prioritize Tactical Mission Support over Instructor duties when those duties conflict with the needs of the mission planning and execution system/device being supported by the Contractor.
3.0.3.3.1.5 Enhancement and Upgrade Support: The Contractor will perform the following enhancements and upgrade support tasks, as required, in support of the units to which they are assigned. This support will be normally characterized as LEVEL II (Routine) support and shall be completed within 30 days or less but may be LEVEL I (Critical/Urgent) depending on the criticality of the update/software script. SEs monitor and evaluate Operational Test and Evaluation (OT&E) ensuring test parameters are met for certification of mission planning environment (MPE) prior to release. SEs identify and report any problems with software and hardware; apply changes to the MPE that may be required, based on coordination with the component/unit mission planning POC and approval of the Program Office. They perform research, testing and evaluation of proposed new equipment for users. In coordination with the component/unit mission planning POC and as approved by the Program Office, SEs ensure compatibility and functionality of all MPE software applications and utilities; implement software capabilities unique to the supported component/user (i.e., A/W/E’s, utility software applications, etc.). They assist the SOMPE Program Office and the component/unit mission planning POC with recommendations, information, and/or analysis, by providing systems design and functional integration recommendations for mission planning and execution capabilities and subject matter expertise, recommendations, guidance, and support to users. SEs maintain a component/unit mission planning and execution website, portal or equivalent information sharing medium for dissemination of updates and pertinent information. Associated tasks include, but are not limited to, posting monthly updates of all pertinent changes, modifying scripts required to update systems/devices, providing vital links and critical information to user, and providing for user input of problems, enhancement requests, or performance issues. Support Engineers identify, investigate, and integrate mission planning and execution applications to identify potential applications required by users in the field. They interview, extract, and refine functionality and system/device requirements for software applications to meet user needs. SEs integrate applications, including those generated by users, to ensure compatibility, conformity, and eliminate redundant efforts.
3.0.3.3.2 Senior Level Tactical Support Engineer: Senior-Level Tactical Support Engineers will have knowledge of and be able to perform all the duties of the Mid-level Support Engineer to provide system support services in the five (5) major areas listed. Support elements or locations may change but will remain within the scope of this PWS and the Changes Clause herein. This support will be normally characterized as Level I and/or Level II and completed within the time limits prescribed in Section 4.1 Tactical Domain. Specific support levels depend on the specific nature of the analysis. Support Engineers support the units to which they are assigned by leading/training, mentoring, and supervising Mid-Level Support Engineers. They support development, test, and training requirements associated with Battlefield Airman Technical Integration Support Center activities; all such activities will remain within the scope of this PWS, as applicable to the unit/org they support. Senior Support Engineers coordinate real time specific mission requirements with Government POC, Authority to Operate (ATO), STIGs and ATCs command wide. SEs at this level support meetings with other US Government agencies, as required, to expand capabilities and coordinate/update deployment techniques, also ensure interoperability with Special Tactics operational partners. They work with assigned Component with the integration of new and upcoming technologies/systems such as coordinating with USSOCOM TACLAN Program for latest technology and generating field test criteria as applicable for the assigned SOF Component. They lead strategic planning and integration group for assigned SOF Component and coordinate daily activities with unit WEPTAC offices. They maintain hosted TAK server(s) and ensures mission data is accurate and current SEs assess viability of equipment issued and recommends STIGs / courses of action. They provide Help Desk Tier 1, 2, and 3 Support. Senior Support Engineers collect, process, and analyze GIS data from diverse sources and reproject and/or process datasets out for use on multiple mapping and visualization programs. On a 28-day cycle, they download and process NGA (National Geospatial- Intelligence Agency) data to stay compliant with FAA (Federal Aviation Administration) regulations and standards as well as process, compile, create and validate Special Operations Aviation (SOA) aircraft map data, as applicable, to the assigned Components. Senior level support engineers routinely provide training to home station, operational and deployed units. Some training and test sites may require Support engineers to wear appropriate tactical personal protective equipment (PPE) (multicam protective combat uniform (PCU), footwear, eye protection, etc.), in such cases the required equipment will be Government provided. They are responsible for developing and generating the training syllabus as well as assist in training of all fielded software/hardware and other mission planning components.
3.0.3.3.3 Tactical IT Systems Engineer (ITSE) Mid-level IT Systems Engineers: install, test, and support Microsoft Windows and Android based systems. They design, build, brief, and deploy Tactical Land Area Network (TACLAN) Images as well as inventory, track, and resolve usability and configuration issues of new TACLAN Images. They are responsible for scanning, remediating, rescanning, and reporting to cognizant authority the status of Category I vulnerabilities in Support of the accreditation of new TACLAN Images in addition to downloading, installing, and verifying Microsoft Updates in support of TACLAN Images. They generate documentation necessary to receive an Interim Authority to Operate (IATO), build small test networks in support of Network Security Vulnerability scanning, troubleshoot client/server and network, and conduct testing, quality assurance, and drafting test plans for functional testing and accreditation. They are responsible for drafting Standard Operating Procedure (SOP) documents, accreditation documentation, and conduct peer review of documents created by others.
