About this file
This document is a performance specification for the Family of Tactical Head-Borne Systems (FTHS) Ground Ballistic Helmet. The key requirements are that the helmet must provide ballistic protection, be of the lowest achievable weight, accommodate the full population of SOF operators, be comfortable and stable during use, and integrate with typical head-borne equipment. The performance characteristics include ballistic, mechanical, and operational suitability requirements. The helmet must be configured with a ballistic shell, suspension system, chin strap/retention system, Visual Augmentation System (VAS) shroud, accessory rails, and other components.
The related federal contract opportunity is for an Other Transaction Authority (OTA) agreement to award a prototype project for the FTHS ground ballistic helmet. The prototype effort will have 5 phases, with the potential for down-select after each phase. Vendors must submit white papers, then a Request for Prototype Proposal, and if selected, provide prototype helmets for testing and user evaluation. Successful completion of the prototype project may lead to a follow-on production contract.

PERFORMANCE CHARACTERISTICS
FOR
Family of Tactical Headborne Systems (FTHS) Ground Ballistic Helmet
1. PERFORMANCE REQUIREMENTS: USSOCOM will require the FTHS ground ballistic helmet to meet the following performance characteristics:
Ballistic Requirements o Ballistic protection
Mechanical Requirements o Lowest achievable weight o Blunt impact protection o Side to side and top to bottom shell compression resistance o Minimum projected protected area of the head (PPAH) of 81.0 in2 in the smallest size and 114.0 in2 in the largest size.
o Static and dynamic retention system strength o Environmental storage resistance
Operational Suitability Requirements o Sufficient ease of use o Comfortable and stable during use o Compatible with SOF peculiar missions o Compatible with SOF equipment including visual augmentation systems (VAS) mounts and devices, eyewear, communications headsets, oxygen and CBRN masks, body armor vests, and weapon systems.
2. CONFIGURATION REQUIREMENTS: USSOCOM will require the FTHS ground ballistic helmet to be configured with, at a minimum:
Ballistic helmet shell including shell, edgeband (if applicable), any primer, coating (paint), and all necessary attachment holes (if applicable).
Suspension system.
Chinstrap/retention system.
Visual Augmentation System (VAS) shroud.
Accessory rails.
VAS retention bungees.
Exterior hook and loop.
Any necessary attachment hardware for the components listed above.
3. ACCESSORY REQUIREMENTS: USSOCOM will require accessories for the FTHS ground ballistic helmet be made available, including:
Helmet Covers in Tan, MultiCam®, Ranger Green, and White
Replacment suspension system components such as comfort pads and impact liners and any required mounting hardware.
Replacment retention system components such as chinstrap assemblies (for both left eye dominant and right eye dominant shooters, if applicable), mounting hardware (if applicable), and fitbands.
Replacment VAS shrouds, bungees (if applicable), adapters (if applicable), and any required mounting hardware.
Replacement accessory rails and bungees (if applicable).