3.0.3.3.4 Senior Level Tactical IT Systems Engineer (ITSE): Performs all the duties of a Mid-level IT Support Engineer in addition to installing/configuring/troubleshooting VMware server virtualization products independently, configuring Information Technology assets in accordance with Federal Information Processing guidelines (such as DISA STIGs and NSA SNACs), configuration and maintenance of networking equipment - primarily routers, switches, and firewalls. They also run the DoD approved Information Assurance tool ACAS Security Center to assess the vulnerability status of networked and non-networked assets and provide reporting/risk assessments on an as needed basis.

3.0.4 DATA ENGINEERING
3.0.4.1. Cloud Architect: The cloud architect is responsible for designing and implementing cloud computing solutions. The Cloud Architect facilitates the development of the right future-state architecture and ensure its effective adoption. They provide overall direction, guidance and definition of architecture programs that effectively supports government operations. Responsibilities include advocacy and support of the enterprise's IT strategies, identification, and analysis of enterprise business drivers to derive useful business context, analysis of the current IT environment to detect critical deficiencies and recommend solutions for improvement, and the development of strategies aligning IT to business. This includes designing the cloud infrastructure, designing the cloud application architecture, and designing the cloud security architecture. Maintain systems and network infrastructure; provide end user and common device support; provide configuration, change, license, and asset management; conduct training, and perform Install, Move, Add, Change (IMACs) services. The responsibilities and tasks associated with each requirement play a pivotal role to USSOCOM, and ultimately the end-user who operate around the world 24 x 7 x 365.

Initiate, review, coordinate, and complete all documents, certifications, and accreditations required for equipment, systems, software, and/or networks associated with the PMO and its associated projects. Develop and maintain necessary documentation in accordance with government directives and assist in the formation of security test plans. Conduct security engineering reviews to ensure security mechanisms are built into any new capabilities and upgrades. Manage the configuration and management release process for each software release/patch as they become available. Coordinate with J62 Cybersecurity accreditors to ensure timely approval of all software releases. Administer the PMO's security strategy for mitigating security incidents (such as data spillage, unauthorized access, code injection, etc.). Provide risk mitigation recommendations to ensure better security while considering the user’s operational needs. Assess and enhance current policies and procedures to ensure that security checks are upgraded in line with best practices. Evaluate network security posture by running scans using USSOCOM Information Assurance (IA) standard scanning tools and comparing results against DISA Standard Technical Implementation Guides (STIGS) to determine severity of the findings. 3.0.4.3. Information Systems Security Engineer (ISSE): The ISSE is any individual, group, or organization responsible for conducting information system security engineering activities. Reference NIST SP 800-37, Applying the Risk Management Framework to Federal Information Systems, for additional details Information system security engineers are an integral part of the development team (e.g., integrated project team) designing and developing organizational information systems or upgrading legacy systems. Employ best practices when implementing security controls within an information system including software engineering methodologies, system/security engineering principles, secure design, secure architecture, and secure coding techniques. Knowledge of cybersecurity policy, procedures, and workforce structure to design, develop and implement a secure enclave environment. Documented experience contributing to the Assessment and Authorization (A&A) of information systems under National Institute of Standards and Technology (NIST) compliant Risk Management Framework (RMF). Coordinate security-related activities with information security architects, senior information security officers, information system owners, common control providers, and information system security officers. Document changes to systems and checklists. Assist with developing and maintaining system policies and procedures for network security, virus protection, user accounts, maintenance, and utilization. Engineer and implement security solutions. Provide remediation of vulnerabilities identified on infrastructure devices. The responsibilities and tasks associated with each requirement play a pivotal role to USSOCOM, the CIO/J6 organization, and ultimately the end-user who operate around the globe. Duties and responsibilities include but are not limited to: Investigate alerts, anomalies, error, intrusions, malware, etc. to identify the extent of a security incident and be able to help isolate the responsible agents. Maintains multiprotocol routers, multilayer switches, network security devices and network management systems. Performs systems administration, maintenance, computer security, and support for servers on networks and Computer Network Defense-Service Provider (CND- SPs). Performs changes to associated routers, switches, and encryption devices. Recommends improvements automated information system security policies. Maintains and operates a services support program that provides systems administration, maintenance, computer security, and support for servers on networks. Provides systems administration, maintenance, computer security, and support for physical servers. Performs system, security, and operational testing/evaluation events.
